Lead Technical Program Manager

As a Lead Tech Program Delivery Manager supporting the Atlas 2.0 Upgrade Execution Program, you will govern execution against agreed program plans, milestones, and upgrade commitments established in partnership with LoB and program leadership. Ensure consistent milestone oversight, and maintain clear cross-team visibility into dependencies, risks, and upgrade delivery health. A core part of this role is Atlas 2.0 upgrade delivery orchestration and governance in partnership with LoBs, IP Client Solutions, and 3rd party contractors.

You will compile, integrate, and maintain large datasets that underpin upgrade eligibility analysis and senior leadership reporting, ensuring data integrity and a single trusted view of progress and forecast confidence. You will translate technical status across platform and upgrade tooling readiness, integration needs, and upgrade enablement into measurable milestones, executive-ready insights, and clear escalation options that keep delivery on track

Job Responsibilities

- Compile, integrate, baseline, and govern delivery plans and milestone schedules across LoB, 3rd party and IPCS Professional Services consultants, portfolio and program management teams, ensuring clear ownership, consistent milestone progress reporting
- Establish and run program governance routines and operating cadence, including recurring forums, milestone reviews, decision forums, minutes and decision logs, action tracking, and follow-through on outcomes
- Lead risk and issue management by identifying, documenting, and maintaining risks and issues; driving timely escalation with options and trade-offs; and tracking mitigations and decisions through closure with clear accountability
- Maintain cross-team dependency transparency across application teams, platform teams, and shared services by integrating dependency mappings, confirming owners, surfacing blockers, and ensuring teams resolve impediments aligned to the agreed plan
- Correlate large program datasets throughout the program lifecycle, from plan to execution, and use approved AI-enabled analytics to identify anomalies, emerging trends, delivery risks, and forecast changes across application inventory and status, upgrade wave assignments, readiness signals, dependency mappings, milestones, risks, and issues
- Define and enforce upgrade execution quality controls across internal and 3rd party delivery resources, including validation checks, status reporting, auditability of updates, and stewardship practices that maintain a single trusted set of program metrics; ensure AI-assisted outputs are traceable, reviewed by accountable owners, and handled in accordance with data, privacy, security, and responsible AI requirements.
- Produce executive-ready reporting and insights derived from integrated datasets, using approved AI tools where appropriate to accelerate synthesis, scenario analysis, and narrative development while applying human review to validate accuracy, context, and conclusions; report progress versus baseline, milestone variance, trends and aging, key blockers, delivery health signals, and forecast confidence with clearly stated assumptions
- Drive exception management by identifying material variances from baseline, coordinating recovery discussions with owners, documenting decisions, and maintaining an accurate forward-looking view of milestone outcomes
- Partner with engineering, product, operations, data, and control partners to standardize governance artifacts and evidence expectations—including milestone definitions, status inputs, decision records, traceability, and AI-use controls—to improve consistency, transparency, and oversight across participating teams
- Provide governance, delivery cadence, and milestone oversight across the Atlas 2.0 Upgrade Program
- Partner across Strategic Delivery, GT COO Data tech teams, LoB Program Managers and Atlas 2.0 at Scale Program workstream leads to prepare all bi-weekly and monthly progress reporting
- Consolidate plans, dependencies, risks, and issues across teams to maintain a clear view of delivery health
- Build and manage complex datasets that support addressable market analysis and leadership reporting, and apply approved AI-enabled analytics to improve data reconciliation, trend detection, and delivery forecasting (e.g., service availability matrix)
- Ensure data quality, consistency, and governance across key program metrics and executive-level status reporting inputs
- Produce executive-ready status updates, insights, scenarios, and forecasts using approved AI tools where appropriate, with human validation, clear assumptions, and defined escalation paths

Required qualifications, capabilities, and skills

- Formal training or certification in program or project management concepts and 5+ years of applied experience leading complex technology programs in large-scale organizations
- Demonstrated strength in delivery governance for multi-team initiatives, including establishing operating cadence, milestone oversight, dependency transparency, exception management, and structured escalation
- Advanced experience compiling, integrating, and governing large program datasets, with a proven ability to improve data integrity and produce leadership reporting used for decision-making and addressable market assessments
- Demonstrated proficiency using Jira in conjunction with enterprise-approved generative AI and analytics tools to define and track program book of work, synthesize complex inputs, automate repeatable program-management tasks, improve data analysis, and produce decision-ready insights, with the judgment to select high-value use cases and measure their effectiveness
