POSITION SUMMARY:
The Administration on Aging (AoA) Program is seeking a dedicated and culturally responsive Community Outreach Specialist to support program operations and community engagement across nine Tribal communities in rural and remote Nevada.
The Community Outreach Specialist serves as a key liaison between the AoA Program, Tribal Administrations, AoA staff, elders, and community partners. The position supports effective communication, coordination, outreach, program compliance, and service delivery while helping ensure that the needs of Tribal communities are recognized and addressed.
The successful candidate will demonstrate an understanding of Native American culture, Tribal government, Tribal sovereignty, and community-based program delivery. The position requires someone who can establish and maintain respectful Outreach while working collaboratively with Tribal leadership, program staff, community members, and external partners.
TRIBAL COMMUNITIES SERVED:
The AoA Program serves the following nine Tribal communities:
- Battle Mountain Band
- Ely Shoshone Tribe
- Moapa Band of Paiutes
- Duckwater Shoshone Tribe
- Confederated Tribes of Goshute
- Yomba Shoshone Tribe
- Fort McDermitt Paiute Shoshone Tribe
- Lovelock Paiute Tribe
- South Fork Band
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Community Outreach:
- Serve as a primary outreach and communication resource for the AoA Program and the nine Tribal communities served.
- Establish and maintain positive, professional, and respectful working Outreach with Tribal Administrations, Tribal leadership, program staff, elders, community members, and partner organizations.
- Work closely with Tribal Administration to coordinate community activities, meetings, events, and program needs.
- Support outreach efforts that increase awareness and participation in AoA services and programs.
- Honor the sovereign rights, cultural values, traditions, and lived experiences of each Tribal community.
- Create a newsletter for the nine tribes that is serviced by the ITCN AoA Program to keep the tribal communities informed about all events on a bi-monthly basis. Research articles on Chronic Diseases, Food Assistance, Burial Assistance, Food Storage i.e. dehydration, recipes, etc.
- Create a social media page for the ITCN AoA Program that reflects the same information from the bi-monthly newsletter and informs Indian Country in general.
Program Coordination & Support:
- Maintain regular communication with AoA staff regarding program needs, challenges, supplies, and resources.
- Coordinate and assist with supplies and bulk food orders based on the needs of AoA staff and the communities they serve.
- Maintain and regularly update a comprehensive calendar of events for each of the nine Tribal communities in coordination with Tribal Administration.
- Assist with coordinating program activities, meetings, workshops, conferences, trainings, and community events.
- Help ensure timely communication of program information, deadlines, activities, and requirements.
Program Monitoring & Compliance:
- Monitor program caseloads, enrollment, and worksites to help ensure compliance with AoA program goals, policies, procedures, and applicable regulations.
- Review program activity and identify areas requiring follow-up, clarification, or corrective action.
- Assist the AoA Program Director with program compliance, documentation, grant requirements, and reporting.
- Maintain accurate and organized records related to outreach, program activities, community events, and other assigned responsibilities.
- Support preparation of information and documentation needed for program monitoring, audits, reports, and grant compliance.
Grant & Administrative Support:
- Assist the AoA Program Director with grant writing, grant compliance, and grant reporting.
- Assist with gathering program information, data, narratives, and supporting documentation for grant applications and reports.
- Assist with AoA Program payables, including processing and organizing invoices, receipts, supporting documentation, and other financial records as assigned.
- Provide general administrative support to the AoA Program Director and program staff.
Meetings, Training & Professional Development:
- Attend required meetings, trainings, workshops, conferences, and other professional development activities.
- Participate in staff meetings and community meetings as assigned.
- Maintain knowledge of applicable AoA requirements, program policies, regulations, and community-based service practices.
- Represent the AoA Program in a professional, respectful, and culturally appropriate manner.
Travel & Field Support:
- Travel frequently to the nine Tribal communities served by the AoA Program.
- Conduct site visits and provide outreach and administrative support as assigned.
- Work collaboratively with Tribal Administration and local program staff during community visits.
- Travel may involve significant distances and rural or remote locations and may require overnight stays.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
- Familiarity with Native American culture, Tribal government, Tribal sovereignty, and community-based program delivery.
- Demonstrated ability to work respectfully and effectively with Tribal Nations and Native communities.
- Understanding of the importance of confidentiality, cultural sensitivity, trust, and Outreach building.
- Strong organizational and time-management skills.
- Ability to manage multiple priorities, deadlines, projects, and community needs.
- Strong written and verbal communication skills.
- Ability to establish and maintain effective working Outreach with Tribal leaders, administrators, staff, elders, community members, and partner organizations.
- Ability to collect, organize, monitor, and report program information.
- Basic understanding of grant writing, grant compliance, reporting, and program administration.
- Ability to work independently while also functioning effectively as part of a team.
- Proficiency with computers, email, Microsoft Office, spreadsheets, calendars, databases, and standard office equipment.
- Ability to maintain accurate records and handle sensitive program information appropriately.
- Ability and willingness to travel extensively throughout rural and remote Nevada.
MINIMUM QUALIFICATIONS:
- High school diploma or equivalent required; college degree or relevant post-secondary education preferred.
- Experience working with Tribal Nations, Native communities, nonprofit organizations, government programs, aging programs, or community-based organizations preferred.
- Previous experience in community outreach, program coordination, case management, administrative support, grant administration, or a related field preferred.
- Experience working in or with Tribal government is highly desirable.
- Must possess a valid driver's license and have reliable transportation for required travel.
WORK ENVIRONMENT:
The position operates in a professional office environment and routinely uses standard office equipment, including computers, printers, telephones, filing systems, and other office technology.
The position also requires frequent travel to Tribal communities throughout rural and remote Nevada. The employee may work in Tribal offices, community centers, program worksites, meeting spaces, and other community-based environments.
- Must be able to sit or stand for extended periods, lift up to 50 pounds occasionally, and participate in community outreach events indoors and outdoors.
- Flexibility to work evenings or weekends on occasion, depending on program activities or special events.
