Hourly Rate: $37.64 - $42.35 CAD
PURPOSE OF POSITION
The Gender Specialist will provide targeted, technical support to operationalize the existing Gender Strategy within the SAY-SRHR project's Annual Work Plan (AWP), curriculum, budget, and Monitoring, Evaluation, and Learning (MEAL) processes.
The Specialist will translate established and project-specific gender priorities into operational activities, performance indicators, budget inputs, and MEAL processes; lead the technical review and contextual adaptation of the project's Choices, Voices, Promises (CVP) curriculum; advise the Community-Led Monitoring, Evaluation and Learning (CoLMEAL) team on the development of gender-responsive and gender-transformative measurement approaches; and strengthen the capacity of project staff, partners, and facilitators.

MAJOR DUTIES AND RESPONSIBILITIES
Integration of the Gender Strategy into the Annual Work Plan
• Translate the existing Gender Strategy into concrete Annual Work Plan components, including activities, targets, indicators, timelines, and budget allocations, for review and approval by the Project Manager and designated project leads.
• Review draft Annual Work Plan materials for alignment with approved project gender priorities and donor requirements and provide documented recommendations for required revisions.
• Align Annual Work Plan workstreams with gender-transformative approaches identified through prior analysis, project learning, and evidence.
• Provide technical recommendations to strengthen the integration of gender considerations across relevant project activities and implementation plans.
Technical Review and Adaptation of the Choices, Voices, Promises Curriculum
• Conduct and document a technical review of the Choices, Voices, Promises (CVP) curriculum to assess alignment with the project's gender priorities, participant age groups, safeguarding requirements, and the social and cultural contexts in which the curriculum will be implemented.
• Lead the technical adaptation and development of culturally sensitive, gender-responsive, and age-appropriate sexual and reproductive health and rights (SRHR) modules for adolescents and young adults ages 10–14, 15–19, and 20–24, as well as for parents, caregivers, and community stakeholders, in consultation with relevant project, partner, and safeguarding personnel.
• Provide technical guidance and capacity-building support to facilitators, partner organizations, and project staff to support effective delivery of CVP+ sessions using participatory, inclusive, and gender-transformative methodologies.
• Develop or refine facilitator guides, training materials, and quality-assurance mechanisms to support consistent and effective implementation of the adapted CVP+ curriculum.
• Provide recommendations for curriculum adaptation based on relevant evidence, gender analysis, participant needs, and project context.
Strengthening Gender Integration in Monitoring, Evaluation, and Learning
• Provide technical training, practical tools, and mentoring to the Community-Led Monitoring, Evaluation and Learning (CoLMEAL) team to strengthen the integration of gender-sensitive and gender-transformative indicators and measurement approaches.
• Contribute to the refinement of tools and approaches for the collection, analysis, and reporting of gender-related outcomes.
• Provide technical recommendations to support the collection and appropriate use of sex-, age-, and disability-disaggregated data (SADDD), as well as mechanisms to monitor changes in gender norms.
• Support the CoLMEAL team and project leadership in interpreting gender-related findings and using those findings to inform Annual Work Plan updates, adaptive management decisions, learning events, and reports.
• Provide technical guidance while retaining data-system ownership and routine monitoring responsibilities within the CoLMEAL function.
Capacity Strengthening and Technical Support
• Strengthen the capacity of project staff, partners, and facilitators to apply gender-transformative approaches within SAY-SRHR programming.
• Facilitate practical learning, mentoring, and technical support related to gender equality, gender-transformative programming, and gender-responsive implementation.
• Develop practical resources and guidance that enable project teams and partners to apply gender considerations consistently within their areas of responsibility.
• Work collaboratively across multidisciplinary and multicultural teams to support effective integration of gender considerations throughout the project.
• Provide technical recommendations and support to project leadership while maintaining clear distinction between advisory responsibilities and project management or implementation accountability.
EXPECTED DELIVERABLES
The Gender Specialist will be responsible for producing or contributing to the following deliverables within the agreed assignment period:
• An Annual Work Plan gender-integration matrix outlining proposed activities, indicators, targets, timelines, responsibilities, and budget inputs.
• A documented technical review and contextual adaptation package for the Choices, Voices, Promises curriculum.
• Updated facilitator and training materials, along with corresponding quality assurance tools.
• Recommended gender-sensitive and gender-transformative indicators and data-collection refinements for the Community-Led Monitoring, Evaluation and Learning process.
• Capacity-strengthening sessions and practical resources for relevant staff, partners, and facilitators.
• Concise progress and completion reports submitted to the SAY-SRHR Project Manager.
Deliverables will be completed in coordination with the SAY-SRHR Project Manager and designated project leads, within the agreed scope, hours, and assignment timeline.
Additional Responsibilities

SUPERVIOSORY RESPONSIBILITIES
This position has no direct supervisory responsibilities.
The Gender Specialist provides technical advice, mentoring, and capacity strengthening but does not assume management accountability for project staff, partners, or the CoLMEAL function.
KNOWLEDGE, SKILLS, ABILITIES REQUIRED:

• Strong knowledge of gender equality programming, preferably within adolescent sexual and reproductive health and rights programming.
• Demonstrated ability to translate gender strategies and analysis into practical program activities, work plans, indicators, budgets, and implementation approaches.
• Demonstrated understanding and application of Global Affairs Canada requirements, including Results-Based Management (RBM) and Gender-Based Analysis Plus (GBA Plus).
• Advanced analytical skills related to gender outcomes, measurement, and Monitoring, Evaluation, and Learning systems.
• Excellent facilitation, mentoring, training, and capacity-building skills.
• Strong written and verbal communication skills, including the ability to develop high-quality technical documents, facilitator materials, and learning resources.

EDUCATION
• Master's degree in Gender Studies, Public Health, Social Sciences, Development Studies, or a related discipline; or
• An equivalent combination of relevant advanced training and substantial professional experience.
EXPERIENCE:
• At least 12 years of progressively responsible experience in gender equality programming, including substantial experience in adolescent sexual and reproductive health and rights, gender-transformative programming, curriculum adaptation, or gender-responsive Monitoring, Evaluation, and Learning.
• Demonstrated experience working on Global Affairs Canada-funded projects, including application of the Results-Based Management (RBM) approach and Gender-Based Analysis Plus (GBA Plus) to project design, implementation, monitoring, and reporting.
• Demonstrated experience translating a Gender Strategy into operational work plans, activities, indicators, and implementation approaches.
• Demonstrated experience strengthening Monitoring, Evaluation, and Learning systems through the integration of gender-sensitive and gender-transformative indicators.
• Demonstrated experience reviewing or adapting life-skills, gender-transformative, or social and gender norms-change curricula for adolescents, young adults, caregivers, or community stakeholders.
• Demonstrated experience providing technical assistance, facilitation, mentoring, or capacity building to project staff, partners, or facilitators.
• Experience working in multicultural, multidisciplinary, matrixed, and remote environments is highly preferred.
• Fluency in Bengali is preferred.
• Relevant professional experience in Bangladesh, including familiarity with the country's social, cultural, gender, and sexual and reproductive health and rights context, is preferred.
