Job Description:

Parsons is seeking a Deputy Program Manager/Construction Services Manager to join our Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure.

Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.

What You'll Be Doing:

- Direct construction and factory assurance activities and serve as the Program Manager’s designated deputy.
- Coordinate six site inspectors and four factory inspectors to verify work and identify issues before they affect the delivery sequence.
- Lead risk-based site and factory surveillance, inspection coverage planning, and daily construction reporting.
- Integrate factory output, transport, foundations, module installation, field-built spaces, utilities, and site logistics.
- Coordinate inspection and test plans, first-article reviews, hold/witness points, and nonconformance resolution with technical staff.
- Validate field progress and potential changes with the scheduler, cost analyst, and contracts specialist.
- Coordinate outages, troop/pedestrian access, environmental observations, and safety issue escalation with installation stakeholders.
- Lead construction readiness and turnover reviews; act for the Program Manager only within documented delegation.

What Required Skills You'll Bring:

- Bachelor’s degree in engineering, construction management, or a closely related field
- 12+ years of relevant construction experience, including 5+ years supervising field teams.
- Experience managing QA, multidisciplinary building construction, schedule recovery, and contractor interfaces on large projects.
- Ability to interpret drawings, specifications, inspection records, and construction schedules and lead documented issue resolution.
- Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
- Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
- Ability to maintain a one team mentality amongst all stakeholders.
- Ability to travel domestically up to 15% of the time

What Desired Skills You'll Bring:

- CCM, PE, PMP, or DBIA credential
- Federal installation and design-build experience.
- Volumetric modular construction, factory surveillance, utility sequencing, and applicable construction safety training.
