Job Summary:
The Commercial Contract Manager is responsible for leading the commercial and contractual management of engineering, supply, and construction contractors to ensure alignment with the overall Blue Point Project execution strategy. The incumbent is responsible for driving the implementation of sourcing strategies and managing the full contract lifecycle. As an advisor to senior project leadership, the Commercial Contract Manager provides guidance on contract compliance, commercial risks, and strategic procurement decisions. The position also maintains critical supplier relationships, identifies opportunities for value creation and continuous improvement, and leads procurement initiatives that enhance project execution, commercial outcomes, and overall stakeholder value.

Major Responsibilities:
Strategic Accountabilities
- Develops and executes sourcing strategies, manages competitive bid events, documents supplier communications, and leads supplier selection and approval processes in collaboration with cross-functional stakeholders.
- Establishes negotiation strategies, gains stakeholder alignment, leads cross-functional negotiation teams, and implements appropriate supplier and commercial risk assessments to achieve project objectives.
- Leverages strong project and change management capabilities to drive continuous improvement in supplier quality, total cost of ownership, service levels, coordination, delivery performance, pricing, lead times, payment terms, and risk compliance.
- Monitors supplier and contractor performance to ensure compliance with contractual obligations, cost control. delivery schedules, technical requirements, and project objectives. Participates in strategic reviews with suppliers and business leaders to drive execution of sourcing and contracting strategies.
- Partners closely with internal and external legal counsel to develop contractual frameworks that effectively allocate risk, support project execution, and enable effective workface planning and management.
Operational Accountabilities
- Accountable for developing and executing supplier transition and mobilization plans that support project objectives and ensure continuity of execution throughout the project lifecycle.
- Provides commercial leadership in contract administration, including management of contractual correspondence, change orders, claims avoidance and mitigation, dispute resolution, and risk management activities in coordination with engineering, project management, and construction teams.
- Leads the preparation of bid packages, solicitation of proposals, evaluation of bids, and development of supplier selection recommendations for project leadership approval.
- Issues contract releases and purchase orders and expedites procurement activities, materials, equipment, and services as required to support project execution schedules.
- Manages supply base administration, including onboarding new suppliers, evaluating supplier performance, monitoring insurance and compliance requirements, and ensuring completion of required contractor qualifications and training.
- Maintains active engagement throughout execution of the contracted scope of work, identifying deviations from contractual obligations, providing commercial guidance to project leadership, and enforcing available contractual remedies when necessary.

Incumbent Attributes:
- Bachelor's degree in Business, Supply Chain Management, Engineering, Construction Management, Law, or a related discipline is preferred.
- Six (6) or more years of progressive experience in procurement, strategic sourcing, contract management, project management, commercial management, or related disciplines, preferably within large industrial, EPC, manufacturing, energy, or petrochemical projects.
- Demonstrated expertise in procurement and commercial best practices, including strategic sourcing, supplier qualification, demand management, competitive bidding, contract development, negotiation, supplier performance management, and risk management.
- Strong understanding of commercial and legal principles, including contract law fundamentals, contractual risk allocation, claims management, dispute resolution, and standard contractual protections utilized in engineering, procurement, and construction contracts.
- Working knowledge of petrochemical, chemical, energy, or heavy industrial facility construction and operations, including contractor engagement models and project execution practices.
- Strong commercial acumen with the ability to evaluate contractual, financial, operational, and schedule-related risks and develop appropriate mitigation strategies.
- Proven ability to lead cross-functional teams, build stakeholder alignment, and manage competing priorities in a fast-paced project environment.
- Professional certification such as CPSM (Certified Professional in Supply Management), PMP (Project Management Professional), CCM (Certified Commercial Contracts Manager), or equivalent is desirable.
- Proficiency with enterprise procurement, contract management, and ERP systems, including SAP S/4HANA, Coupa, Ariba, and related digital procurement platforms.
- Strong proficiency in Microsoft Office applications, including Excel, PowerPoint, Word, and collaboration tools used in project execution environments.
Position Scope/Contribution
The Commercial Contract Manager provides strategic and operational leadership for sourcing, contracting, supplier management, and commercial risk management activities supporting the Blue Point Project. The role is responsible for developing and executing sourcing and contracting strategies, administering critical commercial agreements, managing supplier performance, mitigating commercial risks, and ensuring compliance with corporate procurement policies, contractual obligations, and internal control requirements. The position also supports procurement systems, reporting, governance, and continuous improvement initiatives while serving as a key commercial advisor to project leadership throughout the project lifecycle.
The actual base pay for the position may be influenced by factors such as education, training, skills, qualifications, competencies, years of experience, job-related knowledge, and scope of the role, and could be outside of the posted pay range.
