The Physical Medical Consultant (Medical Consultant) evaluates medical and non‑medical evidence related to physical impairments, authorizes additional examinations when needed, and partners with disability analysts to support accurate Social Security disability determinations. This role completes final documentation of functional limitations, reviews and co‑signs decisions, and provides training on physical medicine topics.

The mission of the Oregon Disability Determination Services (DDS) is "To provide Oregonians who apply for disability benefits prompt and accurate decisions. We will act with respect, compassion and courtesy." Our mission is that of Department of Human Services (DHS) "to help Oregonians in their own communities achieve well-being and independence through opportunities that protect, empower, respect choice and preserve dignity." The DDS provides eligible Oregonians with SSDI and SSI disability benefits providing financial benefit and medical coverage to beneficiaries enabling them to lead independent lives.

Summary of Duties

As a Physical Medical Consultant, you will:

- Promote cultural competence and cultural humility, demonstrate alignment with ODHS Core Values, and provide respectful, dignity‑centered customer service that honors the lived experiences of clients and colleagues.
- Review and evaluate medical and non‑medical evidence, determine impairment severity and functional capacity, and complete or finalize disability determination forms and rationales.
- Consult with supervisors and disability analysts on medical issues, impairment evaluations, examination authorizations, and provide training or presentations as requested.
- Attend required trainings, maintain professional competence, and resolve conflicting medical evidence by contacting treating sources.
- Safeguard all personally identifiable information for claimants.

Minimum Qualifications

A Doctorate degree from an accredited university  AND p ossession of a current, active license to practice medicine (MD, DO) in the State of Oregon;  AND

Two years clinical practice experience, at least one year that is post-residency (medical).

- Active Oregon Medical Board License
- Proficient level skills using a personal computer and associated local and network environments
- Excellent written and verbal communication skills, with experience interacting with co-workers remotely and in-person.
- Experience providing medical consultations and/or training to peers, or team members.

Working Conditions

- Remote work or alternative work location may be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
- DDS operates Monday – Friday and offers flexible work hours.
- You will use a computer daily.
- You will have frequent interaction with fellow medical consultants, analysts, and clerical staff within DDS.
- You will have infrequent telephone interaction with the community of physicians statewide.
- No direct patient contacts.

Background Checks and Requirements

- Successful candidates for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in disqualification for this position: Felony Convictions, Computer theft, identify theft and fraud. CJIS Clearance completed at the time conditional job offer.

- In addition to the State of Oregon background check process, individuals selected for positions with the Disability Determination services (DDS) will go through a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee receives credentials in order to have access to Social Security disability data, records, and systems. A pre-screen conducted through SSA Office of Deputy Commissioner for Human Resources (DCHR). If the pre-screen is favorable, a job offer is extended. However, the job offer is still contingent upon a full suitability clearance through DCHR.

- The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
