The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.

This position has an annual rate of $60,000.00

Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.

Job Description

POSITION SUMMARY

The IIRS Operations Analyst serves as a technical and analytical resource supporting interstate driver record operations, AAMVA programs, reporting functions, and operational performance initiatives. The position is responsible for researching and resolving interstate record issues, administering federally required reporting, developing operational dashboards and reports, analyzing trends, and providing technical assistance to internal and external stakeholders.

The incumbent serves as a subject matter resource for interstate driver record systems and supports agency leadership through operational reporting, data analysis, and process improvement recommendations.

POSITION RESPONSIBILITIES

Interstate Reporting and Compliance

- Administers and submits federally required interstate reporting within established timelines.

- Reviews reports for accuracy, completeness, and compliance with applicable federal and state requirements.

- Researches discrepancies, exceptions, and unresolved transactions.

- Maintains documentation supporting reporting activities and compliance requirements.

Interstate Records and AAMVA Operations

- Processes and researches interstate driver record transactions, including Change State of Record activities and related record maintenance.

- Coordinates with other jurisdictions regarding driver history and record inquiries.

- Assists with CDLIS, PDPS, SPEXS, and other interstate driver record systems.

Technical Support and Issue Resolution

- Serves as a technical resource for agency staff, business partners, and external jurisdictions.

- Researches and resolves complex record discrepancies and system-related issues.

- Tracks, monitors, and reports operational issues through established ticketing systems.

- Identifies recurring issues and recommends corrective actions to leadership.

Data Analysis and Operational Reporting

- Develops, maintains, and enhances operational dashboards and performance reports related to Interstate and Identity Records

- Collects, analyzes, and interprets operational data to identify trends, risks, and opportunities for process improvement for IIRS programs.

- Proactively communicates workload volumes, performance metrics, and operational insights to leadership and stakeholders.

- Supports data-driven decision making through regular reporting and analysis.

Process Improvement and Documentation

- Recommends operational improvements based on data analysis and trend identification.

- Assists with implementation of new processes, reporting tools, and operational workflows.

- Supports testing and validation efforts related to interstate systems and reporting.

Stakeholder Support

- Serves as a liaison between operational teams, technical staff, and external partners.

- Provides guidance and technical assistance regarding interstate record processes.

- Assists leadership with special projects, research requests, and operational reporting needs.

This position may be expected to cross-train in other sections of their division and perform the job duties in each section, based on the needs of the agency.

KNOWLEDGE, SKILLS, & ABILITIES

- AAMVA programs, standards, and interstate driver record reporting requirements.

- CDLIS, PDPS, SPEXS, and related interstate driver record systems.

- Operational reporting methods and performance metrics.

- Data analysis and dashboard development tools, including Microsoft Excel.

- State and federal requirements governing driver record transactions.

- Technical troubleshooting and problem-solving in complex operational environments.

- Development and maintenance of operational dashboards and reporting tools.

- Clear communication of program activity, trends, and insights to stakeholders at varying levels.

- Accurate recordkeeping and documentation practices.

- Manage workloads across concurrent program functions independently.

- Analyze complex operational issues and translate findings into actionable recommendations.

- Work collaboratively with internal teams and external partners.

- Proactively identify and communicate trends, issues, and opportunities for improvement.

EDUCATION & EXPERIENCE

The preferred minimum qualifications for this position are:

- A bachelor's degree and three (3) years of professional level experience in business or public administration, data analysis, driver records administration, or a related field;
- OR an equivalent combination of education and experience substituting one (1) year of experience for each year of the required degree.

Preference may be given to candidates who:

- Have experience with AAMVA systems, CDLIS, PDPS, and interstate driver record processing.
- Have experience with a driver license system of record.

SPECIAL REQUIREMENTS

- The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
- This position may require occasional travel.  The employee must be willing and able to perform all job-related travel.  State vehicles may be available, but reliable transportation may be required for local travel.
- This position works in a comfortable office setting with a computer for a large percentage of the workday.
