Siren is seeking a Program Development Specialist to support the development of new programs, partnerships, and proposals that contribute to our regional and international growth.
The ideal candidate is a curious, resourceful, and impact-driven professional who enjoys working across sectors, translating complex information into clear insights, and moving ideas from concept to delivery. You will be comfortable learning quickly, coordinating with different stakeholders, and producing high-quality work in a dynamic environment.
Working closely with the Program Development Lead and senior leadership, you will help shape Siren’s program strategy and design high-impact, data-informed initiatives. You will join a collaborative, flexible, and purpose-driven environment where strong ideas are developed into practical projects that support meaningful change.

You Will

Key responsibilities

- Support the full proposal development cycle, including opportunity assessment, bid planning, content development, contributor coordination, quality review, and timely submission.
- Coordinate bid development across finance, compliance, monitoring and evaluation, technical experts, and senior leadership, ensuring that responsibilities, timelines, inputs, and deliverables are clearly managed.
- Draft and refine proposal sections, concept notes, project pitches, expressions of interest, and other bid materials in clear, concise, and persuasive language that responds to client requirements, donor priorities, and Siren’s theory of change.
- Lead or support smaller-scale proposals and targeted bids as needed, coordinating internal inputs and maintaining a strong focus on high-quality, competitive submissions.
- Produce concise research and market analysis on donors, clients, partners, competitors, and sector trends to inform opportunity identification, positioning, proposal strategy, and targeted outreach.
- Support networking, lead generation, relationship-building, and donor outreach by identifying relevant contacts, preparing engagement materials, and following up on potential opportunities.
- Experience in product management, product marketing, or marketing strategy is considered an advantage, particularly where it supports clearer positioning, audience understanding, and go-to-market thinking.
Additional Responsibilities

- Support the Program Development Lead in identifying and developing new program opportunities, including planning networking engagements, preparing client approach strategies, and promoting a results-oriented approach to program growth.
- Assist in building and maintaining client relationships by communicating professionally, following up consistently, and supporting long-term engagement with partners and stakeholders.
- Support internal program development processes by tracking priorities, organizing inputs, documenting progress, and helping ensure that agreed actions move forward.
- Contribute to strategy development and the identification of new program opportunities by monitoring emerging trends, technologies, donor priorities, and sector needs.
- Uphold the highest ethical standards in all activities, demonstrating integrity, transparency, respect, and sound professional judgment.

- Curiosity and multidisciplinary awareness, with the ability to work across areas such as public sector reform, digital transformation, data, governance, monitoring and evaluation, and related fields.
- Excellent time management skills, with the ability to prioritize competing tasks, work under tight deadlines, and deliver high-quality outputs on time.
- Strong internal communication skills, including the ability to brief colleagues clearly, follow up effectively, and ensure that teams have the information they need to contribute to shared deliverables.
- Strong external communication skills, with the ability to engage professionally with donors, clients, partners, and other stakeholders and tailor messages to different audiences.
- A strong willingness to learn, with the flexibility to quickly understand new sectors, clients, technologies, and donor requirements.
- A structured and analytical mindset that supports the development of credible concept notes, project pitches, and full proposals.
- Strong ethical values and sound professional judgment.
- Good understanding of the public sector is an advantage, including how institutions, reform processes, service delivery challenges, and donor-funded programs operate in Lebanon, the MENA region, or comparable contexts.
- Strong English and Arabic writing skills, with the ability to draft compelling and concise proposals or pitches quickly and confidently. French is an advantage.
- Experience or expertise in monitoring and evaluation is an advantage.
- Knowledge of technology, digitization, or digital transformation is an advantage.
- Knowledge of bilateral and multilateral donor processes for grants and tenders is an advantage.
Qualifications

- Bachelor’s degree in business administration, international development, public policy, or a related field.
- 3 to 5 years of professional experience in business development, program development, international development, or a related field. Experience across both the NGO and private sectors is an advantage.
