Senior Commercial Manager

On behalf of UKP , we are looking for 3 x Senior Commercial Manager for a 6 month contract based in London 2 days per week, remainder WFH.

Role Overview

We are looking for an experienced Senior Commercial Manager to lead complex and high-value Works procurements across the Parliamentary Estate. The role will cover areas including construction, building refurbishment, heritage and conservation, and building and infrastructure security.

You will act as a trusted commercial business partner, providing expert advice to senior stakeholders and leading procurements from strategy and market engagement through to contract award and transition into contract management .

As a Senior Commercial Manager your main responsibilities will be:

- Lead compliant end-to-end procurement projects, including high-value procurements above relevant thresholds.
- Deliver Works category and project strategies, including market analysis , supplier analysis and benchmarking.
- Manage multiple priorities, ensuring commercial activity is delivered to agreed timescales and quality standards.
- Act as a trusted commercial advisor and business partner to senior stakeholders across the organisation.
- Provide expert commercial advice across construction, refurbishment, infrastructure, heritage and related Works projects.
- Ensure procurement activity complies with PCR 2015, the Procurement Act 2023 and relevant frameworks.
- Support the development and maintenance of the commercial procurement pipeline, forecasting activity and resource requirements.
- Lead stakeholder engagement, managing challenging conversations and resolving commercial issues effectively.
- Support effective supplier and contract management , including supplier performance, negotiations and transition from procurement into contract delivery.
- Deputise for the Head of Commercial Works when required.
- Contribute to commercial assurance activity, including attendance at the Commercial Assurance Board.
- Support the development and implementation of commercial policies, processes and best practice.
- Identify and deliver continuous improvement opportunities across procurement and commercial processes.
- Use commercial data, systems and management information to support decision -making and category performance.
- Mentor and support junior commercial colleagues, helping to build capability across the team.
- Lead or support sensitive commercial projects within a secure environment where required.

Essential:

- Extensive experience delivering complex and high-value public sector procurement projects.
- Strong knowledge and practical experience of PCR 2015 and the Procurement Act 2023, including thresholds, notices and contracting authority responsibilities.
- Deep knowledge of NEC4 contracts and contracting options, with experience of bespoke contract drafting.
- Proven experience providing commercial advice on Works contracts, ideally including construction, refurbishment or major infrastructure projects.
- Strong understanding of the full procurement lifecycle, from strategy and market engagement through to award and contract management .
- Excellent stakeholder management and influencing skills, with the ability to advise and challenge stakeholders at all levels.
- Ability to manage difficult or contentious commercial conversations and develop practical, mutually acceptable solutions.
- Strong analytical , critical-thinking and problem-solving skills, with the ability to work at pace and manage competing priorities.
- Experience of embedding commercial and contract management best practice across an organisation.
- A proactive approach to continuous improvement and identifying opportunities to improve commercial processes.
- Commitment to inclusion, diversity and collaborative working.

Desirable:

- CIPS Level 5 qualification or equivalent professional qualification/experience.
- Previous experience within construction, estates, heritage, conservation or infrastructure procurement.
- Experience working with NEC3/NEC4 within complex Works or major project environments.
- Experience of working within a large, complex or politically sensitive public sector organisation.
- Experience of category management , supplier relationship management and commercial benchmarking.
- Experience mentoring or developing junior commercial professionals.
- Experience working with Crown Commercial Service or other public sector frameworks.

Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
