Position Summary

Reporting into the PSG Vice President - HR , the HR Manager will develop and implement the HR strategy at our Tianjin plant. The role will assess the current and future labor needs of the plant and provide solutions to meet business needs. The HR Manager will be part of the local site leadership team and will be accountable for facilitating and executing company HR policies and programs, talent management, organizational strategy, and employee relations in support of the overall business objectives of the organization.   This position will also provide other relevant support to Asia HRD as required.

Essential Duties and Responsibilities:

- Serve as a key member of HR Team as the site HR functional leader and provides business support which aligns with HR best practices and company objectives.  Contribute to PSG Asia HR strategy from plant level.
- Lead the site’s Human Resources function, ensuring accurate interpretation and administration of HR policies and programs and engages in the day- to-day Human Resources functions, specifically related to but not limited to employee relations, HR processes, rewards & recognition, talent management, and workforce planning.
- Establish and implement HR, Administration and some related company policies and procedures to meet the business needs, take necessary and effective adjustment if needed.
- Partner with business leaders in develop HR initiatives in talent management and organizational development. Work with managers to attract, develop and retain highly qualified personnel needed to meet the group's objectives.
- Be responsible for organization and manpower plan to define the plant's present and future requirements. Maintains plant organization charts.
- Directs the screening, selection, and recruitment process of personnel to fill vacant positions of Tianjin plant in accordance with company guidelines and procedures. Support HRD on the recruitment of PSG Asia.
- Develop and implement annual communication plan that supports the site objectives and provides for open and effective communication across all functions and levels of the organization and enhances two-way communication.
- Manage employee relations issues to ensure employee engagement and an environment that in line with company culture. Champion change to create the right organization culture.
- Develops, coordinates, and conducts employee training and development activities to help them improve their managerial, supervisory, professional, and technical/vocational competence.
- Work with line managers on performance management related.
- Work closely with Dover Payroll to review the payroll for PSG Asia and provide HR analysis reports as required to business leaders. Manage and control labor cost while keeping internal equity and external competitiveness.
- Ensure complete familiarity with policies and procedures related to business conduct standards, co-champion with site leader about ethics related.
- Lead the Administration works to make sure the employee’s satisfaction working in TJ.
- Support on Asia hiring and some paperwork of Asia HR.
- Develop, implement, and share effective best practices in HR related.
- Other duties as assigned by Supervisor.

Qualifications/Requirements

- University Degree with relative experience of more than 10 years.
- Knowledge of local employment law and legislation.
- Hands-on to handle full spectrum of HR duties. Independent, mature, analytical, tactful, and willing to take up challenge.
- Proactive, structured, meticulous, well-organized, and resourceful problem solver.
- Have complete knowledge in HR management.
- Proficient in oral and written English.
- Good computer skills, familiar with Word, PowerPoint, and Excel.
- Good communication and coordination skills.
- Team player with solid leading skill.
