Work Location
This hybrid role offers work-from-home flexibility, subject to manager approval and based on job performance and business requirements. You may also be required to work from other Hively locations within Alameda County as operational needs arise.

What you will do:
SaaS Platform & Business Rules Administration
Administer and support Hively’s program technology platforms, with an initial focus on systems supporting Measure C Contracted Slots and Operating Grants.
Configure workflows, business rules, user roles, permissions, reference data, notifications, and other system settings based on approved program requirements.
Partner with program teams, the Director of Data & Systems, and software vendors to translate operational requirements into effective system configurations.
Maintain clear documentation of system configurations, workflows, and technical decisions.
Systems Integration, APIs & Data Pipelines
Help ensure data accuracy through validation rules, exception reporting, duplicate controls, reconciliation, and other automated quality checks.
Develop and execute system test cases and coordinate user acceptance testing for new functionality, integrations, and system changes.
Track defects and vendor issues through resolution and support production releases, upgrades, and configuration changes.
Monitor scheduled processes and system changes to ensure reliable program operations.
Data Quality, Testing & Release Management
Provide technical support to Hively staff using program systems and serve as an escalation point for complex application and system issues.
Investigate reported problems, identify root causes where possible, document findings, and coordinate resolution with internal staff and technology vendors.
Assist with development of incident response, business continuity, disaster recovery, and system outage procedures for assigned applications.
Coordinate planned maintenance, system releases, upgrades, patches, configuration changes, and vendor deployments.
Communicate system outages, changes, known issues, and resolutions clearly to affected users.
Security, Compliance & Technical Support
Administer user access and role-based permissions using least-privilege principles and support periodic access reviews.
Support compliance with Hively and First 5 requirements related to privacy, security, auditability, data sharing, and record retention.
Serve as a technical escalation point for complex application, integration, and system issues and coordinate resolution with vendors.
Maintain audit-ready documentation of access, system changes, testing, incidents, and other key administrative activities.
What you should bring: [Qualifications]
Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent relevant experience.
Three or more years of experience administering, configuring, implementing, or supporting complex SaaS or enterprise business applications.
Hands-on experience with business rules, workflow configuration, user roles and permissions, and application administration.
Experience working with APIs, system integrations, automated data exchanges, structured data files, or similar integration technologies.
Strong understanding of relational data concepts, data quality, validation, reconciliation, and troubleshooting.
Experience participating in software implementations, system testing, user acceptance testing, upgrades, or production releases.
Strong analytical and problem-solving skills, particularly in diagnosing system and data issues.
Ability to communicate effectively with technical vendors and non-technical program and business teams.
Strong documentation and organizational skills and the ability to manage multiple technical priorities in an evolving environment.
Preferred Knowledge, Skills and Abilities
Experience with MCT Technology products such as CareConnect, CareWait, CareControl/CC4, or MyCareConnect.
Experience with REST APIs, JSON, CSV, SQL, secure file transfer, or similar integration and data-exchange technologies.
Experience administering systems that manage grants, payments, contracts, eligibility, case management, or other high-accountability workflows.
Experience with data pipelines, scheduled integrations, exception handling, reconciliation, or operational data monitoring.
Familiarity with role-based access control, audit logging, encryption, and common security or compliance frameworks such as SOC 2, HIPAA, FERPA, or NIST.
Experience working in nonprofit, government, human services, child care, public benefits, or other regulated or publicly funded environments.
Ability to translate complex program requirements into practical system configurations and technical solutions.
