Vice President of Operations, Technical Professional Services

Run and scale a roughly 40-person technical professional-services delivery organization, influence the performance of most company revenue, and partner directly with the CEO on strategy, acquisition integration, and the operating system for a larger business. This is a high-impact VP of Operations role for an operator who has built, fixed, or led project-based delivery teams and wants a credible path toward broader COO-level responsibility as the company grows.

A growing B2G technical professional-services and software company is hiring a Vice President of Operations to lead consulting and delivery after contracts are won. The company serves public-sector clients nationwide, is growing organically and through acquisition, and needs an operating leader who can bring financial discipline, leadership accountability, and scalable cadence without burying a fast-moving business in bureaucracy.

This is not a back-office operations role, and it is not another layer of project management. You will lead through leaders, own delivery performance, and make the commercial and staffing calls required to improve utilization, contract achievement, delivery quality, and margin. There is no billable delivery target; your capacity is preserved for running the organization.

The Opportunity

You will report directly to the CEO and sit on the senior leadership team. Your scope includes approximately 40 consultants, project managers, and technical specialists, with direct leadership of the PMO/delivery leader and technical capability leaders. The delivery organization influences roughly 70% of company revenue because consulting revenue flows through billable delivery.

You will own whether delivery performs: capacity, staffing, utilization, hours billed, budget achievement, contract achievement, scope discipline, delivery quality, escalation decisions, and portfolio margin. You will also be in the room for company-level decisions involving pricing, staffing mix, cost structure, investment priorities, annual operating goals, and future acquisitions.

As the company buys and integrates additional businesses, you will play a lead operating role in aligning systems, staffing, standards, and delivery discipline. For the right leader, scope can expand meaningfully over time toward broader COO-level responsibility. The initial mandate is clear: build and run an excellent technical delivery organization, then earn expanded responsibility through demonstrated performance and business need.

What You Will Own

- Lead the delivery/PMO leader and technical capability leaders through goals, 1:1s, performance conversations, development plans, and clear accountability.

- Build the management cadence for staffing, capacity, delivery reviews, escalations, resource allocation, and portfolio performance.

- Decide what gets measured, ensure the numbers are trusted, and use them to identify where delivery is making or losing money by project, capability, and person.

- Own utilization, hours billed, budget achievement, contract achievement, and movement toward sold gross margins across the portfolio.

- Review scopes, budgets, schedules, staffing assumptions, and complex pursuits for delivery feasibility before commitments become delivery problems.

- Make final allocation, people, budget, or scope calls when leaders cannot resolve issues at their level.

- Replace recurring workarounds and individual heroics with repeatable operating practices that scale as revenue and headcount grow.

- Serve as executive sponsor for significant accounts and senior client relationships where needed.

- Represent delivery to the CEO, business development, and pursuit teams when senior operating judgment is required.

- Lead operational integration of future acquisitions across delivery systems, staffing models, standards, and management practices.

What Success Looks Like

In year one, success means you can explain the economics of delivery, staffing and capacity reviews run on a rhythm the organization trusts, leaders have authority and accountability at the right level, utilization and margin are moving for understood reasons, and fewer issues require CEO intervention.

You will know you are making an impact when delivery decisions are less reactive, project performance is more visible, resource allocation is tied to commercial outcomes, and technical leaders have a clearer operating system for making strong decisions without unnecessary bureaucracy.

What Makes You a Strong Fit

You may come from professional services, consulting, managed services, systems integration, cloud or IT services, engineering or architecture services, software-connected services, military leadership, or another project-based operating environment. GIS experience is not required. The exact industry matters less than your ability to lead accountable teams, understand delivery economics, and build operating discipline in a smaller growing business.

Strong candidates will bring:

- Experience leading teams, leaders, or operating functions where delivery quality, staffing, utilization, budget, client outcomes, and financial results mattered.

- Practical understanding of project-based services economics: utilization, capacity, hours billed, project budgets, scope, contract achievement, gross margin, pricing, and staffing tradeoffs.

- Evidence that you have built, fixed, scaled, or materially improved an operating environment with measurable outcomes.

- Judgment under pressure, including clear decisions with ambiguity, incomplete information, and real consequences.

- The EQ to build trust before driving hard changes in a relationship-driven business.

- Comfort working hands-on while building systems that reduce fire drills over time.

- Credibility with technical professionals and senior client stakeholders without needing to be the deepest technical expert in the room.

- Learning speed in unfamiliar operating domains and curiosity about how technology, automation, and AI may change services economics.

Pure strategy work without hands-on operating ownership is unlikely to be enough. This role needs someone who has run, built, fixed, or materially improved a real operating system and been accountable for results.

Nice-to-Haves and Transferable Backgrounds

Helpful experience may include:

- Scaling or restructuring a services organization.

- M&A integration exposure.

- Professional-services automation, resource-management, or delivery operations platforms.

- Public-sector contracting exposure.

- GIS, geospatial, or technical consulting exposure.

- MBA or comparable graduate business training.

A bachelor’s degree or equivalent professional or military experience is expected. Field of study is not a screen.

Compensation

The expected total compensation range is USD 170,000–200,000 Yearly.
