On behalf of the Disclosure and Barring Service, we are looking for an SC Cleared Legacy Estate Programme Manager (Inside IR35) for an initial 6 month contract based remotely.

DBS is seeking an experienced security cleared Legacy Estate Programme Manager to establish and lead a critical programme covering the sustainment, resilience, commercial control and planned decommissioning of the R0 and R1 legacy technology estate. To create firm control of scope, cost, suppliers and delivery while keeping essential legacy services safe and resilient through transition to the future estate.

Purpose:

- Establish the Legacy Estate Programme and move the remaining R0 and R1 activity into a single, controlled delivery framework.
- Maintain safe, secure and resilient operation of R0 and R1 until replacement services are proven and operational.
- Strengthen programme governance, delivery assurance and cost-to-complete visibility.
- Improve commercial control of Vodafone, CGI and other legacy suppliers.
- Develop and execute an integrated transition; supplier exit and decommission roadmap aligned to LTER.

As Legacy Estate Programme Manager , your main responsibilities will be:

- Define the programme baseline, workstreams, integrated plan, resources, governance, controls and reporting cadence
- Validate requirements, establish clear acceptance criteria, manage dependencies and prevent unapproved scope growth
- Challenge estimates, proposals and change requests; work with Commercial and Finance to test value for money and contractual route
- Oversee renewals and extensions required for the transition period, ensuring each arrangement is fit for purpose, time-limited and supported by a clear exit plan
- Set clear accountabilities and performance expectations for suppliers; track commitments and intervene where performance falls short
- Coordinate resilience, failover and other essential risk reduction activity
- Maintain a joined-up dependency plan with the other major programmes, including readiness gates, transition assumptions and contingency requirements
- Create and deliver the legacy decommissioning plan, covering applications, infrastructure, data, environments, assets, contracts and supplier obligations
- Provide concise, evidence-based reporting on delivery, risk, cost, decisions and outcomes to senior governance forums

Essential:

- Leadership of complex technology programmes involving legacy platforms, infrastructure, service transition or decommissioning.
- Demonstrable commercial management and supplier challenge across major technology contracts.
- Ability to establish control in a programme with incomplete plans, uncertain scope or supplier-led estimates.
- Strong financial management , including cost-to-complete, forecasting, change control and benefits tracking.
- Experience managing operationally critical services while delivering material change.
- Confident engagement with executives, technical leaders , commercial specialists, operational teams and suppliers.
- Evidence of making difficult scope and expenditure decisions while protecting service continuity.

PLEASE NOTE: SC Clearance is an essential requirement for this role. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

Desirable:

- Public sector, regulated or high-assurance environments.
- Large-scale supplier exit, data centre exit, application retirement or infrastructure decommissioning.
- Network resilience, disaster recovery, hosting migration or legacy modernisation.
- Working alongside a major transformation programme with phased transition dependencies.
