Position Summary
The Program Manager II is NetSEA's single point of accountability for ECCOS performance – owning contract administration, deliverable quality, staffing, and the day-to-day Government relationship. This role leads an 8-person CSSP team and serves as the primary interface with the Government Program Manager (GPM) and COR, with full authority to act on contractual and performance matters.
Essential Duties and Responsibilities
- Serve as the primary point of contact with the Government Program Manager (GPM) and COR for all contractual and performance matters
- Oversee contract administration, deliverable quality, and QASP/QC coordination across all PWS task areas
- Manage staffing, onboarding, and Phase-In execution for the 8-person ECCOS team
- Track and report program performance metrics monthly, including on-time delivery rate, COR-identified rework, and evaluation-error rate
- Lead development and execution of the Contingency Operations Plan and mission essential coverage
- Execute the Position Continuity Protocol in the event of unplanned personnel turnover, coordinating with NetSEA's recruiting pipeline
- Ensure compliance with all contractual, security, and reporting requirements across the period of performance
- Provide leadership, mentorship, and day-to-day direction to the ECCOS technical team
- Coordinate with NetSEA corporate leadership on staffing, escalations, and program health
Required Qualifications
- Bachelor's degree in a relevant field; Master's degree preferred
- Demonstrated federal IT/cybersecurity program management experience, including task order or contract administration
- Experience with QASP/QC coordination and DoD security/compliance reporting
- Active Top Secret clearance with SCI eligibility, or an active Secret clearance with a submitted SSBI/Tier 5 investigation and the ability to reach TS/SCI eligibility within approximately 90 days
- U.S. Citizenship required
Preferred Qualifications
- PMP certification or equivalent
- Prior program management experience on a CSSP or cybersecurity services contract
- Prior experience supporting U.S. Space Force or other space mission enterprise programs
- Experience managing small, embedded technical teams (5–15 personnel) in a classified environment
Knowledge, Skills & Abilities
- Strong leadership and team management skills
- Excellent written and verbal communication skills suitable for direct Government customer engagement
- Ability to manage competing priorities across contract administration, staffing, and technical delivery
- Strong risk-management mindset, particularly around staffing continuity and deliverable quality
Work Environment and Physical Demands
- On-site position at a Government facility in the Colorado Springs, CO area (Schriever SFB / Peterson SFB)
- Standard office environment; some periods may require extended hours around Phase-In, reporting deadlines, or contingency events
- Access to classified spaces and systems requiring adherence to all applicable security protocols
