- Establish and maintain the owner-side QMS  — Build and sustain a fit-for-purpose Quality Management System for the construction phase, ensuring it remains effective and compliant throughout the full project lifecycle.
- Manage contractor quality performance end-to-end  — Lead quality qualification during tendering; conduct system audits and dynamic performance assessments of EPC/EPCm contractors, construction contractors, and supervision units (Jianli) during execution; enforce corrective actions and adjust control strategies based on performance outcomes to ensure full contract compliance.
- Drive cross-functional quality accountability  — Cascade quality objectives and responsibilities to all owner-side departments; coordinate joint quality governance to ensure all parties fulfil their quality duties in an integrated manner.
- Review technical plans and verify field quality  — Review and approve welding, NDT, FRP, field tank construction plans and procedures; conduct field spot-checks and physical measurements to close the loop between plan approval and on-site execution.
- Manage quality defects and incidents  — Establish a defect tracking and closure mechanism; lead root cause analysis (RCA) for quality failures and supervise EPC/EPCm implementation of corrective and preventive actions (CAPA) to verified closure.
- Oversee contractor acceptance and handover  — Supervise contractor internal acceptance of sub-works and mechanical completion (MC); verify procedural compliance and the accuracy and authenticity of handover documentation.
- Lead quality reporting and governance meetings  — Chair regular project quality meetings; review contractor quality reports; analyse quality data; issue monthly quality performance reports covering all participating parties and owner departments.

Value Added  Protects project investment by preventing quality failures during construction, reducing rework costs, and ensuring the delivered production unit is safe, reliable, and legally compliant. Provides the owner with independent quality assurance authority over all contractors, bridging technical standards and project execution reality.

Contribution Context  Individual contributor with a leadership/coordination role. Reports to the Project Manager and program Quality Manager. Acts as the owner's quality authority on site, coordinating across engineering, procurement, construction, and regulatory functions. Supervises and evaluates the quality performance of all contractors and third-party inspection bodies without direct line management of contractor staff.

Work Relationships

Internal:  Project Manager, Construction Manager, Engineering Manager, BE Operation, Project CSA, PCT, Equipment and Piping disciplines, Procurement, Regulatory Affairs (RA).

External:  EPC contractor, EPCm contractor, Construction contractor, NDT company, Third-party quality supervision company (Jianli), Bulk material vendors/suppliers, SSEI.

Qualifications

Education:  Bachelor's or Master's degree in Welding Engineering, Metallic Materials, or Mechanical Engineering.

Certifications:  Valid local NDT license (minimum Level 2) in RT or UT.

Experience:  Minimum 10 years as a project quality manager on industrial construction projects; demonstrated organizational and managerial skills in site construction quality control.

Technical Knowledge:

- Welding processes and procedures for carbon steel, alloyed steel, and nickel alloys
- FRP, coating, and insulation construction quality
- NDT techniques (RT, PT, UT, MT) for piping and storage tanks
- Local and international standards and codes (GB, HG, NB, TSG, ASME) and local authority requirements

Soft Skills:  Effective communication and coordination; good written and spoken English.
