C4IT Engineer, Senior

Job Description:

The C4IT Engineer is responsible for providing technical integration, interface management, and execution support for a large and complex command and control facility project at Redstone Arsenal, Huntsville, Alabama.

The position supports the integration of C4IT within the contract for the design, construction, commissioning, accreditation, and turnover of a highly secure, mission-critical headquarters and command-and-control facility. The C4IT Engineer will coordinate facility-to-payload interfaces involving telecommunications, networks, mission systems, audiovisual systems, data-center infrastructure, power, cooling, security boundaries, pathways, rooms, and operational technology.

The C4IT Engineer will serve as a primary technical interface for C4IT among the Program Management Office, the Owner’s Advisor, the Progressive Design-Build contractor, facility designers, security stakeholders, commissioning personnel, and operations representatives.

The role requires the ability to convert mission and technology requirements into clear facility interfaces, track dependencies through design and construction, identify impacts to scope and schedule, and support timely resolution of technical issues. The successful candidate will be able to clearly communicate the status of C4IT actions and decisions, ownership and due dates, affected systems or deliverables, supporting evidence for closure, and unresolved issues affecting cost, schedule, quality, security, commissioning, accreditation, or facility acceptance.

The C4IT Engineer will support a project that includes a separate data center and Central Utility Plant, a four-story command and control facility, and a Joint Operations Center with secure, resilient, and mission-critical infrastructure.

The position will support the project throughout design development, construction, systems integration, commissioning oversight, security accreditation support, facility turnover, and closeout.

What You’ll Be Doing:

C4IT Integration and Interface Management

- Develop, maintain, and administer a Live Interface Register that identifies C4IT installation milestones, facility dependencies, responsible parties, required decisions, constraints, and evidence of closure.
- Map C4IT requirements to facility design elements, including rooms, pathways, power, cooling, grounding and bonding, telecommunications spaces, equipment clearances, security boundaries, and access requirements.
- Coordinate facility design and construction activities with the separate C4IT contract to prevent interface conflicts and schedule disruption.
- Identify critical-path interdependencies between facility construction, C4IT equipment installation, systems integration, testing, commissioning, and operational acceptance.
- Facilitate technical integration meetings among the Design-Builder, C4IT contractor, government stakeholders, security personnel, commissioning representatives, and facility operations teams.
- Track C4IT decisions, action items, risks, assumptions, interface boundaries, and changes through project information-management systems.

Design Review and Technical Validation

- Review design submissions, shop drawings, equipment layouts, technical submittals, RFIs, requests for clarification, and design changes affecting C4IT systems or facility interfaces.
- Verify that C4IT-related facility infrastructure supports applicable Owner’s Project Requirements, performance-based specifications, mission requirements, and approved design criteria.
- Review telecommunications rooms, entrance facilities, cable pathways, equipment rooms, raised access floors, utilidors, cable trays, work-area outlets, equipment clearances, and related infrastructure.
- Evaluate design coordination for classified and unclassified network separation, secure pathways, telecommunications grounding, equipment bonding, and facility security boundaries.
- Support technical reviews of data-center cabinet layouts, rack densities, power requirements, cooling requirements, network pathways, and future expansion provisions.
- Coordinate with technical authorities and security stakeholders regarding SCIF, SAP, TEMPEST, RF-shielding, and HEMP-related C4IT interfaces.
- Participate in interdisciplinary design reviews and constructability reviews to identify C4IT risks before they affect construction or installation.

Data Center and High-Density Computing Coordination

- Support coordination of the standalone data center and associated infrastructure for mission data processing, storage, networking, and high-performance computing.
- Review data-center planning assumptions for cabinet quantities, cabinet densities, classification zones, power distribution, cooling capacity, equipment access, and maintainability.
- Support coordination of high-density and liquid-cooling requirements, including facility power, chilled-water, cooling-distribution-unit, pathway, and equipment-room interfaces.
- Track changes in rack density, technology refresh, equipment footprints, heat loads, and power requirements that may affect the facility design or construction sequence.
- Coordinate with the PMO and C4IT stakeholders as data-center requirements mature during design.

The PCR planning basis identifies a standalone data center planned for approximately 550 cabinets, with a current planning estimate of 27,350 total rack kilowatts across NIPR, SIPR, TS, and SAP environments.

Construction and Installation Support

- Monitor construction activities affecting C4IT infrastructure, pathways, equipment rooms, telecommunications rooms, technical boundaries, and secure areas.
- Verify that installed infrastructure is consistent with approved design documents, interface requirements, submittals, and sequencing plans.
- Support pre-installation readiness reviews for C4IT equipment and systems.
- Coordinate site access, material delivery, equipment staging, environmental conditioning, power availability, network pathways, and security prerequisites before C4IT installation.
- Participate in “test-before-enclose” and pre-concealment reviews for C4IT pathways, penetrations, interfaces, and secure construction elements.
- Review field conditions and assist with resolution of design-construction conflicts.
- Support tracking of deficiencies, incomplete work, corrective actions, and acceptance evidence through project information-management systems.
- Coordinate C4IT requirements with progressive turnover and load-in activities.

Commissioning, Testing, and Turnover Support

- Support development and review of C4IT commissioning, systems-integration, testing, and acceptance requirements.
- Coordinate C4IT readiness with facility commissioning and integrated systems testing.
- Verify that substantial-completion and turnover criteria account for C4IT system readiness, installation status, testing, documentation, and acceptance.
- Support development and execution of technical test scripts, interface-validation procedures, and readiness reviews.
- Track test results, deficiencies, retesting, approvals, and final acceptance documentation.
- Support turnover of as-built documentation, equipment records, configuration data, interface records, test results, and operations-and-maintenance information.

Program Controls, Risk, and Stakeholder Coordination

- Identify, assess, and mitigate risks associated with C4IT interfaces, technology changes, design maturity, procurement lead times, security requirements, installation sequencing, and commissioning.
- Support integration of C4IT risks and dependencies into the program risk register and integrated master schedule.
- Evaluate C4IT-related impacts to scope, cost, schedule, mission assurance, constructability, security, accreditation, and lifecycle operations.
- Prepare technical briefings, decision papers, interface reports, risk analyses, and status updates for project leadership.
- Maintain accurate and auditable records of C4IT decisions, requirements, assumptions, actions, approvals, and closure evidence.
- Promote a collaborative “One Team” environment consistent with the project’s DBIA-aligned delivery approach.

What Required Skills You’ll Bring:

- Bachelor’s degree from an accredited institution in electrical engineering, computer engineering, systems engineering, information technology, telecommunications, construction management, or a closely related technical discipline.
- Ten or more years of progressive experience in C4IT, telecommunications, network infrastructure, data centers, mission systems, facility systems integration, or related technical project delivery.
- Demonstrated experience coordinating C4IT or technology systems with building design, construction, commissioning, or facility operations.
- Experience supporting complex federal, defense, intelligence, command-and-control, data-center, mission-critical, or secure-facility projects.
- Experience developing or managing interface registers, requirements traceability, systems-integration plans, technical action-item trackers, or similar configuration-management tools.
- Experience reviewing multidisciplinary design documents, technical submittals, equipment layouts, pathways, network infrastructure, power and cooling interfaces, and construction documents.
- Working knowledge of telecommunications infrastructure, structured cabling, fiber-optic systems, network rooms, entrance facilities, cable trays, pathways, grounding and bonding, and equipment-room coordination.
- Experience coordinating technology installation with construction sequencing and site readiness requirements.
- Experience supporting integrated testing, commissioning, acceptance testing, deficiency resolution, and turnover documentation.
- Ability to identify and communicate impacts involving scope, cost, schedule, quality, safety, security, constructability, commissioning, and customer acceptance.
- Strong written, verbal, organizational, and stakeholder-management skills.
- U.S. citizenship and the ability to obtain and maintain a security clearance.

The project’s facility infrastructure includes separate and physically diverse telecommunications pathways, multiple entrance facilities, secure network environments, classified and unclassified network separation, and extensive coordination with the PMO.

What Desired Skills You’ll Bring:

- Professional Engineering registration or other relevant technical credential preferred.
- Certified Information Systems Security Professional, Certified Information Security Manager, Project Management Professional, DBIA, Certified Construction Manager, or comparable credential preferred.
- Experience supporting Progressive Design-Build, Design-Build, Engineer-Procure-Construct, Integrated Project Delivery, or other collaborative delivery methods.
- Experience with federal agencies, Department of Defense facilities, command and control facilities, intelligence-community facilities, SCIF/SAP construction, or C5ISR environments.
- Experience with ICD/ICS 705, SCIF/SAPF planning and construction, TEMPEST or RF-shielding interfaces, HEMP-protected facilities, or secure telecommunications infrastructure.
- Experience with high-density data centers, artificial-intelligence or high-performance computing infrastructure, liquid cooling, chilled-water systems, cooling distribution units, or data-center power systems.
- Familiarity with UFC 3-580-01, UFC 4-141-03, UFC 4-010-05, ICD/ICS 705, CNSSAM TEMPEST 1/13, MIL-STD-188-125, TIA-568, TIA-607, and related technical criteria.
- Experience with C4IT equipment installation, network integration, AV systems, mission systems, cybersecurity interfaces, or facility-related control systems.
- Familiarity with Risk Management Framework processes, cybersecurity requirements for facility-related control systems, system authorization support, network segmentation, and secure configuration management.
- Experience using Kahua, BIM coordination tools, Revit, Navisworks, Primavera P6, Microsoft Project, SharePoint, or comparable project-management and information-management platforms.
- Experience coordinating government-furnished equipment, government-installed equipment, separate technology contracts, or user equipment with facility construction.
- Experience developing technical criteria, Owner’s Project Requirements, performance-based specifications, interface-control documents, systems-integration plans, or commissioning requirements.
- Experience coaching technical staff and integrating subcontractors, specialty consultants, vendors, authorities having jurisdiction, utilities, commissioning agents, and construction teams.
- Ability to work at or near Redstone Arsenal and support regular onsite coordination with the PMO and project delivery team.

The planning basis includes C4IT information-systems and equipment fitout, mission systems, data-center components, operations-floor computer and audiovisual equipment, intrusion detection, and closed-circuit television systems.
