The Foreperson III position is a “hands on” supervisory position that is responsible for instructing and providing direct supervision to Grounds staff on landscaping and or maintenance activities for City/BLW property and facilities.
Essential Job Functions:
- Supervises/leads the execution of departmental work orders.
- Coordinates materials, (Including fuel) equipment and personnel to complete job/work orders.
- Operates departmental heavy equipment.
- Provides Quality Control on all tasks performed by Foreman I and City Service Worker (CSW) Staff, particularly as it relates to grounds maintenance in the parks and City properties.
- Manages and maintains the materials and equipment necessary for foreman CSW Staff to execute their assigned tasks.
- Oversee the maintenance & repair of departmental equipment
- Visits and observes all parks and selected city properties on a periodic basis (weekly) and reports the need for repair or special maintenance that would be performed by staff or contractual maintenance contractors.
- Performs playground safety inspections.
- Provides “hands on” supervision and technical guidance of an assigned crew including enforcement of work standards and safety procedures.
- Performs light construction, including irrigation repair, and other maintenance work along with subordinates as necessary to complete work assignments.
- Keeps updated records of employee time and job production.
- Interprets City and department policies and procedures for assigned crew members as needed.
- Provides training and guidance to new employees.
- Works with the Grounds Supervisor to administer the community service workers program.
- Provides and submits written reports as needed for employee evaluations, promotions, transfers, terminations, and disciplinary actions.
- Attends training and other meetings as directed by the Director or supervisor.
- Reports to work during severe weather conditions as directed by the Deputy Director of Parks and Recreation or the Director.
- Works special events responsible for assisting recreation (event) staff in the planning, setting up and supervision of grounds & facility staff during events.
- Assists in preparing the budget items related to division work activities.
- Flexes schedule to work three (3) weekend shifts per quarter to train and maintain quality control on these shifts.
- Performs other related duties as needed.
Preferred Qualifications:
- High school diploma or GED.
- A minimum of five years progressively responsible landscaping or completion of a vocational program in landscaping or related field and two years’ experience in landscaping and plant installation or an equivalent combination of education and experience.
- Must have skill in performing all landscaping and maintenance work required of subordinates, including the operation of property maintenance equipment, tractors, mowers, weed eaters, backhoes, front-end loaders, and dump trucks.
- Must be able to understand and work from landscape and/or construction plans, blueprints, and specifications.
- Ability to use a personal computer and basic programs and other applicable office equipment to provide required reports, job estimates and budget information.
- Must be able to understand drawings, manufacturing specifications, and other technical documents.
- Ability to communicate effectively both verbally and in written form.
- Knowledge of supervisory methods and current personnel practices.
- Ability to evaluate employees including submitting written performance evaluations.
- Knowledge of related occupational hazards and safety precautions.
- Ability to plan, organize and inspect work of assigned employees and maintain accurate time and production records.
- Must have a valid Georgia commercial driver's license (CDL) and a satisfactory driving history to include no DUIs in the last five (5) years.
