Training, Operations Readiness, & Emergency Drills Manager

About the Project:

Trillium Rail Partners (TRP) is a consortium of Amico Major Projects, Alberici Constructors, and Acciona Infrastructure Canada, working closely with Metrolinx to deliver the Stations, Rail, and Systems (SRS) package for the Eglinton Crosstown West Extension (ECWE), a transformative 9.2 km expansion of Toronto’s light rail network.

The ECWE will bring the Eglinton Crosstown LRT another 9.2 kilometres farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.

Position Overview:

TRP has a current vacancy for a Training, Operations Readiness & Emergency Drills Manager that will be responsible for leading, coordinating, and managing training, operational readiness, emergency preparedness, and simulation activities for the project. The role ensures that all operational personnel, stakeholders, and emergency response agencies are appropriately prepared for the safe and successful operation of the railway system.

The position oversees the development and implementation of operational readiness plans, rule book, standard operational procedures, training programs, emergency preparedness exercises, emergency drills, and stakeholder readiness activities. Working closely with Operations, Maintenance, Safety, Security, Testing & Commissioning, Systems Integration, and external emergency services, the role supports the successful transition from construction and commissioning into revenue service operations.

Key Responsibilities:

Operational Readiness Planning

- Lead the development and implementation of operations readiness plans, T&C rule book, T&C standard operational procedures, in coordination with the client and operator.

- Define the strategy for the plan and implementation of the T&C operator control training, the Revenue Vehicle operators, the power control training, emergency service training, and operator stations training.

- Coordinate operational readiness activities across systems, operations, maintenance, safety, project teams, the operator and other stakeholders.

- Monitor readiness milestones and ensure completion of operational readiness deliverables.

- Identify operational readiness gaps and coordinate mitigation plans.

- Support transition planning from testing and commissioning to revenue service operations.

Training Management

- Lead the development and implementation of training plans for operations, maintenance, and support personnel.

- Coordinate training delivery with internal teams, subcontractors, suppliers, and stakeholders.

- Ensure training materials, procedures, manuals, and supporting documentation are developed and available.

- Track training completion and competency requirements.

- Support development of training schedules and resource planning.

- Develop the training strategy defining training that will be required from suppliers, and creating the training department that will deliver the in house training

Emergency Preparedness & Drills

- Develop and manage emergency preparedness programs and simulation exercises.

- Coordinate emergency response planning with emergency services, authorities, operators, and project stakeholders.

- Plan, facilitate, and evaluate tabletop exercises, functional exercises, and full-scale emergency drills.

- Ensure emergency response procedures are tested, validated, and updated as required.

- Document drill outcomes, lessons learned, and corrective actions.

Stakeholder Coordination

- Coordinate readiness activities with operations teams, maintenance organizations, safety personnel, emergency services, municipalities, and regulatory agencies.

- Facilitate readiness workshops, planning sessions, and emergency preparedness meetings.

- Support operational and emergency preparedness reviews with stakeholders.

- Maintain strong relationships with internal and external operational partners.

Compliance & Readiness Verification

- Monitor readiness requirements and compliance obligations.

- Support development and tracking of operational readiness checklists and verification activities.

- Ensure readiness documentation is maintained and auditable.

- Coordinate closure of readiness actions and deficiencies.

Reporting Preparation

- Prepare readiness status reports, training progress reports, and emergency preparedness summaries.

- Communicate risks, issues, action items, and overall readiness status to project leadership.

- Maintain records of training activities, readiness reviews, exercises, and emergency drills.

Risk Management

- Identify operational readiness and emergency preparedness risks.

- Coordinate mitigation plans and corrective actions.

- Escalate unresolved issues that may impact safe operations, regulatory compliance, or revenue service readiness.

Qualifications:

- 8+ years of experience in railway operations, transit operations, operational readiness, training management, testing & commissioning, emergency management, or related infrastructure projects.

- Experience supporting operational transition activities for rail, transit, transportation, or large infrastructure projects.

- Experience developing and facilitating emergency exercises and readiness programs.

- Bachelor's Degree in Engineering, Operations Management, Emergency Management, Transportation, Public Safety, Business Administration, or a related discipline.

- Strong knowledge of operational readiness, training development, and transition-to-operations processes.

- Understanding of railway systems, transportation operations, safety management systems, and emergency response planning.

- Experience developing readiness plans, training programs, procedures, and emergency exercises.

- Strong knowledge of stakeholder coordination and change management processes.

- Proficiency with Microsoft Office applications, especially Excel, Word, PowerPoint, and reporting tools.

- Strong leadership and organizational skills.

- Excellent communication, facilitation, and presentation abilities.

- Strong stakeholder engagement and relationship management skills.

- Ability to manage multiple priorities in a fast-paced project environment.

- Strong problem-solving, planning, and decision-making capabilities.
