About the Project:

The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.

Position Overview

TRP has a current vacancy for an experienced Utility Site Superintendent to provide field leadership and coordination for utility construction activities across the ECWE SRS project.

The Utility Site Superintendent will be responsible for supervising and coordinating utility construction activities from planning and preparation through installation, relocation, protection, testing, commissioning, restoration, and turnover.

The role will work closely with Project Managers, Construction Managers, Utility Coordinators, Engineering, Design, Traffic & Transit, Environmental, Quality, Health & Safety, Survey, Project Controls, municipal representatives, utility owners, subcontractors, and other project stakeholders.

The successful candidate will have strong experience managing utility construction within active urban environments, particularly where utility work interfaces with major roads, transit infrastructure, station construction, underground structures, existing services, traffic staging, and public access.

This is a highly field-oriented position requiring strong leadership, communication, problem-solving, and construction coordination skills.

Key Responsibilities

Utility Construction Supervision

- This role provides overall on-site leadership for all wet utilities, telecom, gas distribution, drainage, and earthworks activities, ensuring safe, coordinated, and compliant execution in line with the project schedule and contract requirements. The incumbent will direct daily field operations, lead subcontractor coordination meetings and safety briefings, and supervise subcontractors to maintain productivity, quality, and adherence to scope. A key focus is proactive planning and scheduling, including development and management of three-week lookahead plans, daily tracking of quantities and resources, and early identification and resolution of issues that could impact progress. The role requires full-time on-site presence, strong collaboration with project management, design, and survey teams, and rigorous implementation of safety and quality systems, including full compliance with approved method statements and Inspection and Test Plans (ITPs), to ensure all work meets specified standards and is properly documented.

Underground Utility Works

Provide field leadership for a broad range of utility construction activities, which may include:

- Watermains

- Sanitary sewers

- Storm sewers

- Combined sewer systems

- Stormwater infrastructure

- Telecommunications

- Fibre-optic infrastructure

- Gas distribution

- Traffic signal infrastructure

- Utility duct banks

- Utility chambers and vaults

- Temporary utility services

- Utility protection and support systems

- Utility relocations and abandonments

- Service connections and tie-ins

Ensure utility installations are coordinated with existing infrastructure and future station, road, rail, and systems requirements.

Utility Relocations & Protection

- Lead field execution of utility relocation and protection activities.

- Coordinate utility locates, daylighting, potholing, test pits, surveys, and investigative activities.

- Confirm existing utility conditions against available records and design information.

- Coordinate temporary support, shoring, protection, and relocation of existing utilities where required.

- Ensure existing utilities remain protected and operational throughout construction.

- Coordinate shutdowns, isolations, cutovers, tie-ins, and service interruptions with utility owners and affected stakeholders.

- Ensure required notifications and approvals are obtained before utility interruptions or modifications.

- Identify conflicts between existing utilities and proposed construction and escalate issues promptly.

- Work with Engineering and Design teams to resolve field conflicts and unforeseen conditions.

Utility Coordination & Interfaces

- Coordinate utility construction with station excavation, foundations, structures, roadworks, traffic staging, drainage, civil works, tunnel interfaces, and other SRS activities.

- Coordinate with construction teams working on adjacent work fronts to avoid access, sequencing, and installation conflicts.

- Participate in utility coordination meetings and construction planning sessions.

- Review upcoming construction activities to identify utility-related constraints and dependencies.

- Coordinate utility works around active roadways, sidewalks, pedestrian routes, cycling facilities, transit facilities, and private accesses.

- Ensure utility construction activities are sequenced appropriately with permanent and temporary traffic management requirements.

- Coordinate interfaces between existing utilities and new station, rail, electrical, communications, and building systems.

- Support interface management between TRP, utility owners, municipalities, subcontractors, and other ECWE contractors.

Utility Owner & Stakeholder Coordination

- Maintain effective working relationships with utility companies, municipalities, agencies, consultants, subcontractors, and other stakeholders.

- Coordinate field activities and inspections with utility owners.

- Facilitate utility-owner inspections, approvals, testing, shutdowns, cutovers, and acceptance activities.

- Ensure utility-owner requirements are communicated clearly to field crews and subcontractors.

- Coordinate responses to utility-owner comments and field directives.

- Escalate unresolved utility issues that could affect schedule, safety, cost, or construction sequencing.

- Support meetings and site walks with utility owners and municipal representatives.

- Maintain awareness of stakeholder commitments and ensure field teams understand applicable requirements.

Construction Planning & Scheduling

- Participate in short-term and look-ahead planning for utility activities.

- Develop and maintain detailed work plans for utility construction.

- Coordinate utility activities with the project master schedule and site logistics.

- Identify critical path utility activities and potential schedule risks.

- Coordinate manpower, equipment, materials, subcontractors, and utility-owner resources.

- Monitor planned versus actual progress.

- Identify opportunities to improve sequencing, productivity, and construction efficiency.

- Provide accurate field information to Project Controls for schedule updates and progress measurement.

- Assist with recovery planning where utility activities fall behind schedule.

Quality Control

- Ensure utility works are constructed in accordance with approved drawings, specifications, codes, standards, and quality requirements.

- Coordinate required inspections, testing, surveys, and verification activities.

- Review installation quality and identify deficiencies before work progresses to subsequent activities.

- Coordinate pressure testing, CCTV inspection, compaction testing, mandrel testing, electrical testing, continuity testing, and other applicable utility tests.

- Ensure deficiencies and non-conformances are documented and corrected.

- Support preparation and completion of inspection and test plans (ITPs).

- Verify that utility installation records and as-built information are accurately captured.

- Coordinate utility-owner acceptance and sign-off requirements.

- Support preparation of quality documentation for turnover and handover.

Safety & Environmental Compliance

- Promote and enforce a strong safety culture across all utility work activities.

- Ensure work is performed in accordance with the project Health & Safety Plan, applicable Ontario legislation, and TRP procedures.

- Conduct and participate in daily pre-task planning, toolbox talks, safety meetings, and site inspections.

- Ensure crews understand hazards associated with excavation, trenching, confined spaces, live utilities, traffic, heavy equipment, lifting, and working around existing infrastructure.

- Ensure utility locating and excavation activities are properly planned and controlled.

- Verify appropriate excavation protection, access/egress, shoring, trench protection, and safe work practices are implemented.

- Stop unsafe work and immediately escalate significant hazards.

- Support incident investigations and implementation of corrective actions.

- Ensure utility activities comply with environmental requirements relating to dewatering, sediment control, spills, dust, noise, waste, and protection of surrounding areas.

- Coordinate with Health & Safety and Environmental teams on site-specific requirements.

Excavation & Trenching

- Supervise excavation and trenching activities associated with utility installation and relocation.

- Ensure excavation activities are properly sequenced and coordinated with utility locates and existing services.

- Monitor trench conditions, access, shoring, protection systems, dewatering, and safe work practices.

- Coordinate trench backfill, bedding, compaction, and surface restoration.

- Ensure excavation activities do not compromise existing infrastructure, adjacent structures, roadways, or temporary works.

- Coordinate survey and inspection requirements before utilities are covered.

Traffic & Public Interface

- Coordinate utility work within active roadways and public areas.

- Work closely with PLAA,Traffic & Transit teams to ensure utility construction follows approved traffic management plans.

- Coordinate lane closures, sidewalk closures, pedestrian detours, driveway access, cycling routes, and temporary traffic staging.

- Ensure utility work areas are properly barricaded, signed, protected, and maintained.

- Coordinate with stakeholder and communications teams when utility activities may affect residents, businesses, pedestrians, transit users, or other members of the public.

- Ensure construction access and emergency access requirements are maintained.

Field Documentation & Reporting

- Maintain accurate daily construction records.

- Prepare daily reports documenting manpower, equipment, activities, progress, delays, issues, inspections, testing, and site conditions.

- Track utility quantities and installed progress.

- Record changes, unforeseen conditions, utility conflicts, and field instructions.

- Support preparation of RFIs, field change requests, technical queries, and deficiency reports.

- Maintain records of utility-owner inspections and approvals.

- Ensure as-built information is captured accurately and submitted through the appropriate project processes.

- Provide photographs and supporting documentation for construction records.

- Support project reporting and progress measurement.

Subcontractor Management

- Provide day-to-day field direction and coordination to utility subcontractors.

- Monitor subcontractor productivity, workmanship, staffing, equipment, and adherence to schedule.

- Confirm subcontractors are working in accordance with approved methods and project requirements.

- Coordinate subcontractor access, work areas, materials, inspections, and testing.

- Identify performance issues and work with the Construction Manager to address deficiencies.

- Support evaluation of subcontractor progress and completion.

- Verify quantities and completed work for progress reporting and payment purposes.

- Ensure subcontractors complete required documentation and closeout activities.

Design & Constructability Support

- Review utility drawings, specifications, profiles, details, and construction documents for constructability.

- Identify conflicts between design information and existing field conditions.

- Participate in constructability reviews and utility coordination workshops.

- Provide practical field input to Engineering and Design teams.

- Support resolution of RFIs and technical queries.

- Review proposed design changes for field feasibility and construction sequencing.

- Identify opportunities to simplify construction, reduce utility conflicts, improve safety, and minimize disruptions.

- Assist with development and review of temporary utility arrangements.

Testing, Commissioning & Turnover

- Coordinate utility testing and commissioning activities.

- Ensure utility systems are ready for inspection, testing, tie-in, and acceptance.

- Coordinate final connections and cutovers with utility owners and affected project teams.

- Support completion of punch lists and deficiencies.

- Ensure required test results, inspection records, approvals, and certificates are collected.

- Support preparation of turnover packages and as-built documentation.

- Coordinate utility-owner acceptance and handover requirements.

- Ensure temporary utility installations are removed or transitioned as required.

Qualifications & Experience:

- Post-secondary education in Construction Management, Civil Engineering Technology, Civil Engineering, Utilities, or a related discipline is preferred.

- 7–10 years of progressive construction experience, including significant experience supervising utility construction.

- Demonstrated experience as a Site Superintendent, Utility Superintendent, General Superintendent, Civil Superintendent, or similar field leadership role.

- Strong experience with underground utilities, utility relocations, municipal infrastructure, roadworks, or major civil construction.

- Experience working on large-scale transportation, transit, infrastructure, highway, municipal, or urban construction projects is strongly preferred.

- Experience working in an active urban environment with significant interfaces between utilities, traffic, public access, and construction activities.

- Demonstrated experience managing utility subcontractors and field crews.

- Experience coordinating directly with utility owners and municipal agencies.

- Strong knowledge of utility construction methods, sequencing, testing, and commissioning.

- Experience working in a Design-Build, Progressive Design-Build, P3, or similarly complex project environment is an asset.

- Working knowledge of Ontario construction legislation, codes, standards, and utility requirements.

- Valid driver's license is required.
