POSITION SUMMARY

The Site Superintendent / Site Safety & Health Officer (SSHO) provides daily on-site leadership and direct management of construction operations while performing the combined responsibilities of Site Superintendent and SSHO. The position oversees project execution, subcontractors, schedule, site safety, documentation, and client coordination to ensure work is completed in accordance with contract documents, approved plans and specifications, applicable safety requirements, period of performance, and project budget. The position serves as the primary on-site representative of the company and is responsible for proactively identifying and resolving operational and safety issues that may affect successful project completion. Position will support locations across the DMV region, including Patuxent River (Pax River), Maryland.

ESSENTIAL JOB FUNCTIONS

Project Planning, Execution & Site Management

- Provide pre-bid and preconstruction input, including project analysis, constructability and site-utilization concerns, sequencing, subcontractor and supplier needs, and material procurement planning.

- Plan, coordinate, and supervise daily construction activities, subcontractors, consultants, materials, equipment, site utilization, and project logistics.

- Develop and implement project schedules and look-ahead schedules; identify potential delays, differing conditions, resource constraints, and other project risks and coordinate timely resolution.

- Conduct required project meetings and coordinate contract deliverables, inspections, client interactions, project reporting, and field communications.

- Maintain daily field reports documenting labor, equipment, materials, work performed, schedule progress, safety activities, delays, and photo documentation.

- Review subcontractor performance and schedule of values/pay applications as assigned and verify work progress and supporting documentation.

- Maintain regular contact with the Project Manager regarding project status, schedule, cost, subcontractor performance, safety, client requirements, and emerging risks.

Safety Program Management & Field Oversight

- Implement and administer the project Accident Prevention Plan (APP) and ensure compliance with EM 385-1-1, OSHA requirements, applicable federal, state, and local regulations, company policies, and customer requirements.

- Maintain the required on-site safety presence whenever work is being performed and monitor daily work practices of employees, contractors, and subcontractors.

- Conduct daily safety inspections, identify unsafe conditions or behaviors, enforce corrective actions, and stop work immediately when necessary.

- Lead the development and review of Activity Hazard Analyses (AHAs) prior to each definable feature of work; ensure identified controls are implemented and communicated to affected workers before work begins.

- Anticipate safety and industrial hygiene risks and coordinate appropriate controls or escalation with the Project Manager and Corporate Safety & Health leadership.

- Conduct and document required toolbox talks, safety meetings, and project-specific safety, health, fire prevention, and hazard-awareness training.

- Maintain required safety documentation, including the APP, AHAs, permits, inspection reports, incident and exposure reports, audits, and daily field documentation.

- Conduct or support incident investigations, compliance audits, health surveys, and corrective-action tracking; report incidents in accordance with company and contract requirements.

Project Coordination, Compliance & Communication

- Serve as the primary on-site point of coordination among the Project Manager, subcontractors, consultants, client representatives, field personnel, and internal departments.

- Participate in preconstruction, progress, safety, and client meetings as required.

- Ensure program compliance with applicable laws, regulations, contract requirements, and company policies.

- Provide clear flow of communication between project leadership and field personnel and promptly communicate schedule, safety, and performance concerns.

- Take proactive steps to identify and minimize project risks and recommend improvements to work practices, procedures, or controls as needed.

Project Completion & Closeout

- Ensure contract requirements for inspections, acceptance, commissioning, record documents, training, punch-list completion, and other closeout activities are completed.

- Coordinate final inspections and verify deficiencies and corrective actions are completed and documented.

- Ensure required project and safety documentation is complete and available to support client acceptance and project closeout.

General Responsibilities

- Perform duties, responsibilities, and assigned tasks with minimal direction or oversight.

- Work with other departments within the company and business units as required.

- Performs other reasonable duties as assigned.

EDUCATION/TRAINING

- Bachelors Degree in Construction Management, Safety, Engineering, or a similar relevant field. Equivalent relevant work experience may be substituted for the degree requirement.

- Required Certifications: Current OSHA 30-hour training; valid First Aid and CPR; and other training or competency requirements required by the applicable contract and EM 385-1-1.

- Preferred Certifications: Certified Construction Manager (CCM), Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Occupational Safety Specialist (COSS), Occupational Health and Safety Technologist (OHST), or other relevant construction or

EXPERIENCE

- Minimum of seven to ten (7-10) years of progressively responsible construction experience, including recent experience performing site supervision or construction management responsibilities on comparable projects.

- Demonstrated experience managing subcontractors, coordinating multiple trades, implementing project schedules, and overseeing daily construction operations.

- Demonstrated construction safety experience, including implementation of safety programs, hazard analysis, field inspections, incident response, and corrective actions.

- Knowledge of applicable government construction and safety requirements, including federal contracting practices, EM 385-1-1, and OSHA 1910/1926, as applicable.

- Demonstrated experience with proposal development, estimating, preconstruction planning, and project closeout preferred.

SKILLS/ABILITIES

- Excellent ability to lead, manage, and supervise project personnel and subcontractors while maintaining accountability for site operations and safety.

- Strong knowledge of construction means and methods, safety requirements, and federal construction processes.

- Strong ability to read and interpret plans, specifications, schedules, technical documents, inspections, and contract requirements.

- Strong verbal and written communication skills for effective interaction with clients, management, subcontractors, and team members.

- Strong computer skills, including Microsoft Office (Word, Excel, PowerPoint), Procore, RMS, and other project management or reporting systems as required.

- Ability to read, analyze, and interpret data; document issues and resulting resolutions; and maintain accurate project records.

- Ability to prioritize and re-prioritize work, manage multiple responsibilities, and complete deliverables within project time constraints.

- Ability to identify practical solutions, implement corrective actions, and remain effective in a high-stress, deadline-driven construction environment.

- Ability to organize, perform, and assign work with minimal supervision and adapt to new methods, systems, and project requirements.

PHYSICAL DEMANDS

- Ability to perform repetitive movements of the fingers, hands, wrists, and arms, including use of computers and other office or field equipment.

- Must be able to sit, stand, and walk for prolonged periods.

- Frequently required to bend, stoop, kneel, crouch, reach, and climb stairs or ladders as necessary to inspect work and oversee project activities.

- Must be able to safely navigate active construction sites, including uneven or rough terrain, unfinished surfaces, stairs, and other project work areas.

- Must be able to access and move throughout construction and project areas to observe work, conduct inspections, and oversee site operations.

- Must be able to wear required personal protective equipment (PPE), including, but not limited to, safety glasses, protective footwear, hard hat, gloves, hearing protection, fall-protection equipment, full- or half-mask respirator, and/or face mask, as required by the work environment.

- Must be able to lift, carry, push, or pull materials and equipment weighing up to 30 pounds.

WORK ENVIRONMENT

The working conditions for this position may include the following:

- This is an onsite position that requires work to be performed at an Aleut project location.

- Work is performed both indoors and outdoors with exposure to varying weather conditions and potentially austere environments.

- May be exposed to active construction environments involving equipment, electrical or mechanical hazards, elevated work areas, confined spaces, dust, hazardous materials, and odors.

- Potential exposure to continuous or intermittent loud noise produced by machinery and/or equipment

SPECIAL REQUIREMENTS

- Must possess a valid and unrestricted drivers license.

- Must be able to pass pre-employment background screening.

- Must be able to obtain and maintain required base or project site access.

- Must be able to work a schedule that aligns with project requirements and operational needs, including extended hours, early mornings, evenings, weekends, standby assignments, emergency work, or other non-standard hours as required by project needs.

- Must be able to travel as required to support projects and company operations, generally up to 30%.

Salary Range: $115,000-$125,000
