ROLE OVERVIEW
The primary objective of this engagement is to serve as the IT Project Manager for the Bureau of Community Health Systems (BCHS) , leading the implementation of an EHR for 59 SHCs and clinical staff in BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD).
The Project Manager is a 'senior' level resource with specialized knowledge and experience in EHRs, health informatics, and health IT . The PM will have proven experience leading large-scale projects to successful implementation and experience with planning around organizational change management (OCM).
REQUIREMENTS:
- Experience with the implementation of an Electronic Health Record (EHR) system where the customer was employing a paper-based charting system.
- Possess PMI Project Management Professional (PMP) certification for a minimum of 5 years . MUST UPLOAD A VALID COPY OF PMP CERTIFICATION WITH CANDIDATE SUBMISSION.
- Must currently reside in PA. OUT OF STATE CANDIDATES WILL NOT BE CONSIDERED.
- Be able to work in the Harrisburg office two (2) days a week as requested.
- Participate with Program Office staff in off-site meetings (i.e., State Health Centers), if required/requested.
- 7–9 years of relevant Project Management experience.
- Experience with organizational change management ( OCM ) with independent customers is preferred.
- Experience with EHR and/or EMR, health informatics, and health IT .
- Direct, administer, manage, and facilitate enhancements and/or re-engineering of business processes for developmental projects.
- Ultimately responsible for the HHS DOH program implementation and driving the entire effort from start to finish.
- Ensure projects are completed on schedule, within the defined budget, and meet business, technical, and established quality requirements.
- Familiarity with the five phases identified by PMI and proven experience leading projects to successful implementation.
- Strong interpersonal skills and ability to collaborate with program areas and IT teams to define requirements, analyze problems, and resolve issues.
- Manage complete project life cycle including planning, design, programming, testing, and implementation.
- Develop project estimates, detailed Project Management Plans, project schedules, communication plans, deliverables matrices, status reports, and project metrics.
- Manage project scope, schedule, budget, risks, issues, dependencies, and stakeholder communications.
- Develop and maintain RAID+ Logs and risk mitigation strategies.
- Work closely with IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
- Facilitate discussions between IT teams and vendors.
- Build and maintain relationships with key stakeholders and customer representatives.
- Serve as the primary point of contact for project-related issues and resolution.
- Coordinate system testing, training, orientation sessions, peer reviews, and project presentations.
- Ensure project compliance with HHS DC standards and procedures.
- Follow HHS DC IT PMO methodology and Daptiv guidelines.
- Provide weekly project updates and personal status reporting.
- Set up and maintain the project SharePoint site and utilize Microsoft Teams for documentation.
- Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
