Job Summary:

The Senior Civil/Environmental Engineer functions as the overall technical lead for the Fed-Florida Business Unit projects. Technical duties in civil and environmental engineering require adaptability and versatility. Examples of technical work to be performed include civil site design (greenfield and retrofit); water resource management planning, design and permitting; flat infrastructure design including utility (gravity and pressure systems) and roadway design; environmental assessments and permitting; minor structural (retaining wall and equipment foundations/pedestals) design.

Specific engineering tasks include but are not limited to developing design engineering documents (plans, specifications and calculations) for facility maintenance and repair projects and new construction. In support of the work, engineers will perform detailed cost analyses and material take-offs of a variety of building types and site infrastructure throughout the US and other countries and perform construction management for ongoing construction efforts.

This position operationally reports to the Director of Civil and Environmental Design Operations.

Technical Responsibilities (85-90%):

- Perform project direct billable functions and responsibilities to maintain a personal utilization rate of 85%-90%.

- Responsible for the overall technical quality of assigned projects to ensure design compliance to meet SOW requirements and all applicable codes and standards.

- Oversees discipline-specific personnel and technical execution of design.

- Responsible for performing engineering tasks such as site design, permitting, assessments, and construction management.

- Adheres to Project Management Plans (PMP) and Quality Control (QC) programs as assigned but does not change them without approval.

- May be assigned as Engineer of Record (EOR) and/or Design Lead.

- Participates in Fed-Florida Quality Control Program providing final approval of all Civil and Environmental work products, performing Chief Engineer responsibilities, and/or performing Design Manager responsibilities when assigned (reference "Project Quality Control Policies and Processes" (https://nelsonengrco.filecloudonline.com/ui/core/index.html#expl-tabl.%2FSHARED%2Fnelsonengrco%2FTemplates%20and%20Reference%2FQC%20Processes%20and%20Procedures/QC)).

- Ensure adherence to Fed-Floridas quality control standards, including pass-through services/consulting.

Business Development Responsibilities (10-15%)

- Tactical business development – Support proposal narrative, assumptions, and exclusions writing and pricing efforts as assigned. Review RFP/RFQ/SOW as well as pre-bid drawings and specifications to determine resource requirements and risk/benefit potential for each assigned proposal opportunity.

- Strategic business development – Support the Director in cultivating and maintaining Fed-Floridas strategic growth targets and growth areas as requested.

- Oversee design-build coordination for civil and environmental scope of work on assigned proposals. Coordinate subcontractor services that will be necessary or could impact the civil and environmental scope of work. Ensure the GC Prime has sufficient technical input to competitively price their means-methods to construct the project.

- Coordinate with other design disciplines to ensure related scopes have adequate level of effort with minimal redundancies on assigned proposals.

- Participate in go/no-go decisions, oral presentations, capture management, technical approach narratives, qualification packages, elevator pitches, industry days, and conferences as requested.

- As requested, identify/suggest opportunity-specific teammates, subcontractors (geotechnical, survey, SUE, structural, hazmat sampling, biological, cultural resources), hardware, software, training, badging, certifications, licenses, safety and travel needs that are likely to be required to perform the civil and environmental scope of work. Clarify scope of services to clearly explain Fed-Floridas understanding of the civil and environmental scope of work through clarifications, assumptions, and exclusions.

Operational Responsibilities (5-10%)

- Assists the Director of Civil and Environmental Engineering in specialized projects to advance the growth of Fed-Florida. These tasks may include but are not limited to mentoring interns/new hires, providing input for process improvements, assisting in the development of our continuously growing training program.

Qualifications:

- BS Civil Engineering degree required from an ABET-accredited program

- 8+ years of professional Civil Engineering experience

- PE Certification

- Proficient in Microsoft 365 applications

- Must have working knowledge of the ASCE, AWWA, FDEP, ICC, ASTM, and UFC codes; with a preference for knowledge of the FBC, IBC, USGBC LEED and AFMAN/SSMAN requirements.

- Working knowledge of FDEP regulations and Florida Water Management District requirements is highly preferred.

- Experience with Civil3D, AutoCAD, Revit, Bluebeam Revu, or other modeling/drafting software is highly preferred.

- Valid/Unrestricted drivers license

Work Authorization/Security Clearance

- Must be a US Citizen for Security Clearance requirements.

- Active/Interim or ability to obtain Secret Security Clearance.

Location: Merritt Island, FL/Bethesda, MD

Travel : Up to 25%

Compensation & Benefits:

The expected base salary range for this role in Merritt Island, FL is $125,000 - $135,000 USD per year and in Bethesda, MD is $130,000 - $145,000 USD per year. Actual compensation will be determined based on several factors, including skills, experience, qualifications, and location.
