Senior Research & Policy Analyst, Gulf Regional

The Senior Research and Policy Analyst supports Earthjustice and its affiliated 501(c)(4), Earthjustice Action, in advancing electrification of the transportation, building, and industrial sectors through research, policy assistance, advocacy, and legislative support. This position will focus on transportation electrification, while contributing to research and policy support in other sectors.  The position focuses on analyzing, writing, and editing advocacy, policy, legislative, and technical documents and developing and maintaining relationships with government decision-makers, clients and other partners to advance objectives.

This position sits within the Right to Zero Hub, a dedicated team of attorneys and analysts that supports electrification work across the organizations and throughout the nation.  This position is specific to the Gulf Regional Office which works with communities and partners fighting for a healthy and just future in the Gulf.  The position will report to the Managing Attorney of the Gulf Regional Office and focus predominantly on Texas-based work. The position must be performed in Texas, at either our Regional Office in Houston or as a remote worker in Austin.

Earthjustice Action is a separate organization founded to defend and strengthen bedrock environmental laws and ensure they remain intact and enforceable. Earthjustice Action helps build power to advance environmental, health, climate, and justice goals through federal and state policy advocacy, expanded policy communications, and civic engagement.

This role will be performed remotely from Austin, TX or on hybrid schedule with at least one day per week from Earthjustice's office in Houston, TX.

Responsibilities:

Research and Analysis

- Researches and creates technical analyses and documents in support of current and potential litigation cases
- Works with lawyers and outside experts to help design and manage expert reports, testimony, and analyses in addition to making them understandable
- May identify and recruit scientists and technical experts
- May independently design and propose research and data gathering strategies
- Designs, drafts and manages submissions of letters, reports and supporting materials

Outreach and Advocacy

- Develops, implements and manages community outreach and/or building partnerships
- Cultivates thoughtful partnerships, allies and coalitions in support of assigned issues.
- Serves as a senior technical and policy expert, advocate and potentially spokesperson. May prepare comments, attend hearings and deliver testimony as required

Additional duties and responsibilities as assigned:

- This role includes special projects or additional tasks as assigned, including project management, participation in hiring committees and organization wide working groups
- This position may manage non-legal interns

Qualifications :

- Experience with scientific or technical issues related to land use, the electric sector, climate, energy, clean air policy and/or environmental justice issues preferred, but not required
- Experience working with communities, and proven ability to work in coalitions
- Graduate degree in related field or equivalent experience
- 3 + years of relevant experience
- Experience analyzing scientific and technical documents, and researching, synthesizing and presenting science and policy issues to expert as well as public audiences
- Strong research and organizational skills; attention to detail with proven ability to solve complex problems, work independently and meet deadlines
- Ability to understand policy, complex facts, scientific and technical issues quickly and synthesize this information in a way that makes it understandable to various audiences
- Excellent research, writing, oral communication and computer skills, including data analysis skills (Word, Excel, Adobe, Outlook, PowerPoint, Westlaw/LexisNexis, GIS)
- Demonstrated experience in effective communication and collaboration with colleagues, clients, partners, agency staff, community-based organizations and technical experts
- Awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds and orientations
- Desire and ability to contribute to the creation of a diverse, equitable and inclusive work culture that encourages and celebrates differences
- Willingness to register as Texas lobbyist if required; comfortable with tracking and compliance for advocacy work
- Ability and willingness to travel as needed for organizational meetings, advocacy opportunities, and presentations or conferences

Salary & Benefits:

Salary depends on experience and location.

Salary for Austin or Houston, TX: $101,200 - $112,400.
