ICF is seeking a Construction Project Manager to assist the Colorado Department of Local Affairs (DOLA) with managing federal grants to carry out strategic and high-impact activities to rebuild its housing stock, mitigate disaster risks, and reduce future losses in its communities.

The right candidate will have experience with the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation (CDBG-MIT) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs, as well as expertise with other federal disaster recovery programs and applicable cross-cutting requirements. You will work onsite with other senior staff, subject matter experts, and junior staff to develop and deliver construction processes and procedures, work with clients to develop policies, and manage all construction-related activities in support of DOLA’s disaster recovery and mitigation efforts.

This position requires thinking on one’s feet and adjusting to an ever-changing environment. Some travel may be required to provide programmatic and contractual support, community events, and various other client requests.

Key Responsibilities:

- Work as part of a team providing expert services to support disaster recovery and mitigation efforts with a focus on construction, inspections, cost estimating, and environmental requirements (lead-based paint, asbestos, mold, section 106).
- Provide leadership for construction oversight and quality control on housing rehabilitation, reconstruction, and new construction projects funded by CDBG-DR and CDBG-MIT programs.
- Coordinate with state and local officials, environmental teams, and program managers to ensure compliance with HUD requirements and the building, energy, and wildland-urban interface codes adopted by each Colorado jurisdiction.
- Develop SOPs for construction standards, environmental hazard mitigation, green/resilient building strategies, and field QA/QC procedures.
- Support procurement teams in contractor scoring and selection processes, and ensure contractor performance aligns with key performance indicators.
- Manage training staff to facilitate training sessions and technical assistance workshops for local partners, builders, and internal teams.
- Oversee the resolution of construction-related issues, homeowner concerns, and ensure proper documentation is maintained for all construction phases.
- Assist with the development or refining of program procedures and processes for implementation.
- Manage staff reviews of environmental requirements and ensure these items are properly incorporated into scopes of work to ensure environmental compliance.
- Ability to interpret and apply HUD requirements, local building codes, green building standards, and program policy as it relates to disaster recovery and mitigation construction activities.
- Manage client contracts and work order requirements to ensure profitability.
- Monitor and allocate resources as necessary.
- Coordinate with each authority having jurisdiction (AHJ) to confirm adopted code editions, permitting sequences, and inspection requirements, recognizing that Colorado is a home rule state in which building code adoption and contractor licensing occur at the local level.
- Ensure scopes, specifications, and field work comply with the Colorado Wildfire Resiliency Code (8 CCR 1507-39) where properties fall within mapped wildland-urban interface areas, including fire intensity classification, structure hardening, ignition-resistant assemblies, and defensible space provisions.
- Verify that rehabilitation, reconstruction, and new construction scopes meet the applicable Colorado energy code requirements, including the adopted IECC edition, the Colorado Model Electric Ready and Solar Ready Code, and the Model Low Energy and Carbon Code (MLECC).
- Confirm elevation and flood-resistant design compliance with the CWCB Rules and Regulations for Regulatory Floodplains (2 CCR 408-1) and HUD floodplain management requirements at 24 CFR Part 55, including freeboard minimums and No-Rise Certification where work is proposed in a regulatory floodway.
- Support Duplication of Benefits determinations under Section 312 of the Stafford Act by validating scopes, awards, and change orders against FEMA, SBA, insurance, and other recovery proceeds.
- Review and approve change orders, document cost reasonableness, and maintain construction files sufficient to withstand HUD monitoring, State audit, and OIG review.
- Support DRGR data entry, quarterly performance reporting, and construction closeout documentation for assigned activities.

Basic Qualifications:

- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline.
- 5+ years of experience managing federally funded construction programs, specifically CDBG-DR/CDBG-MIT housing recovery programs.
- Experience managing large-scale residential construction programs in Colorado, including floodplain, high-wind, and wildland-urban interface (WUI) compliance.
- Strong understanding of HUD requirements, locally adopted Colorado building and energy codes, green building standards, and Section 3/MBE/WBE participation goals.
- Demonstrated leadership managing multidisciplinary teams including inspectors, engineers, subcontractors, and administrative staff.
- Familiarity with cost reasonableness review, Xactimate or RSMeans estimating tools, and Davis-Bacon compliance.
- Excellent communication skills with the ability to coordinate across government agencies, community stakeholders, and internal teams.
- Proficient in Microsoft Office Suite, particularly Excel, and program/project management platforms (e.g., Smartsheet, QuickBase, Salesforce).
- Proven experience managing CDBG-DR, CDBG-MIT, or other HUD-funded construction programs and effectively coordinating tasks across multiple locations.
- Ability to assist in the development of a comprehensive construction management monitoring plan.
- Expert knowledge of the Building, Fire, Residential, green, and energy codes adopted by Colorado jurisdictions, and of the statewide minimum codes that overlay them, including the Colorado Wildfire Resiliency Code (8 CCR 1507-39).
- Expert knowledge of ADA and accessibility standards and requirements.
- Knowledge of the IRC and IBC (2021 and 2024 editions, as adopted by the local jurisdiction) and resilient residential construction and building practices.
- Proficiency in reading residential and commercial building plans.
- Oral communication and interpersonal skills with the ability to explain building codes, procedures, and resolve issues between multiple parties.
- Ability to work across several projects or tasks simultaneously.
- Working knowledge of CDBG-DR cross-cutting requirements, including 24 CFR Part 570, 2 CFR Part 200, environmental review under 24 CFR Part 58, floodplain management under 24 CFR Part 55, the Uniform Relocation Act and Section 104(d), Section 3, Section 504/ADA, Section 106, and Duplication of Benefits.
- Understanding of Colorado’s home rule code environment, in which there is no single statewide general building code or statewide general contractor license, and adopted code editions, amendments, and licensing requirements vary by municipality and county.
- Knowledge of the Colorado Wildfire Resiliency Code (8 CCR 1507-39) , the statewide Wildfire Resiliency Code Map and fire intensity classifications, and the structure hardening and defensible space requirements local jurisdictions have been required to enforce since July 1, 2026.
- Knowledge of Colorado energy code requirements established under HB22-1362, including the Model Electric Ready and Solar Ready Code and the Model Low Energy and Carbon Code, which became the state minimum energy code on July 1, 2026.
- Familiarity with the CWCB floodplain rules at 2 CCR 408-1, including the one-foot minimum freeboard for residential structures, the two-foot standard for critical facilities, and No-Rise Certification requirements in regulatory floodways.
- Experience with Front Range and high-altitude construction conditions, including ground snow and wind loads, expansive and bentonite soils, structural fill and foundation design, freeze-thaw exposure, radon mitigation, and high-wind assemblies consistent with the straight-line wind exposure documented in the Marshall Fire event.
- Working knowledge of lead-safe practices under 24 CFR Part 35 and the EPA Renovation, Repair and Painting Rule, asbestos requirements under CDPHE Air Quality Control Commission Regulation No. 8, and mold assessment and remediation protocols.
- Familiarity with Colorado procurement requirements, including the State Procurement Code (CRS Title 24, Articles 101-112) and State Fiscal Rules, and how they interact with the federal procurement standards at 2 CFR 200.317-200.327.
- Experience overseeing subrecipients, local government partners, and third-party inspectors, and preparing construction documentation that supports HUD monitoring and single audit requirements.
- Ability to obtain and maintain any contractor, inspector, or trade registrations required by the local jurisdictions in which work is performed, and to pass a background check.
- Valid driver’s license and the ability to travel to project sites across impacted Colorado jurisdictions, including in winter driving conditions and at elevation.

Preferred Qualifications:

- ICC certification as a Residential Building Inspector, Combination Inspector, or Certified Building Official, or a locally recognized equivalent.
- Certified Construction Manager (CCM), PMP, or comparable construction or project management credential.
- OSHA 30-Hour Construction certification.
- EPA Lead Renovation, Repair and Painting Certified Renovator, or HUD Lead-Based Paint Inspector or Risk Assessor certification.
- Training in wildland-urban interface construction, the International Wildland-Urban Interface Code, or the Colorado Wildfire Resiliency Code.
- Prior experience on Colorado CDBG-DR programs administered by DOLA, including the DR-4634 Marshall Fire and Straight-Line Winds recovery in Boulder County or the DR-4145 2013 flood recovery in Boulder, Larimer, and Weld Counties.
- Experience with HUD DRGR, the DOLA grant portal, and construction management platforms such as Procore, Smartsheet, or Salesforce.
- Working knowledge of green building certification frameworks used in HUD-funded new construction, such as ENERGY STAR, Enterprise Green Communities, or the ICC 700 National Green Building Standard.
- Professional working proficiency in Spanish.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :
$118,807.00 - $201,971.00
