Background

UNDP North Macedonia implements the Country Programme Document (CPD) 2026–2030, aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and national development priorities. Under Strategic Priority 3: Resilient and Green Society and Ecosystems, UNDP supports national and sub-national institutions, communities and other stakeholders to strengthen capacities and resources to prepare for, adapt to and mitigate climate change and disaster risks.

Within this strategic framework, and under the UN-to-UN Transfer Agreement concluded between UNDRR and UNDP for the “Resilience Building Partnership for Accelerating Resilient Western Balkans Initiative”, the Programme Analyst - Disaster Risk Reduction supports implementation of the agreed DRR activities in North Macedonia, with focus on:

- Supporting the development and implementation of urban resilience and local Disaster Risk Reduction strategies in selected municipalities, including application of relevant MCR2030 tools, scorecards and resilience assessments;;

- Strengthening the capacities of national and local authorities for DRR planning and implementation, including coordination between national and local institutions and targeted capacity development for municipalities;

- Supporting DRR financing and risk-informed investment through DRR budget reviews and budget tagging, identification of financing gaps, and development of approaches and bankable projects that promote risk-informed investments;

- Promoting inclusive and sustainable local resilience, with attention to women and vulnerable groups, through stakeholder engagement, training, workshops and practical guidance;

- Supporting the integration of DRR considerations into local development planning, public investment and budgeting processes in line with the agreed project activities;

- Facilitating cooperation with UNDRR, relevant national institutions, municipalities and other stakeholders to ensure coordinated implementation and achievement of project results;

- Contributing, as relevant to the agreed project activities, to regional cooperation, city-to-city learning and exchange of experience on urban resilience, DRR financing and risk-informed investments.

Under the guidance and direct supervision of the Head of Democratic Governance and Green, the Programme Analyst - Disaster Risk Reduction is responsible for the substantive coordination, management, monitoring and implementation of UNDP-supported activities under the UNDRR-UNDP Resilience Building Partnership for Accelerating Resilient Western Balkans Initiative in North Macedonia. The position focuses on urban resilience and local DRR strategies, DRR financing and budget tagging, identification of financing gaps, and promotion of risk-informed investments.

The Programme Analyst works in close collaboration with UNDRR, relevant national and local institutions, municipalities, the UNDP Programme and Operations teams, technical experts, civil society, the private sector and other stakeholders, as applicable, to ensure timely and quality implementation of the agreed DRR activities and achievement of project results.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

Coordinate substantive implementation of the DRR project activities in North Macedonia

- Analyze the DRR policy, institutional and local development context relevant to implementation of the assigned project activities and provide substantive inputs to project planning, implementation and reporting. Support implementation of the project in alignment with the CPD 2026-2030, particularly Strategic Priority 3: Resilient and Green Society and Ecosystems, and the relevant UNSDCF outcome on climate action and disaster risk reduction. Ensure implementation of project activities in accordance with applicable UNDP policies, procedures and quality standards. Provide substantive inputs and analysis related to urban resilience, local DRR strategies, DRR financing and risk-informed investments

Ensure effective project management, quality assurance, monitoring and risk management for the assigned DRR activities

- Coordinate planning and implementation of the assigned project activities, including support to selected municipalities for resilience assessments, local DRR strategy development and endorsement, and related technical assistance. Oversee planning, budgeting, implementation and monitoring of the assigned DRR activities and track use of project resources in accordance with UNDP rules and regulations. Apply results-based management tools and track achievement of agreed project outputs, indicators and milestones. Ensure effective monitoring, documentation of results and learning, including use of relevant DRR data and evidence for implementation and reporting. Identify implementation risks, emerging issues and opportunities relevant to urban resilience, DRR financing and risk-informed investment and recommend appropriate management actions. Follow up on audit recommendations and ensure the implementation of management responses.

- Prepare and aggregate reports on activities, outputs and outcomes, including donor and corporate reports.

- Support required project revisions, work planning and other management processes necessary for effective implementation of the UNDRR-UNDP agreement

Ensure effective coordination and partnerships for implementation of the DRR project

- Maintain effective working relations with UNDRR, relevant national institutions, municipalities, civil society, academia, the private sector, IFIs and other stakeholders, as relevant to the assigned DRR activities. .

- Facilitate coordination between national and local authorities and among stakeholders involved in urban resilience, DRR planning and risk-informed investment activities. .

- Identify opportunities for complementarity, sustainability and follow-up partnerships that can strengthen achievement of the agreed project results. Support coordination of technical inputs, stakeholder consultations, trainings, workshops and peer-learning activities required under the project.

Provide substantive DRR advisory support and facilitate knowledge building and capacity development

- Identify and synthesize good practices, lessons learned and policy issues related to urban resilience, local DRR planning, DRR financing and risk-informed investments. Support knowledge exchange and peer learning with national, local, regional and international partners relevant to the project. Provide substantive support to national and local institutions in applying DRR tools and methodologies, including resilience assessments, DRR budget reviews and budget tagging, and approaches for identifying financing gaps and risk-informed investments. Provide substantive inputs to recommendations and findings aimed at strengthening the sustainability of national and local efforts on DRR financing and risk-informed investments. Contribute project knowledge, evidence and results to relevant UNDP and UNDRR knowledge networks and communities of practice. Coordinate and support trainings and workshops for national and local stakeholders on DRR planning, risk assessment, urban resilience, budget tagging and risk-informed investment, as required by the project

Required Skills and Experience

Education:

- Advanced university degree (master's degree or equivalent) in Disaster Risk Management, Environmental Sciences, Climate Change in Business Administration, Public Administration, Economics, Engineering, Architecture, Urban planning, or related field is required , OR

- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in project/programme management, advisory services, implementation, design, monitoring and evaluation in disaster risk reduction, resilience, climate adaptation, local development, public finance or a closely related thematic area is required.

- Experience working with national and/or local institutions on disaster risk reduction, resilience, risk-informed planning or related areas is required.

- Experience with urban resilience tools, DRR financing, budget tagging, risk-informed investments, or the Sendai Framework is desirable.

- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and/or web-based management systems is required

Languages:

- Fluency in English and Macedonian is required

- Knowledge of another UN language is desirable
