The Agency for Health Care Administration is Florida's chief health policy and planning entity.

The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.

The Work You Will Do:

This is a highly responsible, independent professional position reporting to the Management Review Specialist-SES performing a variety of complex administrative and operations management duties for the Management Review Specialist-SES and the Deputy Secretary of Health Quality Assurance (HQA).

This position is responsible for providing advanced/complex administrative and consultative assistance in coordinating the completion of tasks between the HQA Deputy Secretary’s Office and all 8 bureaus.

The incumbent maintains up-to-date knowledge of Agency rules and regulations pertaining to personnel management practices and procedures, as well as a thorough knowledge of DMS and Agency personnel system rules and regulations and keeps the Management Review Specialist and other division management updated on all HR process changes.

Coordinates logistics for agency participation in job fairs, career expos, and recruitment events, including registration, scheduling, materials preparation, and communication with event organizers.

Represents the agency at job fairs by providing information on career opportunities, answering questions from prospective applicants, and promoting the agency’s mission and workforce needs.

Travels as needed to job fairs and recruitment events, primarily within the Tallahassee area, but occasionally statewide to support Field Office hiring initiatives.

In conjunction with the Management Review Specialist, serves as the Personnel Liaison for the division, which includes handling recruitment and retention activities.

Provides oversight and assistance to the bureaus in the completion of all personnel related activities.

Serves as Personnel Liaison for the Division, and primary liaison for Field Operations, assisting staff with personnel action requests, ensuring required documentation is collected, file reviews are completed and reviewed, and packages are processed timely.

Tracks submission of packages to Human Relations; works with Human Relations and Budget on approval status, and addresses any potential issues with the Management Review Specialist, Deputy Secretary and/or respective Bureau Chief.

Performs training for HR liaisons and division staff; creates training tools and resources to assist with process improvements.

Reviews administrative policies, procedures, guidelines and personnel related directives; evaluates impact on operations; identified potential opportunities for improvement; and recommends appropriate action to HQA management.

Identifies division-wide HR operational needs and serves as a centralized repository for sample templates for all Agency personnel related documents/actions.

Independently handles special administrative projects; interpreting administrative policies; researching and gathering data; preparing reports; and handling other duties as assigned.

Provides confidential administrative support for the division, performs consultative work involving operational and management support, and handles human relations duties.

Maintains a weekly vacancy report for the division and works collectively with the eight bureaus to obtain statuses of positions.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS REQUIREMENTS

Four years of professional experience in management analysis, program planning, program research or administrative work.

A bachelor’s degree from an accredited college or university can substitute on a year for year basis for the required experience.

Preference will be given to candidates with direct human resources experience, such as recruitment and selection, classification, or HR program administration.

It is the policy of the Florida Agency for Health Care Administration that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and, if applicable, also be screened in accordance with the requirements of Chapter 435, F.S., and Chapter 408, F.S.
