Key Responsibilities
- Lead contract administration across NASA (CLPS and other vehicles), DoD, Space Force, DARPA, and prime subcontracts — from RFP review through negotiation, modification, and closeout
- Review solicitations and draft the contractual portions of proposals: representations and certifications, terms and conditions exceptions, cost volume support, and compliance matrices
- Negotiate prime contracts, subcontracts, NDAs, teaming agreements, Space Act Agreements, OTAs, and IDIQ task orders
- Serve as primary point of contact with Contracting Officers, Contracting Officer's Representatives, and DCMA/DCAA as applicable
- Advise programs on scope, funding limitations, changes, delays, and data rights; flag and route constructive change and REA situations before they become disputes
- Manage intellectual property and data rights positions, including assertions of restrictions on technical data and noncommercial software
- Partner with Finance on billing, funding status, incurred cost submissions, and indirect rate matters
- Build and maintain contract policies, templates, and a compliance infrastructure that scales — including support for CMMC, ITAR/EAR, and NIST 800-171 obligations
- Coordinate with export compliance on foreign national access, technical assistance agreements, and cross-border work with our Tokyo and Luxembourg affiliates
Basic Qualifications
- Bachelor's degree in contract administration or related field. We will consider a combination of experience and education for all roles.
- 8+ years of government contracts experience in aerospace, defense, or a comparable regulated industry
- Working command of the FAR, DFARS, and NASA FAR Supplement, with practical experience across multiple contract types (FFP, CPFF, CPIF, IDIQ, OTA)
- Demonstrated negotiation experience with government customers or prime contractors
- Bachelor's degree, or equivalent experience
- Ability to work independently in a fast-moving environment where precedent often doesn't exist yet
What Makes You Stand Out
- Master's degree or higher
- Experience with NASA acquisition, CLPS or commercial services contracts, or firm-fixed-price milestone-based space vehicle contracts
- Familiarity with OTAs, SBIR/STTR, and Space Act Agreements
- Background supporting a company through its first major prime award
- NCMA certification (CPCM, CFCM, CCCM) or JD
- Working knowledge of export control regimes and cross-border affiliate structures
- Ability to obtain and maintain a U.S. security clearance
