Position Overview 
GoldenWolf is seeking an experienced Senior Construction Inspector to provide full-time, on-site construction inspection and quality assurance support for a major Utility Energy Service Contract (UESC) at the U.S. Coast Guard Yard in Baltimore, Maryland. 
This multi-year federal modernization project includes major improvements involving HVAC and mechanical systems, electrical distribution, building automation and controls, geothermal systems, solar photovoltaic systems, battery energy storage systems (BESS), building-envelope improvements, steam distribution, and civil and utility infrastructure.  
The Senior Construction Inspector will independently monitor construction and demolition activities to verify compliance with approved drawings, specifications, codes, contract requirements, manufacturer requirements, and U.S. Coast Guard standards. 
This is a hands-on field position requiring continuous on-site surveillance throughout active construction. 
Key Responsibilities
 
Construction Inspection & Quality Assurance 
• Perform daily on-site inspections and independent quality assurance surveillance of active construction and demolition. 
• Verify workmanship, equipment, materials, and installations against approved drawings, specifications, submittals, codes, and contract requirements. 
• Inspect multi-discipline work involving mechanical, HVAC, electrical, controls, energy, civil, utility, and building systems. 
• Identify nonconforming work and construction deficiencies and track corrective actions through completion. 
• Maintain detailed deficiency logs, punch lists, and photographic documentation.

Project Documentation & Reporting 
• Prepare comprehensive daily, weekly, and monthly construction inspection reports. 
• Maintain accurate field notes and photographic records. 
• Review contractor test reports and installation documentation. 
• Review and verify as-built drawings, O&M manuals, warranties, commissioning documents, and project closeout packages. 
• Maintain project documentation using Procore.

Schedule & Progress Monitoring 
• Monitor actual construction progress against approved project schedules. 
• Review schedule updates for consistency with observed field progress. 
• Identify sequencing concerns, schedule discrepancies, logic changes, and potential float suppression. 
• Communicate significant schedule or progress concerns to Government representatives.

Testing, Commissioning & Closeout 
• Witness contractor testing, equipment startup, and commissioning activities as required. 
• Verify completion of deficiencies and punch-list work. 
• Provide inspection support through project acceptance and closeout.

Government & Contractor Coordination 
• Attend construction, progress, quality, and coordination meetings. 
• Coordinate closely with the Government Contracting Officer's Representative (COR) and project stakeholders. 
• Support development and implementation of the Construction Inspection Plan. 
• Provide technical input regarding proposed construction modifications and cost estimates.

Safety & Compliance 
• Monitor contractor compliance with the approved Accident Prevention Plan and applicable U.S. Coast Guard safety requirements. 
• Identify and immediately report unsafe conditions. 
• Verify construction activities comply with applicable federal, state, and local codes and contract requirements.

Required Qualifications 
• U.S. citizenship required. 
• Minimum 10 years of experience in construction inspection, construction management, construction quality control, facilities contract management, or closely related construction oversight. 
• Current OSHA 10-Hour or OSHA 30-Hour Construction certification. 
• Relevant professional credential or certification, such as PE, ICC, or comparable construction/inspection credential. 
• Demonstrated ability to read and interpret complex construction drawings, specifications, submittals, and technical documentation. 
• Proficiency with Procore construction management software. 
• Knowledge of federal, state, and local construction requirements and building codes. 
• Strong technical writing, documentation, and communication skills. 
• Ability to work independently in an active construction environment.

Preferred Qualifications 
• Previous federal construction experience. 
• U.S. Coast Guard or Department of Defense construction experience. 
• UESC or Energy Savings Performance Contract (ESPC) experience. 
• Experience inspecting complex mechanical and electrical systems. 
• Experience with BESS, solar PV, SCADA, geothermal, building automation/controls, HVAC, electrical distribution, steam systems, or renewable energy infrastructure. 
• Construction commissioning experience. 
• Previous construction QA/QC experience in Maryland.

Physical Requirements 
This is a field-intensive position requiring the ability to: 
• Walk throughout active construction areas for extended periods. 
• Navigate uneven terrain and active work areas. 
• Climb ladders, stairs, and roofs. 
• Work indoors and outdoors in varying environmental conditions. 
• Lift and carry up to 50 pounds. 
• Wear required personal protective equipment.

Contingent Position 
This position is contingent upon GoldenWolf receiving contract award, Government approval of proposed personnel, and successful completion of applicable security, employment, and site-access requirements.
