Job Summary:

Performs a variety of activities and serves as a subject matter expert ensuring the company supply chain fully complies with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) and all other local, national and international regulatory requirements.

Principal Responsibilities:

- Mexico import compliance strategy: Own and maintain the import compliance strategy for Mexico, ensuring policies, controls, procedures, and operating practices support compliant and efficient import activity.
- HS classification governance: Lead governance, validation, and maintenance of HS classifications for products imported into Mexico, including classification rationale, supporting documentation, and escalation protocols for complex items.
- Customs valuation reviews: Review and validate customs valuation methodologies, including transaction value, assists, royalties, related-party considerations, and other value elements that may affect declared customs value.
- Broker management and oversight: Manage customs broker expectations, performance, issue resolution, entry quality, compliance metrics, and adherence to standard operating procedures.
- Audit readiness and SAT support: Maintain audit-ready documentation and support internal reviews, external audits, government inquiries, and interactions with SAT or other relevant Mexican authorities.
- NOM requirement management: Oversee NOM applicability assessments, documentation requirements, exemptions, certifications, and process controls to support compliant import clearance.
- Trade agreement qualification: Support qualification, validation, documentation, and recordkeeping for preferential trade programs, including USMCA/T-MEC.
- Process standardization and training: Standardize import compliance processes, develop internal guidance, and deliver training to stakeholders involved in Mexico import activity.
- Import Compliance Risk Management: Develop and maintain risk mitigation plans, compliance dashboards, and key performance indicators (KPIs) to monitor overall import compliance health.

Job Level Specifications:

- Bachelor’s degree in International Trade, Supply Chain, Business, Finance, Law, or a related field; equivalent experience may be considered.
- Strong experience in import compliance according to Mexican Customs Law (Ley Aduanera), Foreign Trade Rules (RGCE), tariff classification methodologies, and non-tariff regulatory requirements, customs operations, or global trade compliance, preferably in a complex multinational environment.
- Demonstrated knowledge of Mexico customs regulations, SAT expectations, import documentation, customs broker processes, and import clearance controls.
- Hands-on experience with HS classification, valuation, NOM requirements, preferential trade programs, and import compliance audits.
- Ability to interpret regulatory requirements and translate them into practical business processes, controls, and training materials.
- Strong analytical, problem-solving, documentation, and stakeholder-management skills.
- Ability to manage competing priorities, identify compliance risk, and drive corrective action across cross-functional teams.
- Bilingual capability in English and Spanish, with the ability to review documentation and communicate with Mexico-based stakeholders and service providers.

- Extensive knowledge and application of principles, theories and concepts. Complete knowledge of all job functions and the broad industry best practices, techniques and standards.
- Develops solutions to complex problems where analysis of situations and/or data requires in-depth evaluation of variables. Determine best approach to achieve results and provide suggestions to improve policies and procedures.
- Work is performed independently and requires the exercise of judgment and discretion. Exercises considerable latitude in determining objectives and approaches to assignments. Work may be reviewed at a high-level.
- May represent the organization as a primary contact on assignments and/or projects. Interacts with senior professionals and management and frequently coordinates work between departments or organizations.
- Actions may impact the organization. Failure to accomplish work will result in the inability to reach crucial organizational goals. Erroneous decisions may have a prolonged effect resulting in the expenditure of substantial resources.

Work Experience:

- Typically 5+ years with bachelor's or equivalent.

Education and Certification(s):

- Bachelor's degree or equivalent experience from which comparable knowledge and job skills can be obtained.
