About the Role: This is for a contracted employee role, with an expected duration of six (months).  At the end of the contracted period of employment, job performance, attendance, attitude and overall interest in the job will be assessed in a performance evaluation to determine if an offer of full-time at will employment will be made, if the contract period will be extended, or if the contract will be ended without further offer of employment.

J OB SUMMARY:

Under the direction of the Director of Clinical Programs ( DCP) , the Assistant Director of Clinical Programs supports the day-to-day clinical and administrative operations of the Clinical Department. The Assistant Director of Clinical Programs provides clinical and administrative leadership to agency program staff, supports supervisors and treatment providers, and helps ensure compliance with Counseling4Kids policies and procedures, applicable federal and state requirements, County of Los Angeles Department of Mental Health (DMH) requirements, documentation standards, clinical service delivery standards, and established productivity expectations.

The Assistant Director of Clinical Programs serves as a key support to the Director of Clinical Programs by helping maintain efficient operations
assisting in the creati on and management of all clinical programs .  Operational efficiencies are imperative to achieve the mission of the organization through , monitoring service delivery and KPIs,
identifying operational or clinical barriers, supporting timely implementation of department initiatives , and maximiz ing the use of department staff and resources . T he position works collaboratively with all departments and especially c lose with
Compliance and Quality Assurance and Client Services to ensure effective operation of the Care Pathway for all clients .
The Assistant Director of Clinical Program s will
use quantitative and qualitative information to support program decisions and continuous improvement. The Assistant Director of Clinical Programs is expected to model Counseling4Kids' Core Values, promote effective communication and staff engagement.

ESSENTIAL FUNCTIONS:

- Build, continuously assess, and maintain a

produces successful results that are measurable and impactful for the communities we serve

- Direct and maintain effective clinical and administrative operations while promoting high-quality services that ensure maximum utilization of the agency’s annual budget

- Assist the Director of Clinical Programs (DPC) in monitoring performance, staffing, workflow, and operational needs

- Consistently demonstrate
clear and effective communication with peers, supervisors, staff , clients, families, referral sources

- Maintain positive relations with DMH, business partners, and the community

ASSISTANCE WITH DEPARTMENT OVERSIGHT:

- Collaboratively with the DCP, s upport day-to-day operations of agency clinical programs and provide clinical and administrative leadership to agency staff

- Provide s
oversight, performance management, s upervision, coaching, consultation, and support to agency clinical staff and/or supervisors, consistent with licensure, training, and agency requirements

- Monitor clinical service delivery, documentation, and program performance against established expectations and key performance indicators (KPIs)

- Support clinical fidelity to EBP’s, treatment models, protocols, and program requirements

- Work collaboratively with Quality Assurance (QA) staff to equip d epartment staff for adherence to compliance requirements ,
quality services, documentation, utilization , and various clinical concerns of clients

- Assist with implementation of clinical program improvements, workflows, and initiatives identified by the DCP

- Maintain current knowledge of County and State quality improvement, clinical documentation, and service delivery requirements applicable to agency programs

- Support compliance with the DMH contract and policies and procedures outlined in the LA County Organizational Provider's Manual for Specialty Mental Health Services, as applicable to agency programs

- Identify barriers affecting s ervice delivery, timely and accurate
documentation, or program operations and escalate concerns to the DCP

- Assist with evaluating the effectiv enes s of clinical training and provide observations or feedback

- Participate in clinical program meetings, case consultation, quality improvement activities, and other meetings

- Assist with community outreach, presentations, referral development, and relationship-building activities for clinical programs

- Attend DMH, provider, community, or other external meetings when assigned

PROGRAM OPERATIONS and PERFORMANCE RESPONSIBILITIES:

- Assist the DCP in monitoring program performance, including productivity, service delivery, staffing, documentation, and other established KPIs

- Review program data and operational information to identify trends, concerns, and opportunities for improvement.

- Assist with implementation and follow-up of corrective action plans, process improvements, and agency initiatives

- Help coordinate staffing, scheduling, coverage, and workflow needs for agency programs

- Promote timely completion of required clinical records documentation

- Support effective use of the EHR and other agency systems and communicate identified system or workflow issues to appropriate departments

FINANCIAL RESPONSIBILITIES:

- Assist the DCP in monitoring program performance in relation to budgetary and funding expectations

- Identify programmatic issues that may affect productivity, service delivery, utilization , or budgetary performance and communicate them to the DCP

- Provide information and operational support for budget planning and funding-related activities for agency programs

MINIMUM QUALIFICATIONS:

- Licensed in California as an LMFT, LPCC, and or LCSWs for minimum of two (2) years

- Minimum four ( 4 ) years recent experience supervising AMFTs, ACSW,s and/or APCCs, or practicum students in community mental health setting

- Eligible to provide clinical supervision to APCCs, ACSWs and/or AMFTs per BBS standards

- Current knowledge of LA County DMH documentation and Medi-Cal/ EPSDT

- Clinical experience with foster youth/child welfare involved populations

- Advanced knowledge and skills in community-based mental health and trauma-informed care

- Experience providing clinical services to children in field-based mental health services, in-home or school

- Highly effective written and verbal communication skills

- Demonstrated awareness of and sensitivity to the unique needs of a culturally diverse population

- Experience with an EHR, preferably Exym

- Ability to work five (5) days per week

PREFERRED QUALIFICATIONS:

- Training/familiarity in EBPs, such as TFCBT, CPP, Seeking Safety, and/or MAP

- Minimum of one (1) year experience overseeing a clinical program and/or department

- Experience drafting standard operating procedures (SOPs) and policies .

- Program implementation experience

- Strong organizational and management skills.

- Bilingual (Spanish) preferred
