Deputy Quality Manager

The WTCC Deputy Quality Assurance Manager (DQAM), reports directly to the WTCC Manager of Quality (MOQ) aka WTP Site Quality Manager. The WTCC DQAM is responsible for implementation and compliance with the WTP Quality Management System (QMS) including its Quality Assurance Programs (QAPs). This position requires extensive customer interaction and engagement, as well as frequent interaction with federal and state regulatory authorities, federal oversight functions, other major project stakeholders, as well as all levels of project and functional management. This position is accountable for execution of a comprehensive, regulatory compliant quality assessment program with responsibility for independent assessment of project and execution of quality assurance program activities required for mission delivery.

REQUIREMENTS/SPECIFICATIONS

Education :

Bachelor’s degree in engineering, or scientific discipline or quality assurance from an accredited university or college with 13-15 years of progressive experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance. In lieu of a formal degree, specialized courses, or certifications (ASME/ANSI, ASQ) in engineering, quality or a specialized discipline and a minimum of 17 years of experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance will also be considered.

OR

Associate’s degree and 15 years of progressive experience in the field of engineering, environmental, procurement, construction, testing, operations, or quality assurance

OR

High School diploma and 17 years of progressive experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance.

1 year of supervisory or lead experience is required

Experience:

- Knowledge of Quality Assurance Requirements, and their application to construction, engineering, acquisition services, supplier quality, materials management, and regulatory requirements.

- Knowledge of advanced techniques for audit, assessment, event investigation, cause analysis, human performance, and corrective action
- Knowledge of issues management and corrective action programs
- Demonstrated knowledge of design, procurement, construction, start-up, commissioning, and operation of a government or commercial nuclear facility
- Demonstrated knowledge of current nuclear industry trends, innovations, and regulatory construct, for both government and commercial nuclear sectors
- Successful track record of leading teams in complex regulated environments

Preferred Experience:

- Previous experience in development and maintenance of quality assurance programs related to the construction of nuclear facilities.

- Department of Energy, NRC, Naval Nuclear Propulsion Program or other related industrial technical experience in an operating environment desired.

- Flexibility to respond to urgent project requests and/or changing priorities.

- Ability to work under pressure and with minimal supervision.

- Demonstrated ability to work with people of varied backgrounds and objectives.

- Proven technical writing competency

- Lead Auditor certification

Progression to the next grade is based upon complexity of assignment and performance.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

- Responsible to oversee the compliance, implementation, and effectiveness of WTCC Quality Assurance function.

- Manages the activities of an Audits and Assessments Organization, including overseeing the activities of the Audits and Assessments Supervisor and staff.

- WTCC independent Audits and Assessments Supervisor will report to the DQAM

- Perform formal and on the job training and coaching for Quality personnel related to quality programs, audit techniques, communications (verbal and written), interview techniques, leadership, and teaming as needed.

- Support the development, certification and certification maintenance for lead auditors.

- Manage and supervise assigned staff, ensuring timely and compliant support of WTCC activities.

- Maintain sufficient trained and qualified quality staff to implement QA Program activities. Manage and supervise assigned staff, ensuring timely and compliant support of WTCC activities.

- Assessing implementation, performance, and compliance of the QA Program; identifying and reporting quality assurance program deficiencies to line management and the WTCC MOQ. Assist in the development of WTP quality program documents (e.g., QA Plan) necessary for WTCC activities.

- Coordinate and support the WTP Manager of Quality to revise the WTP QA Management System (QMS) as necessary to support WTCC activities. Effective flow down of new quality assurance requirements assigned to WTCC through procedure development or revision and implementation.

- Identifying and implementing actions to promote improvement and correct deficiencies in the implementation of the WTP QMS within the WTCC organizations. Provide leadership and input for the WTP People Based Quality program.

- Develop and support process improvements both within the department and to support other organizations.

- Ensure that ILAW production record approvals are sufficient and completed in a timely fashion

- Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual- Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

- This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
- Must be authorized to work and remain in the United States without Amentum visa sponsorship now or in the future.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)

Compensation Details:
$131,484.26 - $211,024.41
