Site Quality Manager

The WTCC QA Manager leads the WTCC Quality Management System (QMS) and provides independent oversight of quality program implementation across Commissioning, Maintenance, and Operations. The role has direct and unfettered access to senior leadership to ensure issues are identified, decisions are made independent of cost and schedule pressures, and corrective actions are effective. The QA Manager formulates and executes the audit/assessment program, Quality Control Program, Quality Engineering program, and verifies the adequacy and implementation of applicable QA programs within WTCC’s scope of work.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

REQUIREMENTS/SPECIFICATIONS

Education/Experience:

Bachelors and/or Masters degree (or international equivalent) in engineering, or scientific discipline or quality assurance from an accredited university or college.

Experience:

15+ years of progressive experience in the field of engineering, environmental, procurement, construction, testing, operations, or quality assurance. In lieu of a formal degree, specialized courses, or certifications (ASME/ANSI, ASQ) in engineering, quality or a specialized discipline and a minimum of 20 years of experience in the field of engineering, environmental, procurement, construction, testing, operations, or quality assurance will also be considered.

Experience in DOE/nuclear environments and current/previous NQA‑1 Auditor/Lead Auditor credentials are preferred.

Minimum Competencies:

In‑depth knowledge of QA program drivers including 10 CFR 830, DOE O 414.1C/D, and ASME NQA‑1 (2000/2008/2009a); knowledge of Nuclear and Chemical Safety Analysis and Technical Safety Requirements processes;

Required Knowledge, Skills, and Attributes:

- Ability to influence and gain acceptance in sensitive situations; regular interaction with senior/executive leadership; strong communication, leadership, audit/assessment, root‑cause and CAPA skills; ability to maintain independence of QA oversight.
- Knowledge of Quality Assurance Requirements, and their application to construction, engineering, acquisition services, supplier quality, materials management, and regulatory requirements.

- Knowledge of advanced techniques for audit, assessment, event investigation, cause analysis, human performance, and corrective action
- Knowledge of issues management and corrective action programs
- Demonstrated knowledge of design, procurement, construction, start-up, commissioning, and operation of a government or commercial nuclear facility
- Demonstrated knowledge of current nuclear industry trends, innovations, and regulatory construct, for both government and commercial nuclear sectors
- Successful track record of leading teams in complex regulated environments

Preferred Experience:

- Previous experience in development and maintenance of quality assurance programs related to the construction of nuclear facilities.

- Department of Energy, NRC, Naval Nuclear Propulsion Program or other related industrial technical experience in an operating environment desired.

- Flexibility to respond to urgent project requests and/or changing priorities.

- Ability to work under pressure and with minimal supervision.

- Demonstrated ability to work with people of varied backgrounds and objectives.

- Proven technical writing competency

- Lead Auditor certification

MAJOR RESPONSIBILITIES/DUTIES/TASKS

- Provide review and concurrence on WTCC quality‑related procedures and implementing documents to assure QMS compliance.
- Formulate the annual audit/assessment/surveillance program; ensure personnel performing audits (including SMEs) are qualified/certified as required.
- Implement and manage the WTCC nonconforming program.
- Implement and steward the suspect/counterfeit item (S/CI) program at WTCC and appoint the WTCC point of contact for S/CI information notices.
- Verify adequacy and implementation of applicable QA programs within WTCC’s scope; report results to senior management.
- Provide recommendations to improve the QMS; receive and act on QMS improvement inputs from stakeholders.
- Ensure QA staff engagement in day‑to‑day activities (e.g., work planning/scheduling meetings) to maintain proactive oversight.
- Establish and verify completion of indoctrination and training for WTCC Site Quality personnel; administer written Lead Auditor exams and approve certifications/recertifications for Lead Auditors and Quality Control Inspectors.
- Perform annual evaluations for Lead Auditors and Quality Control Inspectors; evaluate auditor candidate competency.
- Maintain adequate staffing and resources to cover procedural controls, inspection, field activities, program/procedure development, work activity, and acceptance criteria.
- Maintain independence from cost and schedule when addressing quality issues; ensure processing/delivery/use is controlled until proper disposition of nonconformances and deficiencies.
- Act as the primary interface with project quality leadership regarding program issues and interpretive decisions.
- Manage the WTCC Quality Control Inspection

SUPERVISORY RESPONSIBILITIES

- Directly leads the WTCC Quality Assurance team (audits/assessments, Quality Engineering, and Quality Control and site quality functions); authority over a Management team that supervises QA engineers, auditors, and inspectors.
- Approves certifications/recertifications and conducts performance evaluations for QA personnel (Lead Auditors, Quality Control Inspectors).
- Sets quality objectives, staffing plans, and development goals; ensures resources are available to meet program obligations.
- Maintains organizational freedom for QA to identify problems and verify implementation of solutions.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual- Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which require walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

- This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
- Must be authorized to work and remain in the United States without Amentum visa sponsorship now or in the future.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)

Compensation Details:
$149,635.91 - $243,895.48
