POSITION TITLE: Medical Director of Clinical Quality
REPORTS TO: Chief Medical Officer (CMO)
SALARY RANGE: $246,500 - $300,500 DOE
Job Summary: The Medical Director of Clinical Quality (MDCQ) provides clinical leadership for SRCH quality strategy and outcomes, serving as the primary clinical quality lead and practice change champion across campuses. The MDCQ works with the Chief Medical Officer as well as partners with the Population Health Director, Senior Data Analyst and EHR director and their teams to translate evidence and data into safe, usable workflows, decision support, and training as needed. The position does not own major enterprise EHR selection, transition, or changes as this remains a CMIO responsibility. This role leads quality improvement (QIP) governance, ensures regulatory reporting readiness (e.g., UDS/PHC QIP) in collaboration with Population Health and Data teams, and advances equitable, team based care consistent with SRCH strategic priorities.
Essential Duties and Responsibilities:
1) Clinical Quality Leadership
- Assist the CMIO in SRCH Quality Management Committee (QMC) and related campus quality forums; ensure consistent documentation of QI cycles and spread of best practices
- Oversee the Director of Population Health in coordination with the CMO to establish annual quality goals and targets (PHC QIP, UDS, internal KPIs) and track progress in partnership with the SRCH campus medical and operations directors as well as the Population Health team
- Oversee development, approval, and maintenance of clinical policies, protocols, and pathways (e.g., cancer screening follow up workflows) by working with the Chief Medical Officer (CMO); and coordinate with the Risk/Compliance department led by the Chief Administrative Officer
- Serve as clinical sponsor for empanelment/panel management, referral timeliness, chronic disease measures, and preventive care measures; escalate barriers and remove obstacles with the Chief of Operations (COO) and CMO
2) Informatics & Data Enablement (in collaboration with CMIO/EHR/Data)
- Prioritize clinical decision support, documentation standards, and registry/report enhancements that improve outcomes and ease burden; co design with CMIO, EHR Optimization Director, and Senior Clinical Data Analyst
- Partner on Epic optimization sprints and training impact assessment; ensure clinical voice informs build, templates, and workflows
- Use dashboards and analytics to identify inequities, drive PDSA cycles, and monitor adoption of workflows (e.g., referral processes, outreach protocols, MyChart initiatives)
- Use Quality Initiatives and data metrics to explore SRCH entering into and Accountable Care Organization for purposes of CMS Medicare expansion.
3) Program & Performance Management
- Coach clinical champions to align workplans with SRCH 3 year Quality Plan and annual operational plan
- Coordinate UDS reporting readiness with Data/Finance/Operations and PHC QIP deliverables with Population Health; ensure timely, accurate submissions
- Support the Empanelment Oversight Committee and Population Health Team in empanelment readiness and outreach protocols per PHMI for sustainability actions
4) Collaboration & Governance
- Work closely with the CMO, COO, Population Health Director, EHR Optimization Director and Senior Clinical Data Analyst on priorities and deliverables
- Represent SRCH in collaborative quality initiatives and external meetings as assigned by the CMO and CMIO; ensure alignment with community priorities and payer programs.
5) Clinical Practice
- Continue direct patient care time set by CMO to stay current on workflow realities and patient needs

- Advance Health Equity: Reduce gaps in screening and chronic disease control across priority populations; evidence of targeted outreach impact (registries + MyChart/SMS)
- Eliminate Health Disparities: Measurable reduction in referral delays; standardized follow up for abnormal tests across sites; improved Medicare coding accuracy

Qualifications
MINIMUM QUALIFICATIONS:
Education & Licensure:
- Advanced clinical degree (MD/DO) with active California license in good standing
- Training or certification in Quality Improvement (e.g., Lean, IHI) preferred
- Demonstrated competency in clinical informatics or EHR optimization; formal informatics coursework/certification preferred
Experience:
- 5+ years in ambulatory primary care or community health settings
- 1+ years leading QI initiatives (committee leadership, measure stewardship, policy/protocol development)
- Experience collaborating with Population Health, EHR optimization, and clinical data teams to turn data into action
Knowledge and Skills:
- Commitment to health equity and service to underserved populations
- Strong interpersonal influence skills; effective facilitator of cross functional change
- Excellent communication and presentation skills; ability to make data accessible to diverse audiences
- Working knowledge of Epic (or similar EHR), clinical workflows, and analytics/dashboards; comfort with registries, decision support, and reporting
- Skilled in PDSA process design
