JOB DESCRIPTION
We are hiring an Executive Director of Citywide Broadband to lead New York City’s broadband vision and execution at a critical moment to improve internet affordability and adoption for the long term.

The Executive Director of Citywide Broadband will build citywide broadband strategy and OTI's capacity to run broadband implementation and policy to achieve ambitious affordability and adoption targets. OTI is responsible for developing and implementing the citywide Internet Affordability and Adoption Plan and you will be the principal owner of that effort.

You will represent the City in state and federal broadband funding conversations, in public hearings, in negotiations with industry, and with other senior public officials. In close alignment with City Hall and the CTO, you will build OTI’s capacity to deliver through budget, staffing, interagency and intergovernmental collaboration.

Responsibilities will include, but not limited to:
- Develop and own the vision and execution of the citywide Internet Affordability and Adoption Plan end to end and shape the City’s long-term strategy for broadband
- Serve as a principal point of contact on broadband with the Mayor's Office, state broadband offices, federal partners, the City Council, and the public.
- Build and lead a team, and manage the budget allocated to broadband initiatives, while working with City Hall and OMB to secure additional resources needed.
- Drive alignment across many city agencies and entities, including OTI, NYPL, HPD, EDC, DCWP, DSS, and City Hall, translating a shared strategy into coordinated and high-impact action.
- Represent the city at public hearings and in direct engagement with advocates, residents, and industry.
- Work directly with counsel, procurement, franchise administration, and budget staff to implement key recommendations quickly.
- Drive adoption and affordability outcomes, including through low-cost high speed internet plan enrollment, infrastructure efforts, consumer protection, and report progress transparently to city leadership and the public.
- Oversee special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Qualifications

(1) A baccalaureate degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or

(2) A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
