EARN Program Manager
Position Description
Scope of Position:
The EARN Program Manager provides strategic and functional leadership for the EARN program in the Luzerne-Schuylkill County region. This role is responsible for program oversight, staff supervision, compliance with contract requirements, instructional support, and performance management. The Manager ensures high-quality customer service and measurable outcomes through effective coaching, data tracking, and operational excellence. The position requires a blend of program development, community engagement, case management oversight, and instructional facilitation.
Essential Functions:
Program Oversight & Operations
- Provide day-to-day leadership to regional EARN program teams, ensuring effective service delivery, customer engagement, and contract compliance
- Oversee program design, from enrollment through retention, including outreach, re-engagement, and customer flow strategies
- Monitor contract performance, operating expenses, non-expendable inventory, and staff utilization to ensure efficiency and effectiveness
- Coordinate billing, payments, and vendor relations related to program operations
- Stay informed of local, state, and federal policy changes and implement programmatic adjustments as needed
Staff Supervision & Development
- Hire, train, and coach new and existing staff to meet performance and compliance standards
- Conduct internal audits of case files and provide ongoing coaching to maintain data integrity and service quality
- Facilitate regular team meetings, performance evaluations, and quarterly goal setting
Case Management & Compliance
- Oversee participant case management practices, ensuring documentation is accurate, timely, and compliant with program regulations
- Analyze and report performance data to funders and internal leadership, using findings to inform program improvements
- Conduct internal file reviews and collaborate with staff on corrective actions where needed
- Ensure compliance with federal, state, and local guidelines
Partnership & Communication
- Serve as liaison to local Workforce Development Boards (WDB), DHS/CAO staff, and other external partners to share best practices, program updates, and technical assistance
- Collaborate with the WIOA Program Manager to identify dual-enrollment opportunities and resource alignment
- Attend local/state meetings and monthly BEP calls; updates and decisions with staff
- Identify and maintain relationships with community partners to provide additional support services and opportunities
Continuous Improvement
- Analyze program and staff performance and lead efforts to improve service delivery, documentation, and participant outcomes
- Develop and implement process flows and program documentation to support quality and efficiency
- Lead re-engagement strategies for inactive participants

Education and Experience Requirements:
- Bachelor’s degree in Human Services, Education, Business, or related field preferred; equivalent experience considered
- Minimum of three years of professional experience, including at least one year in a leadership or supervisory capacity
- Strong understanding of both TANF guidelines and compliance standards
- Experience with case management, career development, and group facilitation
- Excellent interpersonal, organizational, and communication skills
- Proficiency in Microsoft Office Suite (especially Excel); experience with case management software is preferred
- Valid driver’s license and reliable transportation required
