Job Description
The Intelligence and Security Division of BAE Systems is seeking a Senior Subcontracts Administrator to join our team. We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, the Senior Subcontracts Administrator is responsible for activities that span the entire procurement cycle, including but not limited to negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities. Subcontracts will primarily be in support of Department of War programs. This role will require close collaboration with other functions, such as, but not limited to: Contracts, Program Management, Finance, Accounting, Business Winnings, and Business Development to ensure the successful execution of the assigned portfolio.
The candidate also reviews documentation for subcontracts to ensure compliance with industry and government contract requirements and internal BAE Systems policies and procedures. Prepares Cost Analysis and/or Price Analysis, negotiation memos, written reports, letters, and memoranda required for internal and external distribution. Maintains CPSR compliant subcontract files. Prepares and presents briefings to Programs and Management on subcontracting matters. Leads and coordinates subcontracting activities with various internal and external sources. Able to assess, prioritize, drive issues to closure and be assertive when required.
It is preferred that the successful candidate resides in the Metropolitan Washington DC area.
This role is considered Hybrid. Requiring 2 days in office and the 3rd day flexible.
Duties will include, but are not limited to the following:
- Build, Review, and approve CPSR compliant file documentation
- Represent BAE Systems as the official interface between program management and other external suppliers
- Prepare proposal and other business documents for execution. Examples include Request for Proposal, price analysis, small business plans, and written narrative documents related to subcontractor’s requirements and/or performance
- Review and verify accuracy and completeness of proposal packages
- Coordinate subcontractor proposals with internal team
- Review subcontractor proposals and negotiate the terms and conditions
- Prepare subcontract documents and amendments, including identification and inclusion of cascaded requirements from the prime contract ensuring terms and conditions will be appropriate
- Prepare reports and contractual correspondence for project management
- Coordinating and providing advice and interpretation of contract/subcontract requirements to both internal and external customers
- Perform price analysis to ensure reasonableness of pricing for BAE Systems in accordance with regulatory requirements and company policies
- Perform subcontract closeout actions, complete file documentation, and transfer files accordingly
- Perform other responsibilities associated with this position as may be appropriate and/or required
Required Education, Experience, & Skills
- Requires a Bachelor’s degree or equivalent experience and 5+ years or prior relevant experience or Master’s degree with 2+ years of prior relevant experience.
- Experience supporting Department of War programs
- Successful background of using negotiating skills to maximize organizational return, minimize risk, improve price and terms and conditions positions.
- Strategic/Critical Thinking
- Experience managing diverse subcontractors, both large and small businesses
- Strong working experience generating, negotiating and executing major subcontracts/purchases.
- ns (FAR), Defense Federal Acquisition Regulations (DFAR) and defense contracting
- Must be able to clearly communicate, including presenting status updates and issues to senior management, internal partners, and suppliers
- Proficiency with Microsoft Office (Excel, Word, Power Point)
- Excellent time management/organizational skills
- Must have the organizational skills to manage concurrent projects and possess the business acumen to appropriately prioritize actions and del effectively with subcontract management issues of varying degrees of complexity.

Pay Information
Full-Time Salary Range: $82779 - $140723
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
