Role Summary

The Estimating Manager 2: Mechanical/Piping - Power role is responsible for the preconstruction management process for the mechanical and piping portions for multiple and/or complex power generation pursuits. The role collaborates with preconstruction, operations, engineering partners, OEMs, trade partners, and suppliers to identify cost, constructability, schedule, procurement, and commercial risks. All activities will be performed in support of the strategy, vision and values of JE Dunn.

Key Role Responsibilities - Core

ESTIMATING FAMILY - CORE
• Performs quantity surveys of mechanical and piping materials and systems shown in project plans and technical documents.
• Reads and outlines project specifications.
• Maintains an audit trail of the quantity survey from estimate to estimate.
• Supports vendor/subcontractor pricing/bid solicitation and coordination.
• Supports the distribution of plans and specifications to vendors/subcontractors.
• Works collaboratively and create relationships with a variety of stakeholders, such as project team members, subcontractors, vendors and clients.
• Gains understanding of self-perform estimating.
• Gains field operational exposure through onsite project support, as opportunities exist.

Key Role Responsibilities - Additional Core

In addition, this position will be responsible for the following:
• Prepares complex mechanical and piping cost estimates for site studies, competitive bids and negotiated proposals across multiple projects.
• Prepares material, equipment, labor, subcontract, and other cost summaries using vendor and subcontractor quotations.
• Reviews mechanical and piping system options during preconstruction, completes comparative cost analyses, and supports value engineering recommendations.
• Evaluates sequencing, installation approach, labor productivity, temporary systems, and schedule requirements for mechanical and piping scopes.
• Applies a thorough understanding of mechanical, process piping, plumbing, and related power generation systems to evaluate scope completeness, constructability, and value options with project stakeholders.
• Tracks value creation items from development through estimate inclusion and documents the basis, assumptions, and status within project records.
• Develops and maintains qualified mechanical and piping bidder lists aligned with project and market requirements.
• Develops and manages mechanical and piping scopes of work, responsibility matrices, bidder instructions, plan and specification distribution, and pricing coordination for vendors and subcontractors.
• Completes bid analyses and provides recommendations during vendor and trade partner selection.
• Incorporates project schedule, logistics, site conditions, work packaging, modularization, and outage or tie-in constraints into project estimates.
• Collaborates with operations, engineering partners, OEMs, and field leadership to perform constructability, coordination, and estimate reviews of project documents.
• Provides professional, comprehensive, and auditable deliverables at the completion of each major estimate.
• Identifies scope gaps, overlaps, exclusions, assumptions, allowances, and contingency needs and clearly communicates them to the pursuit team.
• Assists with site logistics reviews including the development of temporary cooling / heating plans.
• Improves project profitability opportunities by applying thorough understanding of insurance structures, fees and rates.

• Knowledge of field operations through project support.
• Ability to prepare quantity surveys.
• Knowledge of Lean process and philosophy.
• Knowledge of specific trades and scopes of work.
• Knowledge of labor productivity, crew composition, equipment usage, and installation production rates.
• Knowledge of MBE (minority business enterprise), WBE (women’s business enterprise), and SBA (small business administration) regulations (Intermediate).
• Ability to analyze and develop general requirements and indirect cost for assigned scopes.
• Ability to analyze project level General Requirement estimates for incorporation into mechanical / piping scopes of work.
• Ability to develop proficiency in JE Dunn estimating, model review, and preconstruction technology.
• Advanced understanding of natural gas and thermal power generation systems as they relate to mechanical equipment, process piping, plumbing, utility systems, and balance-of-plant construction.
• Ability to read and interpret process flow diagrams, piping and instrumentation diagrams, equipment data sheets, specifications, plot plans, line lists, and other technical documents used to define mechanical and piping scope.
• Knowledge of major power generation mechanical and piping cost drivers, including material quantities, alloy and pressure class requirements, fabrication, modularization, labor productivity, testing, flushing, cleaning, insulation, coatings, and commissioning support.
• Understanding of EPC, construction-only, and other delivery models and how scope allocation, design maturity, procurement strategy, and risk affect the estimate.
• Develops conceptual piping layouts, routing, quantities, and system assumptions for estimating purposes when design information is incomplete, particularly for indicative and early-phase estimates. Uses available process information, equipment data, site constraints, and design criteria to establish a documented estimate basis.
• Reviews and challenges engineering partners on system sizing, piping routing, design calculations, material specifications, pressure classes, and other design assumptions to validate scope completeness, constructability, cost efficiency, and alignment with the estimate basis.

Education

- Bachelor’s degree in construction management or related field (Preferred)

- In lieu of the above requirements, equivalent relevant experience will be considered.

Experience

• 5+ years estimating experience (Preferred).
• 8+ years construction experience (Preferred).
• Experience estimating mechanical and piping scopes for thermal power facilities or similar industrial power facilities from conceptual through IFC design.
• Experience supporting EPC or construction-only power generation pursuits and projects (Preferred).
• Field or operations experience related to installation of mechanical equipment and piping systems (Preferred).

CERTIFICATIONS AND PROFESSIONAL AFFILIATIONS
• Successful completion of company training and role-specific professional development coursework, within required timeframe (Required).
• Successful completion of OSHA 30 training, within required timeframe (Required).
• Successful completion and maintenance of First Aid Certification, CPR (Required).
• Membership in relevant industry and community organizations (Preferred).

Working Environment

- Valid and unrestricted drivers license required
- Must be able to lift up to 10 pounds
- May require periods of overnight travel
- Must be willing to work non-traditional hours to meet project needs
