AATC Senior Operational Test Program Manager

Overview: As a Senior Operational Test Program Manager with MTSI, you will lead Open System Enclave (OSE) and Command, Control, Communications, and Battle Management (C3BM) initiatives that enhance Air Reserve Component (ARC) aircraft capabilities in alignment with ARC WEPTAC priorities. In this role, you will foster strong program office partnerships, identify and pursue funding opportunities, evaluate emerging technologies, and lead developmental and operational test activities for Air National Guard and Air Force Reserve Command Test Center (AATC) programs supporting ARC platforms including F-15, F-16, F-35, HH-60, and C-130. You will oversee system integration efforts, guide software and hardware architecture implementation, and support test event planning, execution, and analysis for advanced combat systems in a dynamic, multidisciplinary environment located in Tucson, AZ.
Duties will include but are not limited to:
- Manage a portfolio of developmental and operational test events, ensuring coordinated and successful execution across multiple programs.
- Develop and track program goals, roadmaps, milestones, and performance against established plans.
- Coordinate test infrastructure, scheduling, provisioning, and execution.
- Collaborate with test directors, systems engineers, flight test engineers, operators, and other stakeholders to align technology solutions with AATC and ARC requirements.
- Participate in program-level reviews including Concept Reviews and Test Readiness Reviews.
- Translate complex technical findings into clear, actionable recommendations for AATC leadership.
- Advise government personnel on advancements in OSE and Battle Management technologies and support the integration of new capabilities into ARC aircraft.
- Interface directly with government leaders, program offices, and industry partners to communicate programmatic and technical developments.
- Lead conceptual and technical implementation of required software and hardware architectures, ensuring alignment and synchronization with relevant program offices.
- Provide subject matter expertise in fighter weapon systems, tactical operations, operational and developmental testing, and CONOPs development.
- Apply analytical techniques and data management tools, including Microsoft Office applications, to support program decision-making.
- Contribute within fast-paced teams composed of military, government, industry engineers, analysts, scientists, pilots, and aircrew.
- Support AATC from concept through fielding in the development of advanced combat systems as part of a high-energy, independent, multidisciplinary environment.

Qualifications:
- Minimum of 15 years of operational/developmental test experience, software testing, or practical engineering.
- Experience in aircraft modification programs and airworthiness certification process.
- Strong background in USAF fighter systems, tactical employment, and development of tactics, techniques, and procedures (TTPs).
- Understanding of ARC systems and their interfaces with Air National Guard and Air Force Reserve aircraft.
- Demonstrated experience in aircraft test and development, including test planning, scheduling, execution, and reporting.
- Proven ability to work within integrated product teams and effectively interface with customers.
- Strong analytical skills and ability to manage multiple priorities in a dynamic environment.
- Excellent written and verbal communication skills for reports, briefings, and technical guidance.
- Ability to collaborate effectively with program offices, DoD agencies, and senior U.S. and foreign government officials.
- Demonstrated leadership abilities.
- Valid driver’s license with an insurable driving record.
- Highly motivated, self-driven, and comfortable in high-energy independent work environments.

Desired Skills:
- Lean Six Sigma Green Belt or higher accreditation.
- Experience with Modular Open Systems Approach (MOSA) and Sensor Open Systems Architecture (SOSA)
- Experience with the DoW 5000 Series and Adaptive Acquisition Framework processes to interface with various DoW System Program Offices.
- Experience working with classified special access programs.
- Graduate of a U.S. Test Pilot School or Weapons Instructor Course.
- Knowledge of aircraft ethernet bus systems.
- Understanding of cybersecurity approval processes.

Education Requirements:
- Bachelor’s degree in a technical or engineering discipline required.
- Master’s degree in a technical or engineering discipline preferred.

Clearance Requirements:
- Current Secret security clearance
- Must be able to obtain and maintain a Top-Secret clearance and meet Special Access Program (SAP) eligibility requirements.

Travel Requirements:
- Intermittent travel up to 20 percent, including occasional multi-day test deployment support.
