On behalf of DSIT, we are looking for a Business Analyst Inside IR35 for a 6 months contract based hybrid London

As a Business Analyst , your main responsibilities will be:
Key Responsibilities
- Lead business analysis activities across complex government digital and technology procurement initiatives .
- Work with policy, commercial, delivery, technical and operational stakeholders to define procurement scope and requirements.
- Translate business needs into outcome-based supplier requirements, service specifications, evaluation criteria and procurement documentation.
- Support procurements involving IT service providers, managed service suppliers, digital delivery partners and platform-based services.
- Develop clear, prioritised, testable and traceable requirements aligned to departmental objectives and service strategies.
- Produce requirements catalogues, traceability matrices, options papers and governance materials to support procurement decisions .
- Assess current and future operating models, ensuring supplier solutions support long-term organisational objectives .
- Facilitate workshops with senior stakeholders to gather requirements, build consensus and resolve competing priorities.
- Challenge unclear or solution-led requirements, ensuring procurements remain focused on business outcomes and value for money.
- Conduct business impact assessments, feasibility studies and change analysis to support procurement and transformation activity.
- Work closely with commercial and technical teams to ensure requirements are accurately reflected throughout the procurement lifecycle.
- Ensure all business analysis activities are delivered through robust and auditable governance processes.
Essential Experience
- Proven experience as a Senior or Lead Business Analyst supporting government or public sector digital procurements.
- Strong understanding of public sector procurement processes and outcome-based procurement approaches.
- Experience working with technology suppliers, managed service providers, systems integrators or outsourced service partners.
- Demonstrable experience developing procurement requirements, supplier questions and evaluation criteria.
- Strong stakeholder management skills with the ability to engage and influence senior leaders .
- Experience facilitating workshops and driving agreement across diverse stakeholder groups.
- Excellent requirements management , traceability and documentation skills.
- Strong understanding of digital transformation, technology-enabled change and service delivery models.
- Ability to bridge the gap between business, commercial and technical teams.
Desirable Experience
- Experience supporting central government digital transformation programmes.
- Familiarity with Digital Delivery Partner, Managed Service or Platform Service procurements.
- Knowledge of government governance frameworks and assurance processes.
- Experience working within highly regulated or complex public sector environments.
Ideal Candidate
- An experienced Senior Business Analyst with a strong background in government digital and technical procurement .
- Comfortable working at the intersection of business, commercial and technology teams.
- Experienced in procuring and managing relationships with IT suppliers, managed service providers and service-based delivery partners .
- Able to translate strategic business objectives into procurement outcomes that deliver measurable value and support long-term service transformation.
