ABOUT CARVER FEDERAL SAVINGS BANK

Founded in 1948 and headquartered in Harlem, Carver Federal Savings Bank is the nation's largest and oldest continually Black-operated bank, a U.S. Treasury certified Community Development Financial Institution (CDFI) and federally designated Minority Depository Institution (MDI). For over 75 years, Carver has served the communities of Harlem, Brooklyn, and Queens with the conviction that access to quality financial services and real economic opportunity should not be determined by neighborhood or circumstance.

We reinvest more than 70 cents of every deposit dollar back into the communities we serve, 10 points above the CDFI standard. We hold an Outstanding rating on our Community Reinvestment Act examination. We are in a period of deliberate transformation, growing our institution, strengthening our team, and deepening our impact. The leaders who join Carver now will help determine what that next chapter looks like.

THE ROLE

The District Manager is the performance engine of Carver's branch network. This leader owns the operating results, culture, and talent across all branches within the district, translating strategy into daily execution and holding every branch to the standard Carver is building.

The District Manager at Carver is not an administrator of activity. They are the direct connection between the enterprise strategy and the branch teams executing it every day. This role requires a leader who can read a market, develop a team of Branch Managers, hold performance accountability with precision, and represent Carver in the communities it serves with credibility and conviction.

In a period of deliberate transformation, the District Manager plays an outsized role. They set the tone for what is expected, equip Branch Managers to meet it, and create a culture of performance and purpose that extends across every branch in the district.

RESPONSIBILITIES

Branch Network Performance and P&L Leadership

- Own the district P&L with full accountability for deposit growth, loan production, fee income, and expense management across all branches, aligned to Carver's enterprise financial plan

- Drive consistent, measurable performance improvement across all branches through structured accountability cadences, clear expectations, and a relentless focus on results

- Review branch scorecards, production reports, and financial data with rigor, identifying performance gaps, growth opportunities, and resource needs, and acting on findings with urgency

- Translate enterprise goals into branch-level execution plans with clarity and precision, ensuring every Branch Manager understands their targets, their timeline, and what success requires

Sales Culture and Revenue Activation

- Champion and reinforce Carver's culture of advice across all branches, ensuring every client interaction reflects the standard of a financial advisory destination, not a transaction point

- Model and inspect the behaviors that drive growth: structured outbound business development, disciplined pipeline management, and proactive community outreach

- Partner with the Head of Consumer & Community Banking to roll out sales programs, incentive plans, and productivity initiatives across the district

Client Experience and Escalated Concern Resolution

- Set the client experience standard for the district and hold every branch accountable to it, monitoring NPS results, complaint trends, and service quality indicators with the same rigor applied to financial metrics

- Serve as the point of escalation for complex, sensitive, or high-impact client concerns that require management authority, exercising sound judgment and acting with urgency to protect both the client relationship and the institution

- Conduct regular branch visits with a client experience lens, observing interactions, identifying coaching opportunities, and ensuring the branch environment reflects Carver's standards and values

Branch Manager Development and Talent Leadership

- Recruit, develop, and retain Branch Managers who can run their branches as businesses, selecting candidates whose skills, values, and leadership potential align with what Carver is building

- Lead each Branch Manager through structured, consistent coaching conversations grounded in their individual performance data, development goals, and Carver's collective results

- Partner with HR and the Head of Consumer & Community Banking to manage performance range across Branch Manager talent, recognizing top performers and addressing underperformance with clarity and care

Community Presence and Institutional Partnership

- Represent Carver within the communities the district serves, building and sustaining relationships with nonprofits, civic organizations, faith institutions, and community development organizations

- Support Branch Managers in developing and executing local market strategies that generate deposit growth and position Carver as the financial institution of choice in each neighborhood

Operational Integrity and Regulatory Compliance

- Ensure all branches within the district maintain full adherence to regulatory requirements including CRA, BSA/AML, OFAC, Regulation E, and Carver's internal policies, sustaining an audit-ready standard as the operational baseline

- Partner with the Retail Operations Manager to review operational performance data, exception reports, and audit findings across the district, holding branches accountable for clean operations

- Deliver clear, accurate, and timely performance reporting to the Head of Consumer & Community Banking with full transparency on results, risks, and resource needs

QUALIFICATIONS

Required

- 7 or more years of progressive financial services experience with demonstrated multi-branch or multi-unit leadership and a verifiable record of meeting or exceeding performance goals

- Proven track record of developing Branch Manager-level talent, coaching, assessing, and building leaders who perform and grow

- Business development acumen with the ability to build institutional relationships, pursue market opportunities, and grow a district through presence, credibility, and consistent follow-through

- Deep working knowledge of retail banking regulatory requirements including BSA/AML, CRA, OFAC, and Regulation E

- Strong analytical capability with the ability to read performance data, identify trends, and translate findings into clear, actionable plans executed with urgency

- Bachelor's degree preferred; equivalent professional experience in lieu of degree will be considered

- NMLS registration required within 30 days of hire

Preferred

- Experience in CDFI or MDI banking environments, or comparable mission-driven financial services organizations

- Familiarity with SBA lending, community development lending, or institutional deposit strategies
