About the Role
We are looking for a proactive, empathetic and experienced Deputy Manager to join our Hackney Young People Pathway within the 18+ services.
This role is focused on delivering high-quality housing-related support for care leavers, young people, asylum seekers, UASC, young people in housing need and young people experiencing mental health issues.
As Hackney Young People Pathway Deputy Manager, you will support the Young People’s team to deliver an empathetic, safe and effective supported housing service that enables young people to sustain their tenancies, develop independent living skills, manage risk positively and prepare for successful move-on. You will help ensure the service is delivered in line with Outward’s policies and procedures, contractual requirements, and our values of engage, enable and empower.
Your Responsibilities
As Hackney Young People Pathway Deputy Manager, you will:
· Uphold the rights of young people to be involved in decisions that affect their lives, ensuring they are treated with dignity and respect.
· Lead and support the Young People’s team to provide practical and emotional housing-related support, including key working, support planning, risk management and move-on planning.
· Allocate suitable key workers to young people and monitor the quality, consistency and effectiveness of key work sessions and outcome tracking.
· Work in partnership with other professionals and agencies to provide holistic support that helps young people develop life skills and achieve agreed outcomes.
· Promote the safety and wellbeing of young people by responding appropriately to risk, safeguarding concerns, accidents and incidents, and lessons learned reviews.
· Ensure young people are actively involved in the running of their homes and the delivery of the service, including through house meetings and coaching workshops.
· Manage housing and property management processes, including voids, referrals, relets, tenancy sustainment, rent and service charge income, repairs, health and safety checks, and safe living environments.
· Provide line management, supervision, appraisal, mentoring and performance support to staff, ensuring fair allocation of key working and appropriate staff deployment.
· Maintain accurate records, produce performance information, support audits and inspections, and attend commissioner, provider and multi-agency meetings as required.
· Work flexibly, including evenings, weekends and occasional bank holidays, and provide front line shift cover where necessary to meet contractual requirements.
Requirements
Essential Criteria
· Good understanding of the issues faced by care leavers, young people, asylum seekers, UASC, young people in housing need and young people experiencing mental health issues.
· Experience of delivering or managing housing-related support services for young people or people with complex needs.
· Experience of supporting people to sustain tenancies or licences, develop independent living skills, manage risk and move on to more independent accommodation.
· Good understanding of safeguarding, risk management, accident and incident reporting, and multi-agency working.
· Experience of supervising, supporting or line managing staff, including performance management, rota cover and allocation of work.
· Knowledge of housing management processes, including voids, referrals, relets, rent arrears, service charges, health and safety checks, repairs and tenancy breaches.
· Ability to work in partnership with young people, colleagues, commissioners, housing teams and external professionals.
· Ability to keep accurate records, produce performance information and prepare for audits, inspections and contract monitoring.
· Ability to work flexibly, including evenings, weekends, occasional bank holidays and out-of-hours emergencies as required.
· Staff must have access to a smartphone capable of receiving SMS messages and installing authentication apps for secure systems access.

Desirable Criteria
· NVQ Level 2 or 3 in Health and Social Care, Housing, Youth Work or equivalent.
· Additional training in safeguarding, trauma-informed practice, mental health, coaching, housing legislation or supported housing management.
· Experience of working with care leavers, UASC, asylum seekers or young people within a supported housing pathway.
· Experience of supporting resident involvement, co-production, house meetings or skills-based workshops.
