POSITION DESCRIPTION:

- This position serves as the program’s Human Resources liaison and independently performs intermediate-level HR functions. Responsibilities include coordinating and completing daily HR activities, maintaining organizational records, and ensuring compliance with data privacy requirements. Provides consultation and guidance on Personnel related matters to Management. Provides recommendations regarding feasible solutions.

- Assists in various aspects of Human Resource administration and procedures. Ensures the maintenance of confidentiality relative to all aspects of Human Resources.

- Process recruitment and personnel transactions such as advertising vacancies, processing hires and separations, and preparing personnel action requests. Ensures that all positions are filled in accordance with the Career Service Rules, policies and procedures of Department of Management Services, applicable labor contracts and departmental procedures.

- Develops and implements records management and assures compliance with program. Manage records and organizational maintenance, including updating position descriptions, organizational charts, and staff directories, and generating reports using Axiom Pro and other HR systems.

- Conducts a check of Department of Motor Vehicle database of driver's license for all employees assigned to Headquarters, Detention Services and notifies Assistant Secretary or Deputy Assistant Secretary of any issues, i.e., suspensions, expired licenses, unpaid traffic fines, etc.

- Safeguards confidential information, performs document redactions, and completes Public Records requests in accordance with established standards.

- Supports employee relations and administering leave programs, including processing sick leave donation requests and coordinating corrective action plan (CAP) updates. Tracks all military leave. Works with Headquarters' Payroll Liaison to track all military orders and training dates for employees. Ensures that all necessary information is received from employees.

- Assists with tracking of discipline. Responsible for the maintenance of a file on all disciplinary actions. Ensures that a copy of signed action is forwarded to Bureau of Human Resources for filing in appropriate employee's file.

- Prepares and generates reports as needed.

- Tracks Workers’ Compensation claims and Extended Medical Leave for Detention Services. Coordinates with the Headquarters Liaison to monitor claims and lost time. Works with facility liaisons and leadership to obtain required employee information and ensure timely processing of medical certifications. Maintains daily updated logs for all cases. Provides bi‑weekly roll‑up reports and conducts weekly reviews with the Assistant Secretary and Deputy Assistant Secretary. Ensures staff understand alternate duty policies and provides training on Workers’ Compensation and Extended Medical Leave procedures as needed.

- Reviews requests for classification actions. Prepare appropriate paperwork as required by rules and regulations. Ensure position descriptions and organization charts are appropriate.

KNOWLEDGE, SKILLS AND ABILITIES

- Knowledge of methods of data collection and analysis.

- Knowledge of basic management principles and practices.

- Knowledge of agency, state, and federal rules, and regulations.

- Knowledge of purchasing processes. Knowledge of training techniques and presentations.

- Ability to work independently.

- Ability to plan, organize, and coordinate work assignments.

- Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS :

- High School diploma

- Valid Driver’s License

- Ability to pass background checks and drug screening.

PREFERRED QUALIFICATIONS:

- Bachelor’s degree in human resources or related field; or 1-3 years’ experience.

- Knowledge of Florida labor laws

- Good written and verbal communication skills

- Ability to work independently and meet deadlines

- No prior discipline within the last two years.

PREFERENCE WILL BE GIVEN TO CANDIDATES WITH:

- One or more years of experience in Human Resources or related field

- Candidates with experience using the Human Resources Employment System (HRES)

If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable. Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
