About this role

POSITION GOAL:

The Program Controls Manager will lead the development, implementation, and management of program controls systems for complex civil engineering and infrastructure programs. This role is responsible for establishing effective processes for cost management, scheduling, forecasting, risk management, change control, reporting, and performance measurement throughout the program lifecycle.

This position will work closely with project managers, engineering teams, contractors, consultants, finance, procurement, and executive leadership to ensure programs are delivered safely, efficiently, and in accordance with approved scope, budget, schedule, and quality requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Develop and maintain the overall program controls framework, procedures, standards, and reporting requirements. Establish program baselines for scope, cost, schedule, and performance.

- Monitor program performance to identify trends, deviations, and improvement opportunities, while ensuring compliance with organizational policies, contractual requirements, and industry standards.

- Monitor and maintain cost control systems and evaluate overall performance, identifying any variances. Implement appropriate corrective actions as needed.

- Review contractor and consultant costs to manage commercial activities. Update estimates and cash-flow forecasts.

- Develop and maintain effective risk and opportunity management processes, including identification, assessment, mitigation planning, and monitoring.

- Maintain change logs, risk registers, and relevant management reports. Escalate significant risks, emerging trends, and potential impacts to program leadership in a timely manner.

- Develop executive dashboards, performance reports, forecasts, and KPIs, using earned value management or suitable measurement methods as needed.

- Provide regular reports on costs, schedules, risks, and program performance. Analyze data and offer recommendations to leadership.

- Lead and mentor project controls professionals, setting roles, performance expectations, and development plans.

- Promote teamwork and consistent project control practices among project teams.

- Facilitate coordination among engineering, construction, procurement, finance, and commercial departments.

Qualifications

POSITION REQUIREMENTS:

Education:   Bachelor's degree in Engineering, Construction Management, or Project Management from an accredited college or university. Master's degree in business administration, Engineering, or Construction Management preferred.

Job Classification: Salaried (Exempt)

Report to: Department Head

Required Qualifications: 15+ years of experience in project controls, program controls, construction management, engineering, or a related discipline. Experience managing controls for large, complex civil infrastructure or capital programs. Demonstrated experience with cost management, scheduling, forecasting, risk management, and change control. Experience managing project controls teams and coordinating multidisciplinary project organizations. Experience with earned value management and integrated cost/schedule management, contract administration, procurement, and changement management preferred.

Communication Skills: Excellent verbal and written communication skills.

Technical Skills:  Proficiency with Primavera P6, Microsoft Project, Oracle, SAP, EcoSys, Deltek, Power BI, or similar project controls and reporting platforms preferred

Supervisory Responsibilities: Supervises the work of less experienced staff; manages departmental staffing; mentors and supervises senior level staff.  May lead tasks and/or projects of moderate to advanced complexity. Generate project reports, schedules, and forecasts for their respective department.

Physical Demands: Must be able to sit, walk, stand, reach with hands and arms, stoop or kneel, climb, or balance, talk, or hear, and use fingers and hands to feel objects tools or control.

Must be able to lift and/or move up to 25 pounds on occasion.

Working Environment: This position typically operates in a combination of office, project site, and remote environments depending on program requirements. The role may require travel to construction sites, design offices, contractor facilities, and client locations.

Continuing Education: Complete state-required competency. Attend job-related seminars and workshops.

Pay Range:  $151,721 -160,163 per year
