Construction Accounting Manager (7957)

SUMMARY :

This position manages construction accounting for capital projects and ensures accurate, timely financial reporting, budgeting, forecasting, cost control, and compliance with Generally Accepted Accounting Principles, applicable regulatory and advisory requirements, and Tribal Minimum Internal Control Standards. The Construction Accounting Manager serves as a sole contributor and coordinates closely with project stakeholders to support effective financial oversight and decision-making.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Provide outstanding customer service to guests and all other employees by exceeding our mission st Review, validate, and process contractor, subcontractor, and consultant pay applications to ensure accuracy, completeness, and compliance with contract terms.

- Verify supporting documentation for payment requests, including lien waivers, insurance certificates, certified payroll reports, change orders, subcontract agreements, and other required compliance documentation.

- Monitor and reconcile Schedule of Values (SOV) to ensure billed amounts align with project budgets, approved contracts, and project progress.

- Calculate, track, and reconcile retention balances in accordance with contractual requirements and applicable regulations.

- Review and process change orders, ensuring proper approval, coding, and financial impact analysis prior to payment.

- Coordinate with project managers, construction managers, and third-party contractors to resolve billing discrepancies and documentation deficiencies.

- Maintain accurate records of contract commitments, project costs, pending change orders, retainage, and payment status.

- Ensure compliance with internal controls and approval workflows before releasing payments.

- Assist with construction project cost reporting, budget-to-actual analysis, and forecasting of project expenditures.

- Support audits by maintaining organized documentation and providing timely responses to internal and external audit requests.

- Monitor contract compliance and identify potential risks related to overbilling, unsupported payment requests, or budget overruns.

- Ensures compliance with all financial internal controls and Tribal, State and Federal regulations.

- Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all business units, and oversee all financial, project and grants accounting.

- Manage the preparation of construction and development budgets, review budget proposals, and prepare supporting documentation and justification.

- Maintains automated systems that provide expenditures controls and reporting capabilities.

- Produce all-in development/construction budgets for all projects including soft costs, hard costs, and financing expenses.

- Produce month over month budget-to-actuals: construction summary reports tracking cost expenditures to projected budgets, expected income, membership and real estate sales deposits, and reconciling cash versus accrual records.

- Produce cash flow projections on all construction and development projects: forecast cost-to-complete based on construction contracts and soft cost expenditures based on input from the development team.

- Build operational and staffing budgets and track financial performance for operational assets.

- Maintain excellent communications with all Vice Presidents, Executive Directors, Directors and Managers.

- Implements approved departmental policies and procedures and recommend updates related to construction accounting operations.

- Responsible for all necessary record keeping.

- Comprehensive understanding of forecasting, budgeting, scheduling, productivity, inventory controls (if applicable), P&L analysis, and cost controls.

- Ensure the budget for the department is monitored and adhered to by implementing effective processes and procedures.

- Prepare necessary data for the budget in area of responsibility; project annual costs and monitor actual results; take corrective action where necessary.

- Keep abreast of competitive changes including industry trends and local competitive set.

- Develop, maintain and nurture a positive work environment.

- Responsible for maintaining a disciplined environment and implementing practices that promote safety, quality and productivity.

- Ensure compliance with all Minimum Internal Control Standards (MICS) as well as all Tribal Internal Control Standards (TICS).

- Present a positive image of the Tribal organization to its guests and vendors and to assist them as required.

- Must follow all safety policies and procedures and attend all scheduled safety meetings and training as a condition of employment.

- Able to make difficult decisions in a fair and honest manner.

- Strong verbal and written communication skills.

- Perform any other duties that may be assigned from time to time.

SUPERVISORY RESPONSIBILITIES:

This position is a sole-contributor role and has no direct or indirect supervisory responsibilities.

Qualifications

EDUCATION AND EXPERIENCE (MUST BE DOCUMENTED):

- Bachelors degree preferred in related field (or equivalent experience).

- Seven (7) years of progressively responsible accounting experience.

- A minimum of five (5) years of experience in construction accounting working for a construction firm, project accounting, or a closely related field.

CERTIFICATION, LICENSES AND ANY ADDITIONAL REQUIREMENTS:

- Must pass periodic random drug screens.

- Must be able to pass background suitability investigation.

- Must obtain a Tribal Gaming License.

- Must obtain all other applicable certifications and licenses.

- Must provide proof of eligibility to work in the United States within 72 hours of employment.

- Some enterprises are open 24 hours per day, 7 days per week; therefore, you must be flexible to work any and all hours.

- Must be available for emergency calls 24/7.

- Must be available to work weekend and holidays.

- Some enterprises are gaming facilities.

- Some enterprises are not a smoke-free environment.

- Surveillance cameras and audio equipment monitor the premises recording activity throughout most of the facilities 24 hours per day, 7 days per week basis.
