## Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a liquefied natural gas production and export facility on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The base scope includes two identical LNG trains, two LNG storage tanks, one LNG carrier berth, and associated utilities and facilities. The project is located along State Highway 87 south of Port Arthur, Texas. Bechtel is executing site civil, marine, and supporting construction scopes through an integrated EPC and self-perform delivery model.

Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate, serves as Bechtel’s construction equipment asset manager across its business lines. BEO supports projects with equipment planning, lease-versus-purchase analysis, tool and consumable forecasting, scaffold estimating and supply, and construction fleet utilization strategies.

## Job Summary:

The Purchasing Specialist is a senior field procurement position within Bechtel Equipment Operations. The position is based at the Port Arthur LNG Project Site and reports to the BEO Field Procurement Manager. The specialist independently leads the formation, award, and administration of purchase orders, rental agreements, and related commercial arrangements supporting field execution.

The successful candidate will bring extensive construction supply chain experience and strong category knowledge across heavy equipment, small tools, scaffolding, formwork, rigging, lifting accessories, consumables, and related maintenance and field services. The role works closely with Equipment Operations, Construction, Engineering, Project Controls, Finance, Accounts Payable, suppliers, and other procurement personnel to forecast demand, develop sourcing strategies, secure commercially sound commitments, and maintain continuity of supply in alignment with project schedules. #LI-TH1

## Major Responsibilities:

- Formation and administration of field equipment, tools, and consumables purchases and rentals, including ensuring equipment on and off rentals are coordinated with vendors
- Prepares, maintains, and monitors vendor performance, ensuring input is received from all procurement functions and other operational groups
- Participates in the negotiations if required of terms and conditions, seeking guidance form legal if required
- Tracks commitment and works with construction on extension of field equipment rentals
- Ensures timely payment of vendors, working with AP and construction to ensure input is received and issues resolved

## Education and Experience Requirements:

- Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience i nlieu of degree.

## Required Knowledge and Skills:

- Knowledge of procurement formation, administration, and closeout for purchase orders and rental agreements.
- Demonstrated ability to apply sound commercial judgment to complex or high-risk commitments involving schedule sensitivity, supplier performance, and project execution impacts.
- Knowledge of construction equipment, small tools, scaffolding, formwork, rigging, consumables, equipment services, and related field support requirements.
- Understanding of rental agreement structures, insurance requirements, maintenance responsibilities, loss provisions, billing practices, and rental-versus-purchase considerations.
- Experience preparing bidders lists, supporting bidder qualification, issuing requests for quotation, evaluating commercial proposals, and preparing award recommendations.
- Experience negotiating pricing, rental rates, delivery schedules, freight, service levels, warranty terms, maintenance responsibilities, insurance requirements, and other commercial provisions.
- Ability to coordinate with BEO, Construction, Finance, Accounts Payable, suppliers, and other project stakeholders to resolve commercial, invoice, documentation, and execution issues.
- Familiarity with applicable procurement procedures, ethical business practices, documentation requirements, delegated authority, and approval workflows.
- Ability to identify commercial and execution risks, recommend mitigation actions, and escalate issues that may affect cost, schedule, or project execution.
- Knowledge of Digital Supply Chain System (DSCS), Project Equipment Management System (PEMS), reporting tools, and data requirements used to track commitments, supplier performance, savings, utilization, and closeout status.
- Working knowledge of field procurement priorities, including urgent site support, continuity of supply, equipment availability, and coordination with construction execution needs.
- Strong communication, negotiation, organization, and problem-solving skills, with the ability to manage multiple priorities in a fast-paced field environment.
