Job Summary
This position provides comprehensive human resources support for the University, administering employment transactions, position management, time and leave administration, leave of absence programs, employment authorization compliance, employment verifications, workers' compensation, records management, and related HR processes. The position serves as a resource to supervisors, employees, applicants, and department representatives regarding Civil Service rules, University policies, and human resources procedures while ensuring compliance with federal, state, Civil Service, and University regulations. The position may provide front office coverage, supervise student workers, and support other HR functions as assigned.

Job Description
As part of a Career Progression Group, vacancies may be filled from this recruitment as a Human Resources Analyst A, B, or C depending on the level of experience of the selected applicant(s). The maximum salary for the Human Resources Analyst C is $3,469.60 biweekly. Human Resources Analyst A- Starting salary $18.04 hourly

Duties and Responsibilities
30% Time and Leave Administration
- Administer the University's absence and leave programs.
- Maintain leave accruals and balances for eligible employee groups.
- Audit and reconcile leave records and correct discrepancies.
- Assist departments and timekeepers with leave entry and leave administration in Workday.
- Calculate prior state service and adjust leave balances as appropriate.
- Process leave certifications, transfers, and leave payouts for separating employees.
- Serve as a resource regarding leave policies and procedures.
- Develop and monitor leave-related reports and data.
25% Leave of Absence & FMLA Administration
- Process Leave Without Pay (LWOP) requests.
- Initiate and process sabbatical leave requests.
- Monitor employee leave of absence activity.
- Administer Family and Medical Leave Act (FMLA) cases.
- Determine employee eligibility and applicability of FMLA provisions.
- Inform employees of their rights and responsibilities under FMLA.
- Track FMLA usage and maintain required documentation.
- Coordinate leave-related benefit actions with Benefits staff.
15% Employment Authorization & Compliance
- Ensure completion and compliance with Form I-9 requirements.
- Process E-Verify transactions within required deadlines.
- Maintain employment authorization records.
- Enter and maintain employee identification and work authorization information in Workday.
- Ensure compliance with federal employment eligibility requirements.
15% Workers' Compensation Administration
- Process and monitor workers' compensation claims.
- Submit claim information through applicable claims management systems.
- Coordinate with the Louisiana Office of Risk Management.
- Communicate with employees, supervisors, medical providers, and external agencies regarding claims.
- Calculate workers' compensation leave credits and coordinate payroll and leave adjustments.
- Maintain workers' compensation records and related documentation.
10% Employment Verification & Separation Processing
- Process employment verification requests from financial institutions, government agencies, and other authorized entities.
- Complete separation-related documentation and unemployment claims processing.
- Submit required notices and forms to the Louisiana Workforce Commission.
5% Other Duties as Assigned
- Provide office coverage as needed.
- Serve as backup to other HR staff members.
- Participate in special projects, meetings, training, and departmental initiatives.
- Perform other duties assigned to support HR operations.
QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
