About this role

The Procurement Analyst performs professional procurement and contracting activities for the Sanford Airport Authority, owner and operator of Orlando Sanford International Airport. Under the direction of the Director of Procurement, this position administers competitive solicitations, purchasing and contract activities, supports departments and vendors with procurement requirements, and maintains accurate procurement records and documentation.

The Procurement Analyst works independently on assigned procurements within established policies, procedures, applicable requirements, and delegated authority, while exercising sound judgment and recognizing matters requiring higher-level review or approval.

Essential Duties

- Develops and administers ITBs, RFPs, RFQs, RFQus, cooperative purchases, and other authorized procurement methods.

- Works with departments to develop scopes, specifications, solicitation requirements, evaluation criteria, pricing, and procurement schedules.

- Coordinates solicitations from development through advertising, evaluation, award recommendation, contract preparation, and execution.

- Prepares and processes contracts, amendments, renewals, purchase requisitions, purchase orders, and related procurement documents.

- Prepares and supports procurement-related Board agenda items, memoranda, presentations, and supporting documentation.

- Assists with contract administration, including insurance, bonding, vendor performance, compliance, billing, renewals, and required documentation.

- Maintains procurement and contract records, files, tracking systems, and reports in accordance with Authority policies and applicable public records requirements.

- Assists with federal, state, grant-funded, and other regulated procurements and related documentation.

- Assists the Director with reporting, audits, public records requests, policies and procedures, and special projects.

- Represents the Authority and Procurement Department at vendor outreach events, professional meetings, conferences, training, and procurement seminars, as assigned.

- Performs other related duties as assigned.

Qualifications

Knowledge and Skills

Strong organizational, analytical, research, problem-solving, communication, and attention-to-detail skills, with the ability to manage multiple procurements and priorities, exercise appropriate independent judgment, and prepare clear and accurate procurement, contract, and Board-related documentation.

Ability to work effectively with departments, management, vendors, contractors, consultants, and other stakeholders while maintaining integrity, impartiality, confidentiality when applicable, and high professional standards.

Proficiency with Microsoft Office and standard procurement, contract management, financial, and document management systems. Public-sector procurement experience and knowledge of applicable Florida Statutes and requirements governing public procurement and dependent special districts are preferred. Professional procurement certification is also preferred but not required.

Required Qualifications

- Associate degree from an accredited college or university in Business Administration, Public Administration, Procurement, Contract Administration, Supply Chain Management, Finance, or a related field is required, along with progressively responsible experience in procurement, purchasing, contract administration, or a related field.

- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook and other standard business systems.

Preferred Qualifications

- Bachelor's degree in Business Administration, Public Administration, Procurement, Contract Administration, Supply Chain Management, Finance, or a related field with four (4) years of progressively responsible procurement or contracting experience

- Public-sector procurement experience, contract administration and familiarity with Florida Statutes relating to public procurement requirements.

- NIGP CPPB, CPPO, CPP, or other relevant professional procurement certification.

Certification is preferred but not required; employees may be required to obtain an Authority-approved certification within a reasonable period established by the Authority.

Employment Requirements

Employment is contingent upon successful completion of applicable pre-employment requirements, which may include:

- Federal fingerprint-based background check. The Authority conducts a federal fingerprint-based background check consistent with applicable airport security requirements. The scope of the check is not limited to a seven-year period. Certain criminal convictions may affect eligibility for employment.

- 10-panel drug screening. The Authority maintains a drug-free workplace. Pre-employment drug screening includes testing for THC.

- Motor Vehicle Record (MVR) review. A satisfactory driving record is required for positions or duties for which driving is applicable. The review may include license status, suspensions, moving violations, and DUI-related offenses.

- Education verification.

- Additional screening, security, or employment requirements may apply based on applicable federal, state, or Authority requirements.
