Silver Star Construction is looking for an experienced Heavy Civil Project Manager to join our employee-owned team. This position will oversee projects throughout the OKC Metro and surrounding areas , providing leadership and coordination from project handoff through completion.

Position Overview

The Project Manager is responsible for coordinating the overall success of assigned projects, including safety, scheduling, budgeting, quality control, materials, subcontractors, customer communication, and project documentation . The successful candidate will work closely with field supervision, operations, estimating, safety, vendors, subcontractors, and project owners to keep projects moving efficiently and profitably.

Key Responsibilities

- Maintain safety and quality as top priorities throughout every project.

- Serve as the primary contact for project-related safety concerns and emergencies.

- Immediately report suspected drug or alcohol impairment to the Safety Director.

- Recognize that this is a safety-sensitive position involving heavy equipment and roadway/highway construction.

- Manage multiple projects simultaneously while keeping work on schedule and within budget .

- Partner with estimators to review project costs and prepare and process change orders.

- Participate with Superintendents and the Safety Department in developing Job Safety Analyses (JSAs) before field operations begin.

- Coordinate daily project needs with Superintendents, equipment and trucking dispatch, Safety, Shop, testing laboratories, asphalt plants, suppliers, and other internal departments.

- Act as a primary point of contact for owners, developers, general contractors, general superintendents, and field foremen .

- Establish project goals, procedures, performance expectations, and operational standards consistent with company policies and contract requirements.

- Work with the Vice President of Operations to address construction issues, complaints, work procedures, and project challenges.

- Monitor material purchasing and deliveries to ensure compliance with project budgets and schedules.

- Oversee Quality Control testing and verify that work meets project specifications.

- Track project performance and provide administrative direction to help ensure timely and profitable completion.

- Represent Silver Star Construction at project meetings, planning meetings, and strategy sessions.

- Work with the President/Vice President of Operations on the financial administration of contracts while maintaining strong customer relationships.

- Prepare requisitions and coordinate the procurement of materials and supplies.

- Obtain required permits and coordinate inspections with municipalities and other governing agencies.

- Review and communicate plans, specifications, and contract requirements with office staff, field personnel, subcontractors, and clients.

- Prepare and maintain project progress reports and related documentation.

- Participate in project handoff meetings and obtain all applicable plans, specifications, drawings, quantities, and bid information from the estimating team.

- Ensure the project team understands the scope, schedule, budget, and requirements necessary for successful project completion.

- Maintain strong cost and quality controls while working to achieve customer satisfaction.

- Identify potential safety concerns and work with the Safety Director to implement corrective measures.

- Review customer contracts to verify that the final scope aligns with the original bid and project specifications.

- Review subcontract agreements and purchase orders to ensure required documentation is complete before work begins or materials are ordered.

- Verify that subcontractors have executed contracts and required insurance documentation in place.

- Provide the Vice President of Operations with project information, including plans, materials, quantities, equipment requirements, and labor-hour projections.

- Maintain professional communication with contractors, subcontractors, vendors, and suppliers.

- Communicate project schedules and expectations to subcontractors and ensure they understand their responsibilities.

- Identify project deficiencies and provide practical solutions or recommendations.

- Help coordinate resources and personnel to keep projects progressing efficiently.

Qualifications & Requirements

- 3–5 years of project management experience preferred , preferably in heavy civil or highway construction.

- High school diploma/GED or equivalent combination of education and experience. College degree preferred but not required.

- Valid driving record with 5 points or fewer .

- OSHA 10 required; OSHA 30 preferred .

- Ability to read and interpret construction plans, blueprints, specifications, and contract documents.

- Strong verbal and written communication skills.

- Comfortable communicating through phone, email, computer, tablet, and other technology.

- Demonstrated leadership and team-building abilities.

- Strong mathematical and mechanical aptitude.

- Proficiency with Microsoft Office, Microsoft Project, HCSS products, and Vista by Viewpoint preferred.

- Ability to prioritize tasks, organize resources, and develop realistic action plans.

- Strong problem-solving skills and the ability to make sound decisions in changing field conditions.

- Ability to work effectively under pressure and manage competing priorities.

- Willingness to work extended hours when necessary to meet project goals.

- Strong attention to detail and commitment to accuracy.

- Ability to meet deadlines and communicate proactively when adjustments are needed.

- Adaptable and able to respond effectively to schedule changes, delays, and unexpected project conditions.

- Reliable attendance and punctuality.

- Demonstrated dependability and willingness to take responsibility for assigned work.
