## Project Overview:

Several combined cycle power projects are currently planned to be developed and executed by Bechtel over the next 5-10 years. During the development phase of these projects, teams will be organized to support multiple projects concurrently.

Following project award, dedicated project teams will be formed and the Principal Engineer Electrical will have functional oversight for the combined cycle power projects.

## Job Summary:

The Electrical HV Resident Engineer will be a solid leader and collaborator who will oversee the execution of 230kV GIS substation by subcontractor at the project site. In this role, you will utilize individual technical knowledge to interpret, organize, execute, and coordinate with the subcontractor for the substation execution scope. You will participate in coordination meetings, project planning, monitoring the schedule, and delivery of critical equipment to ensure that the vendor is on track to meet the project schedule. Your technical guidance and recommendations will ensure engineering aspects meet project requirements and remain within scope and budget.

This role is an assignment at the project jobsite in Cheyenne, Wyoming for a duration of 24 months. #LI-RM1

## Major Responsibilities:

- In this role, you will have oversight of all aspects of the scope being executed by the subcontractor and coordinate with the Bechtel team to ensure that any input needed by subcontractor is being provided in a timely manner.
- You will monitor the progress of the 230kV GIS substation which will be constructed and energized in a phased manner. While on site, you will serve as a liaison between the site team and home office engineering team actively working to resolve any critical technical issues.
- You will assist with preparing Design Change Packages (if required) to resolve any constructability issues with the external interface design prepared by the home office engineering team.
- You will participate in pre-commissioning, testing and commissioning activities by the subcontractor and startup team. You will lead technical discussions and progress meetings with the home office team, subcontractor, construction, startup and Owner.
- You will raise any critical concerns with key stakeholders in a timely manner.

## Education and Experience Requirements:

- Requires bachelor's or master's degree (or international equivalent) in Electrical HV Power Systems and 10-15 years of relevant experience or 17-19 years of relevant work experience

## Required Knowledge and Skills:

- GIS equipment expertise
- Commissioning and energization
- Protection and control systems
- High-voltage safety
- Construction troubleshooting
- Utility interface coordination
- Contractor/vendor management
- Technical document review
- Communication and stakeholder management

- Must have prior experience with HV GIS applications (230kV or above) and substations as a responsible engineer, project engineer or startup engineer. Must have proven field experience with thorough understanding of:
- 230 kV GIS equipment and layouts for One-and-a-half breaker schemes
- Gas-to-cable terminations
- Busbar arrangements and interlocks
- GIS assembly inspections
- SF₆ gas filling and quality testing
- Functional checks
- Interlock verification
- Protection relay testing
- SCADA integration
- IEC 61850 communications
- Relay settings coordination
- Interlocking philosophy

- Working knowledge of electrical system design codes and standards including IEEE, IEC and NFPA 70.
- Prior experience with attending Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) of switchgear, protective relays, SCADA and substations is preferred.
- Field Construction Experience:
- Working directly with OEM’s Technical Advisors

- Interpreting vendor drawings
- Responding to Request for Information (RFI)
- Identifying installation errors

- Understanding construction sequence of execution
