Tax Governance Manager, Tax and Account Compliance

Description

We are looking for a Tax Governance Risk Manager to join the TAC team and help build and run the governance function for Amazon's worldwide tax compliance programmes. This is a small, high-impact team where everyone contributes to shaping how governance works, not just executing it.

Your primary focus will be operational: making the Holistic Tax Governance Framework work in practice across 100+ tax regulations. You will run governance cadences, maintain control inventories, track risk indicators, produce audit-ready documentation, and hold teams accountable. You will also work closely with product and technology teams to ensure governance requirements are embedded in product design and that changes to tax products do not introduce compliance gaps.

You will work within Amazon's Three Lines of Defence (3LoD) model, ensuring 1st Line controls are documented, tested, and effective while coordinating with 2nd and 3rd Line partners on assurance activities.

Key job responsibilities
Governance Execution
- Provide programmatic support and maintain effective tracking mechanisms for various governance mechanisms across various Tax programs (weekly, monthly, quarterly), ensuring they stay on schedule and produce the required outputs.
- Maintain the control inventory across worldwide tax programmes. Ensure controls are documented, have clear owners, and link to regulatory requirements.
- Track completion of Risk and Control Self-Assessments (RCSAs) and escalate when teams miss deadlines or fall below the required standard.
- Monitor governance actions and remediation plans to deadline. Chase overdue items.
- Contribute to integrating bad actor detection and prevention into the governance lifecycle.

Product Governance
- Work with product and technology teams to ensure governance requirements are reflected in product design, business requirement documents (BRDs), and implementation plans.
- Review product changes and new tax programme launches from a governance perspective, ensuring compliance checkpoints are embedded from the outset.
- Track governance-related product risks and open items, coordinating with programme managers to drive resolution.

Control Monitoring and Risk Tracking
- Review and challenge Monitoring Control Indicators (MCIs), identify adverse trends, and flag them for review.
- Support periodic control testing: prepare test plans, gather evidence, document results, follow up on remediation.
- Review and track issue register items to ensure timely closure and ensuring deviations are promptly escalated through established protocols.

Reporting and Audit Readiness
- Produce governance reports, dashboards, and status updates for governance forums and senior leadership reviews.
- Maintain audit-ready documentation with complete, version-controlled evidence trails.
- Track key governance metrics: RCSA completion rates, control effectiveness, issue closure velocity, regulatory submission accuracy.
- Support audit preparation and response, coordinating with Internal Audit and external regulators as needed.

Cross-Functional Coordination
- Coordinate across Tax, Legal, Policy, Product, Technology, and Fraud Prevention teams to collect governance inputs and ensure deadlines are met.
- Act as the operational point of contact for governance queries from partner teams.
- Work across time zones with teams in the US, EU, Japan, and India.

A day in the life
Morning: you review the governance tracker. Two RCSAs are overdue. You send reminders and note the escalation path. Mid-morning: you join a working session with the Monitoring team to review MCI trends for a high-risk programme. One indicator is moving in the wrong direction. You document the finding and draft the agenda item for the next Quarterly Governance Review.
Afternoon: you review a BRD for a new tax regulation launch with the product team, checking that governance checkpoints and control requirements are baked in. You then update the control inventory, map the new controls, assign owners, and schedule the initial RCSA. Before close, you pull together the weekly governance status report and flag two items that need senior attention.
The rhythm is consistent: track, monitor, chase, document, escalate, report.

Your days will blend regulatory analysis, cross-functional delivery, and stakeholder coordination across multiple time zones. One morning you are reviewing control effectiveness with the 2nd Line of Defence; the afternoon you are in a working session with EU 3P Marketplace partners assessing the impact of a new VAT regulation on sellers. The next day you are preparing materials for a senior leadership review or troubleshooting a data integrity issue with tech partners in Seattle.

No two days are the same, but the constant is pace, impact, and global reach.

Basic Qualifications

- Bachelor's degree or equivalent
- Experience demonstrating strong analytical abilities and confidence in the use of data
- Knowledge of Microsoft Office applications (Excel, Word, SharePoint, and PowerPoint)
- • 3+ years in risk management, compliance, audit, or governance.
- • Experience maintaining risk registers, control inventories, or RCSA processes.
- • Experience producing governance reports and audit-ready documentation.

Preferred Qualifications

- Experience in tax, finance or a related analytical field, or experience supporting the implementation of controls or contributing to audits over financial reporting environments
- Experience with financial services, payments or e-commerce
- • Experience with the Three Lines of Defence (3LoD) governance model.
- • Experience working with product or technology teams on compliance requirements.
- • Experience with control testing methodologies.
- • Familiarity with fraud detection or bad actor prevention frameworks.
- • Professional certifications (CIA, CISA, CAMS, or equivalent).
- • Comfortable working across multiple time zones with distributed teams.
